부산 감천항 도선구의 도선안전위해요소에 관한 연구 (A Study on Hazards to Pilotage Safety in a Pilotage Area in the Busan Gamcheon Port)

  • 부산항의 주요 3대 항구인 감천항은 잡화, 어획물, 철재, 시멘트 등 다양한 화물의 적양하 및 환적을 위해 운영되고 있다. 그리고 도선법에 따른 강제 도선구로, 선박의 입출항 시 관련법에 따라 도선사에 의하여 도선 되고 있다. 감천항의 해상교통환경에 대한 몇몇 학술적 연구가 있었으나, 도선환경과 도선안전 위해요소에 관한 연구는 전무 한 상태였다. 본 연구에서는 감천항 도선구의 도선환경 및 도선안전위해요소에 대하여 살펴보았고, 손상된 도선사 승하선 설비를 포함한 선박의 설비가 불량한 선박, 선박의 구조물이나 어구 등에 의하여 도선사의 시야를 제한하는 선박, 영어로 의사소통이 불가한 선박, VTS의 지시를 따르지 않는 선박 등의 도선안전위해요소들이 있음을 확인했다. 또한 AHP 기법에 기반한 부산항도선사에 대한 설문을 통하여 도선안전위해요소들을 계층화하여 중요도를 확인하고, 감천항 입출항 선박들의 안전한 도선 방안에 대하여 제시하였다.

평택항 교통안전특정해역 설정에 관한 연구 (A Study on the Establishment of Specific Traffic Safety Areas at Pyeongtaek Port)

  • 본 연구는 평택항을 통항하는 선박의 항해 안전을 확보하기 위해 교통안전특정해역 설정의 필요성을 정량적인 데이터로 제시하고자 하였다. 연구 비교 대상 6개 항만과 평택항과의 안개 일수, 도선 거리, 대형선 입항 척수, 조업 어선 척수를 비교 분석하였다. 연구결과 평택항은 잦은 시계 제한의 영향을 받는 역 조건의 가운데 부산, 부산신항, 울산, 포항항보다 약 3.5 ~ 6배 더 긴 도선 구간을 항해 해야한다. 특히 어장이 형성되는 5 ~ 7월에는 통항로에 위치한 35척의 조업 어선을 피하기 위해 대형선이 역주행하는 상황이 발생하여 상대 선박과의 충돌 위험을 갖는 교통 환경임을 확인하였다. 따라서 평택항 접근수역에 교통안전특정해역으로 설정한다면, 대형선이 조업 어선 보다 법적 우위를 갖게 되므로 통항 안전성을 확보할 수 있을 것으로 판단된다.

The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

인천항 항만하역 재해분석에 관한 연구 (- A Study on Analysis of Cargo Handling Disaster In Incheon Port -)

  • Port, one of nation's key infrastructures, is a point of road and sea transports meeting. As a key base of inter-modal transportation systems, the port is of ever increasing importance for realizing nation's vision of making Korea as an economic and logistics hub in the Northeast Asia. At present, Korean ports handle 99.7% of gross trade volumes in Korea, which requires considerable attention on its safety issues. However, due to the critical characteristics of the port and insufficient attention paid to it, the port industry meets more disasters compared to other industries. Therefore, this paper tries to analyze the disasters happened at the port to have better understanding on its reasons, further to use as learned lessons to prevent from potential disasters that may arise at the port.

인천항 창고업 클러스터화 전략을 통한 통합물류센터 구축에 관한 연구 (A Study on Establishment of Integrated Logistics Centers through Clustering Strategy for Incheon Port Warehousing)

  • In this study, we offered a way that is to make warehouse industry clustered in Incheon port for getting competitive and high end value added activities like advanced port logistics center considering trend that is changing functions of port and importance of port-hinterland. For this, we studied the existing research about port cluster, the present condition of warehouse industry in Incheon port and importance of value-added logistics activities. Also, we offered needs to build a high value-added and integrated logistics center by examples of advanced port logistics center in Singapore, Netherlands(Rotterdam) and Hongkong. We get the questionnaires for gathering ideas of port logistics industry about to set integrated logistics centers by strategy we offered that is making warehouse logistics clustered.

감천항내 연근해 어선 출·입항에 따른 안전성 연구 (A Safety Assessment on Fishing Vessels' Entering or Leaving the Port of Gamcheon)

  • The purpose of this study was to obtain an objective conclusion of safety assessment and to suggest proper countermeasures for the fishing vessels' entering or leaving the port of Gamcheon, in where the pier No. 4 for the fishing vessels will be newly opened soon. 20 times of the manoeuvring simulation were performed respectively onto entering and leaving the port of Gamcheon with the various conditions in weather and current, and then each of result was carefully analyzed. In spite of some increasing demand of entering the port in future, the safety will not be largely worse if the suggestion will be taken.

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

  • 전통적인 항로표지는 등광(등명기)에 의존하여 항로 및 위험물을 표시함으로써 통항선박의 안전을 확보하여 왔으나, 울산항을 비롯한 전국 무역항에서 입지조건이 유리한 항만배후단지가 개발됨에 따라 항만배후광이 증가하였고 항로표지의 야간시인성이 현격하게 떨어지는 현상이 발생하였다. 또한, 전국 무역항에서는 채선율 저감을 통한 항만 운영율 향상을 위하여 야간 입출항 제한규모를 단계적으로 상향하고 있어 이에 대비한 통항선박의 안전확보방안 마련이 시급히 요구되고 있는 실정이다. 이에 항행원조시설인 등대 및 등표 등에 등탑직적조명방식(LED논네온 등)을 비롯한 고광력 등명기 등이 적용되었고, 상대적으로 시인성이 떨어지는 등부표에는 시인성 향상과 선위결정이 용이하도록 LED발광번호판을 개발하여 적용한 결과, 항만 이용자들로부터 호평을 받고 있으며 앞으로도 항만배후광 극복을 위한 항로표지의 발전은 계속되어야 할 것이다.

A Comparative Analysis on the Application of Harbor Design Criteria to Channels at Ulsan Port

  • Ulsan Port is the main port for handling liquid cargo because of natural environmental conditions and the distribution of port infrastructures in Korea. Damage to both liquid cargo vessels and the port structure caused by maritime accidents could have a serious impact on property and human lives as well as the marine environment. For safe navigation, the parties concerned should ensure the suitability of various design criteria at the harbor design stage. In this paper we analyze and compare various domestic and international harbor design criteria, and then apply each criteria to Ulsan port to evaluate its overall safety. Additionally, this paper specifies certain precautions in terms of reviewing a ship's safety for each channel at Ulsan Port, and suggests possible improvements to optimize channel design.
