Analyses of Perceptions to Hindering Factors and Development Factors for Water Leisure Activation (수상레저 활성화의 제약요인 및 발전방안에 대한 인식도 조사)

  • The purpose of this study was to analyze perceptions to hindering factors and development factors for water leisure activation. In order to accomplish the study purpose, this study employed a survey method with water leisure participants and employees from 6 regions(participants=205, employees=117). The data were analyzed using independent t-tests at a=.05 and following findings were derived from current study. First, among 20 hindering factors, water leisure participants had higher levels of perceptions than employees in licence system, limited activation regulation, departure report regulation, absence of exclusive organization, lack of providing information, lack of participative events and support systems. Second, relatively highly perceived hindering factors included departure report regulation, limited activation regulation, licence system, lack of government support, lack of mooring facility and lack of exclusive charged organization, in order. Third, the important development factors perceived by participants included support for licence and education and diversified water leisure programs but those perceived by employees included placement of educated experts and related event host and publicity. Finally, relatively highly perceived development factors included activation of free experience, promotion of marina development, support for licence and education, diversified programs and support for water leisure business. Accordingly, the findings provided fundamental information that both central and regional government can utilize for further activating water leisure. In addition, several development strategies were discussed on financial support, facility support, human resource support, education support and event support perspectives.

A Study on the Range of Damage Effects of Benzene Leakage Accidents using the KORA Program (KORA 프로그램을 활용한 벤젠 누출사고 피해영향범위에 관한 연구)

  • Benzene is a class 4 hazardous material according to the Act on the Safety Control of Hazardous Substances. This study qualitatively evaluated the damage size of a "toxic" accident and "pool fire" accidents based on benzene in a virtual scenario of a fire and leakage accident during unloading at a port facility. The KORA program was used as an evaluation method, which is supported as a universal program by the National Institute of Chemical Safety. The range of damage effects of a benzene-induced fire and leakage accident was predicted. In the case of toxic damage range, the accident's damage effect range for the "worst case scenario" was reduced by up to 5.11% with a decrease in the size of the leakage hole. In the case of the leakage time, the damage effect range increased to 145.12% with a 10 min leakage time compared to that of a 5 min leakage time and went up to 20 min (212.29%) with a 20 min leakage time. In the case of pool-fire-induced damage, the damage effect range by radiant heat in the "worst case scenario" was 228.8 m in radius from the center of the handling facility. In the "alternative scenario," the damage effect range by radiant heat was reduced by up to 8.26% compared to that in the "worst case scenario" since the size of the leakage hole was decreased by reducing the cross-sectional area of the pipe.

A Study of Color Scheme on Coastal Passenger Ship Seafarer's Workspace (연안여객선 선원의 작업공간 색채계획에 관한 연구)

  • The aim of this study was to enhance the safety and care of mental health for seafarer working in passenger ship workspaces. Brightness, color values, and color distribution were investigated with issues and improvement ways identified through seafarers' interviews. Firstly, previous studies, references, current policy, regulations, and accident case studies were reviewed. Color compositions of wheelhouse and engine room of M Ship were then surveyed in the field. Color values of each space were analyzed using a colorimeter. Colormeter analysis of brightness and color measurements in the wheelhouse and engine areas indicated that ceilings, walls, and floors were generally dark, with the engine area being very dark. Regarding color, green and blue were distributed in the ceiling of the wheelhouse and engine area, while red and blue were in the walls and floors of the wheelhouse and engine area. According to interviews with seafarers currently working at engine rooms, they responded about their experience of near miss incidents due to a decrepit indoor environment, a dark working environment, slippery and bright flooring, and stairs that were not suitable for domestic users. Thus, when installing lighting in the future, the brightness of the space should be improved by distinguishing between night and day. A lighting plan considering the location of lighting, level of shadow formation and contrast, reflectance of the facility, glare, color of light, floor color plan, and material selection is needed. A facility design suitable for domestic users is also needed.

  • Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. Because of a lack of regulations about technical and maintenance aspect for safety facilities, the effective measures to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land/sea and behavioral characteristics of a fisherman/port laborer/tourist/people at leisure should be taken into account properly when safety facilities to prevent safety accidents in the coastal zone are installed, since the characteristics of land/sea and many activities such as fishery, harbor works, tour, leisure are mixed in the geographic and environmental condition of the coastal zone. This study analyzes the current problems on the safety facility in the domestic coastal zone through the domestic and foreign(Hongkong, Macau) field survey. Also the direction of the improvement about the safety facility are proposed.

On The Licensed Dealer in Landing Markets (중매인에 관한 연구)

  • Korea is a peninsular country surrounded by seas on three sides, and the fishing industry has carried out the service of suppling to the people with important anima protein. The distribution of fishery products has very complicated structures, because the production is in charge of small producers scattering along the coast all over the country, while consumpstion is made by separate homes in areas away from producing district. The relation between these two factors the structures make very complicated. The most typical and special structures of fishery distridution are distinguished in two, that is, one is landing market, the other is inland market. Landing markets have been monopolized by fishermen's cooperatives, providing with landing facilities and building sites. Fish markets played not only an important role in the landing, but distribution and price determination of catches by auction or tender. Inland markets are two types of wholesale market in consuming center, one is the terminal market for urban consumers, the other type is the local market for rural consumers. Fundamental functions of landing markets are gathering, assessment, and distribution functions. Gathering function is in charge of wholesaler in fishery cooperative. Gathering amounts are equal to gathering capacity of wholesaler and transact ability of licensed dealers as shown below model. Gathering amount=f.gathering capacity(=pre price.landing facility.account of wholesaler.distance of fishing ground.conveniency purchasing.home port)=fㆍ transact ability of licensed dealers≒f.population or port, and table 1 indicates these relationship. Assessment and distribution functions are in charge of licensed dealers in consumption side. Assessment function should bring the value in production activity through the auction between the cooperative seller and the licensed dealer as buyer. For fair trade transaction in auction, the free competition is supposed to be a prerequisite among the licensed dealers. The ideal condition for free competition is sameness in the scale of buying amount by licensed delaers, but it is almost impossible to attain its goal in actual marketing.

Residual Settlement Behavior in Soft Ground Improved by PBD during Operating Facilities (PBD공법이 적용된 연약지반에서 운용 중인 시설물의 잔류침하거동)

  • The Plastic Board Drain is used to improve soft soils deposited in container terminal area at a port. This paper describes settlement behavior of soft ground in this area from PBD installation to the time of operating facilities. Previous researches focused on soil improvement effect of PBD, that is, the settlement occurred during ground improvement period. The residual settlement occurred during operating the facility is very important from the maintenance and management point of view. However, the study of this residual settlement has been rarely conducted. In this study, by analyzing the measured settlement data obtained from the container terminal area at the port, it was verified that the residual settlement induced during operating facilities occurred in a layer with PBD improvement. In addition, by comparison the settlement predicted by a numerical analysis with the settlement measured in the field, it was confirmed that the actual settlement is in the range of predicted settlement.

  • Container cranes are vulnerable structure to difficult weather conditions because there is no shielding facility to protect them from high wind This study carried out to analyze the wind load have an effect on container crane according to a wind direction variation The container crane for this research is a model of a 61-ton class tint used broadly in the current ports. The dimension of an external fluid field set up 500m ${\times}$ 200m. In this study, Mean wind load conformed to the 'Design Criteria of Wind Load' in 'Load Criteria of Building Structures' and an external fluid field divided in interval of 10 degrees to analyze effect according to a wind direction From there, we carried out to the computation fluid dynamic analysis using a CFX-10 Therefore as consequence of computation fluid dynamic analysis and wind velocity experiment make a comparative study, we analyzed a wind load for construction design if container crane.

An Analysis of Container Logistics System by Computer Simulation (시뮬레이션에 의한 컨테이너 물류시스템의 분석에 관하여(BCTOC를 중심으로))

  • Because of the sharp increase of its export and import container cargo volumes contrast to the lack of related Container Terminal facility, equipment and inefficient procedure, there is now heavy container cargo congestions in Pusan Container Terminal. As a result of such a situation, many container ships avoid their calls into Pusan port. This is a major cause that in tum kads to weakening intemational competitiveness of the Korean industry. This study, therefore, aims are to make a quantitative analysis of Container Terminal System through the computer simulation, especially focusing on its 4 sub-system of a handling system, 'it is checked whether the current operation is being performed effectively through the computer simulation. The overall findings are as folIows; Firstly, average tonnage of the ships visiting the BCTOC was 32,360 G/T in from January '96, to may '96. The average arrival interval and service time of container ships at BCTOC are 5.63 hours and 18.67 hours respectively. Ship's arrival and service pattern at BCTOC was exponential distribution with 95% confidence and Erlang-4 distribution with 99% confidence. Secondly, average waiting time and number of ships was 9.9 hours, 235 ships(38%) among 620 ships. Number of stevedoring container per ship was average 747.7 TED, standard deviation 379.1 TEU and normal distribution with 99% confidence. Thirdly, from the fact that the average storage days of containers at BCTOC are 2.75 days (3.0 days when import, 2.5 days when export). it is founds that most containers were transfered to the off-dock storage areas with the free periods(5 days when import, 4 days when export), the reason for which is considered to be the insufficient storage area at BCTOC. Fourthly, in the case of gate in-out at BCTOC, occupied containers and emptied containers are 89% and 11% respectively in the gate-in, 75% and 25% seperately in the gate-out. Finally, from the quantitative analysis results for container terminal at BCTOC, ship's average wating time of ships was found to be 20.77 hours and berth occupancy rate(${\rho}$) was 0.83. 5~6 berths were required in order that the berth occupancy rate(${\rho}$) may be maintained up to 60% degree.

  • In this study was carried out on the proper number of cadets and the improvement of educational environment that can ensure effective practice on board a training ship. In doing this research, basic data had been obtained from some of the written interviews done with some apprentices and instructors on education, and survey findings on the dimensions of the training facilities and areas available to apprentice in the current training ships. The concepts of ergonomics have been adapted to this study also, in order to increase its reliability. On the basis of what has been discussed just above, we have suggested a navigation integrity consol for deck apprentices and a training room for the operation and maintenance of shipboard machinery for engine apprentices, together with providing a suitable number of cadets that can be accommodated for practice altogether in a given situation.

  • Aid to navigation is a navigational aid facility that informs a sailing vessel of its location and direction as well as a location of a specific obstacle by means of a light, shape, color, sound, radio wave, etc. It can be valuable in improving the safety of day and night vessel navigation at sea. For the safety of the tug boat, the minimum equipment requirements for each type of tug boat are arranged. Despite these preparations, the collision accidents between tug boats, barges, and light buoys can occur when the tug boat turns due to the length of the tow-line, tidal current, and the barge's momentum etc. The purpose of this study was to propose the basic system that analyzes the physical relationship between two vessels regarding the tug boat-barge-light buoy dynamics and propagate the corresponding data through the aid to navigation management & operation systems in use at each regional oceans and fisheries.
