A policy evaluation and empirical analysis on the business environments for facilitation of the Pohang Youngilman Port (포항영일만항 활성화를 위한 정책 평가와 사업 여건 분석)

  • The Pohang Youngilman Port is the only international trade port in the Daegu-Gyeongbuk region, but its cargo throughput has been stagnated since its opening. Finding out ways to revitalize the port has been a big issue in the region, taking its potential business effects on the surrounding areas into consideration. This study, therefore, aimed to critically evaluate the government policies and empirically analyze business environments of the Pohang Youngilman Port as a fundamental to reach solutions for its revitalization. The policy evaluation showed that there are discrepancies in viewing contexts, implementations and mechanisms of the port at each government level, which resulted in implementing various but inconsistent solutions. Also, the interview results were analyzed to point out the fundamental problems, such as limited cargo volume due to weak hinterland development, lack of shuttle shipping between Busan New Port and Pohang Youngilman Port, and lack of large shippers to diverse the shipping network. This study has academic and managerial implications in suggesting measures for facilitation of the Pohang Youngilman Port by amalgamating various viewpoints of governments and stakeholders, which can be used for policy development as well as practical solutions for the port.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

A Study on the Standard Ship's Length of Domestic Trade Port (국내 무역항의 표준 선박길이에 관한 연구)

  • With the introduction of increasingly large-sized ships, the conditions of main domestic port facilities remain the same as in the past. So, there is high probability that marine traffic congestion can occur at the certain ship's routes. The standard ship's length used to assess the marine traffic congestion of domestic trade port is 70 meters. It has been in use for the last 30 years, so, its usefulness is highly recommended for review. This study deeply analyzes the tendency of ship's dimensional changes according to recent enlargement of ship's size by utilizing the particulars of 60,000 ships saved in domestic Port-MIS database and suggests the standard ship's length by figuring out the correlation between length of ship and gross tonnage. In addition, the basis of statistical data on the ship's tonnage in domestic trade over the last five years suggests the standard ship's length by deriving the reference point of cumulative incidences that occupy more than over 50 %, except for small vessels. It is necessary to consider the characteristic of each domestic trade port before the actual application of suggested standard ship's length.

  • Recently, interest in smart port systems for linking with autonomous ships is increasing. To build a smart port system, primarily, a system that can automatically moor a vessel is required. To calculate the allowable mooring capacity of the automatic mooring system in a port, the characteristics of the vessel must be considered, and the external force generated from environmental disturbances in the sea must be accurately calculated. Accurately estimating the magnitude of these environmental disturbances is an extremely important factor for designing an automatic mooring system. In this study, the mooring capacity of the HANBADA was estimated according to the port and fishing port design criteria of the Ministry of Ocean and Fisheries. The longitudinal and lateral forces of the mooring force acting on the HANBADA were 18 kN and 248 kN, respectively, under the most extreme ocean conditions (BF 6).

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

Filtration Characteristics of the Fugitive Dust Emitting from Animal Feedstuff Handling (사료 부원료 하역과정에서 발생하는 비산먼지의 여과특성)

  • Animal feedstuff handling is one of the major fugitive dust sources in the port of Incheon. For the effective control of fugitive dusts emitting from the port of Incheon, dust control facilities with bag filter systems should be designed properly considering the characteristic of the fugitive dusts including those from animal feedstuffs. The ultimate goal of this study is thus to develop the optimum fugitive dust control system which will be applicable for the renovation of the port. As the first step to achieve this longstanding goal, filtration characteristics of soybean shell, the largest dust sources in the port, were investigated with the specially designed filter testing apparatus for this study. The variables tested for the experiments included filter materials, dust concentrations, relative humidities, and filtration velocities. Also, the filtration characteristics of the other animal feedstuffs such as sunflower seed shell, tapioca, and palm shell were investigated to determine $K_2$ as a function of filtration velocity. The information on $K_2$ will be used to design the optimum bag filter systems for animal feedstuffs handling in the port.

Mt. Yokmang Landscape Planning in Busan New Port (부산 신항만 욕망산 경관계획)

  • Mt. Yokmang landscape design awarded first in [North container terminal site furtherance construction in Busan new port], design competition sponsoring in the Korea Container Terminal Authority in 2005. Design guideline was to propose the symbol of new port and to establish landscape plan in consideration of view and geological location. Because landscape plan required establishment of restoration plan for cutting slope, Mt. Yokmang became the major object. The purpose of planning are as follows. The first purpose is to minimize existent natural environment damage, and the second, to connect with ambit and create new image. The third is to provide place of rest and interchange for local resident. Reflecting stratum structure and landscape characteristics, cutting slope consisted of [utilization slope], [presentation slope], [landscape slope], and [ecological slope]. Vegetation design applied ecological restoration method through restoration of stratum, and eve environment-friendly afforestation, planned program that can connect area with existing ecosystem. In process that decides form of the cutting slope, analyze view structure and visual exposure in various access routes, sensitivity etc. was accomplished. Also, symbolic tower(Ocean Polaris) that presents in architecture and landscaping features, night landscape planning could gain synergy effect by keeping consistence with landscape and ecological planning. Passing through final design and construction process, I expect that the Mt. Yokmang will be a new landmark in Busan new port.

A Development of Integrated Operation System of Container Terminals in Ubiquitous Environment using RFID

  • Number of researches on efficient terminal operation system applying RFID(Radio Frequency Identification) are on progress. However, RFID has limitations on tracking and providing accurate positions of containers. In this paper, to enhance the performance of the integrated terminal operation system, an efficient loading management of yard is proposed by applying RFID-based RTLS(Real Time Locating System) that provides real-time accurate positions of containers. We found that a group-based sequence system is more efficient than the existing individual sequence number system in the container yard. In the group-based sequence system, the containers in the same group should have similar characteristics such as port of destination(POD), size, weight, etc. In order to run this system, we have proposed the parameters to the unspecified N bytes of RFID tag which are specified in ISO 18000-7. And, this paper proposed a development of integrated operation system of container terminal using RFID for reducing the ship turnaround time in ubiquitous port environment.

  • As developing for dozens of years, East Asia has been a central area of world economic and trade growth. The containerization of East Asia also goes up rapidly. With the development of this area, countries all try hard to dispute the status of international shipping centre. The competitors of Shanghai Port are Busan Port, Kobe Port and GaoXiong Port. This thesis analyses these three Ports and Shanghai Port‘s information. The main point is Shanghai Port’s merits and faults, and also compares these four ports‘ competition of soft and hardware. At last, this thesis expatiates some concrete measures of Shanghai Port's constructing.

A Study on the Sustainability Assessment of Ports using TBL (Triple Bottom Line) (TBL을 활용한 항만의 지속가능성 평가에 관한 연구)

  • In accordance with the environmental changes that surrounds the port, there seems to be a trend of increasing interest in a sustainable development and operation of port. Considering that sustainability assessment utilizing Triple Bottome Line(TBL) has been conducted actively in various fields of research, it is essential to evaluate port sustainability including not only economic aspect but also social as well as environmental ones. In this regard, this study aims to measure the relative importance of port sustainability index using AHP. Moreover, sustainability of Korean four major ports has been tested by adopting the newly developed index in this study. From the results, it can be concluded that in addition to securing high value cargoes, increasing efficiency of port operation and infrastructure together with capital investment are essential. Growth harmonized with surrounding area of port and environment-friendly port operation should not be disregarded.
