Comparative Studies on Ports Management System in Northeast Countries

  • Purpose - The purpose of paper is to review and look into the process of port development of each country, and compare with their system of port management. Research design, data and methodology - The methods to be taken is to examine a process of port development in terms of historic and regulated point of views, and each country's port is compared with various port models. Results - China has evolved of port governance into 3 stages, which has lead to almost liberalized port management system in process of privatization slogan. Japan has three stages of port development, and key commitments have been done by local government, rather than national one. Korea has also several stages of port reforms, and national government has been deeply involved in port industry, as well as regional government and port authority in certain areas. Conclusions - whatever port management system each countries has taken, it eventually aims to port productivity in country's port. To adopt most proper port management system may be answer for country to cope with environmental changes around port industry.

항만자치시대 부산항 항만물류행정에 대한 연구 (A Study on the Port Logistics Administration of the Port of Busan in the Era of Port Authority)

  • The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

「항만안전특별법」 시행으로 인한 항만근로자 안전관리의 변화와 과제 (Changes in and Tasks for the Safety Management System for Port Workers: The Special Act on Port Safety)

  • Objectives: In order to provide basic data for future researchers, this study aims to explore future tasks after reviewing the changes in port safety management due to the enforcement of the Special Act on Port Safety. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. Results: There are two major changes that have stemmed from the Special Act on Port Safety: 1. The scope of application for port participants has been expanded, safety education has been made compulsory, and safety management plans have been established and implemented for each business site. 2. The government is operating a port safety consultative body for each port and has hired one port safety inspector for each of the eleven local maritime and fisheries offices across the country. Future tasks include elaboration of port safety accident statistics, strengthening shipping companies' responsibility for stevedore safety, the unification of contracts, and government interest and support for port safety facilities. Conclusions: The primary feature of the Special Act on Port Safety is the emphasis on autonomous safety management by participants in port transportation. In addition, the enactment of the special law has allowed the Ministry of Maritime Affairs and Fisheries to actively intervene in port loading and unloading safety.

항만공사(PA) 운영 활성화를 위한 법률 정비와 지원조례 설치방안 -부산항만공사와 부산광역시를 중심으로- (Managing Legal Issues and Developing Ordinance for the Effectiveness of Port Authority: Focused on Busan Port Authority and Busan Metropolitan City)

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

경기도의 항만 거버넌스 재정비방안 (Re-Organization of Port Governance in Gyeonggi Province)

  • 본 연구는 퍼지계층분석법을 이용하여 현재 복잡한 구조로 이루어진 경기도의 항만 거버넌스에 대한 최적 대안 도출하고 시사점을 제시한 연구이다. 선행연구를 토대로 항만 운영의 고도화, 항만의 적기개발, 항만 안전관리, 지역과의 상생발전을 항만 거버넌스의 주요 역할로 선정하였다. 그리고 경기도의 항만 거버넌스 재정비 방안으로서 국가주도형 항만공사와 중앙-지방 연합형 항만공사를 대안으로 선정하여 각 역할에 대한 중요도를 분석하였다. 그 결과 항만 운영의 고도와, 항만의 적기개발, 항만 안전관리 측면에서 국가주도형 항만공사 설립이 타당한 것으로 나타났으며 지역과의 상생발전 측면에서는 중앙-지방 연합형 항만공사 도입이 타당한 것으로 제시되었다. 따라서 경기도의 항만산업 활성화를 위해 단일화된 거버넌스 구조로서 지자체가 참여하는 국가주도형 항만공사 설립 방안을 제안하였다.

부산항의 마케팅 지향 항만경영에 관한 연구 (A Study on the Marketing-oriented Management of Pusan Port)

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

Risk Priority and Allocation of Private Investment in Port Development

  • The Port Development has been achieved by the Government because it needs large scale of funds. However, since 1994, the Govenment has been implemeting private investments for constructing and operating the ports and so on. Although the Government had high expectation that it could expedite the expansion of the port facilities, there were many problems in view of construction, management, financial and social environment. This study figure out that most of the important reasons are the uncertainty of risk allocation between private investors and the Government, using with Analytic Hierarchy Process. It is expected that the results of this study will encourage more private investors to participate in port private investments in the future.

Public Private Partnerships in Chinese Port as Infrastructure

  • Purpose - The purpose of the paper is to look into and review the management and operation of Chinese infrastructure process, especially focusing on port industry. Research design, data and methodology - The research methods to be applied is to examine PPPs that is a key way of cooperation in many infrastructure investment, financial matters, and then port industry as well. Results - It is well noticed that Chinese government has well managed with project, planning and investments in national infrastructure matters. Especially, this is clear message that government institutions for infrastructure planning has been well organized with systematic structure. However, even if it is involved with some risky business, PPPs should be asked for cooperation in the areas of financial, institutional and logistic part of infrastructure development in China. Conclusions - Every country has been in promoting its infrastructure development and it is not an exception in China. In order to get over inefficiency done by public sectors, Chinese government has invited a private sector in the form of PPPs, which gives more competitive opportunities, especially in port industry.

한.일간 항만관리 형태의 비교분석 (Comparative Analysis on Port Management Type between Korea and Japan)

  • 한국과 일본은 가장 가까운 이웃 나라이면서 한국은 일본의 식민지를 거친 경험을 갖고 있어 항만관리제도에 있어서도 일본의 영향을 가장 많이 받았다고 할 수 있다. 양국의 항만관리 형태를 비교해 보면 정부기관에 의한 항만관리형태와 기업성을 가미한 항만공사제를 채택하고 있는 점은 같으나 그 관리주체와 성격에 있어서는 다른 점을 알 수 있다. 또한 항만이 지향하는 목표와 기능면에서도 상이하다. 본 논문에서의 시사점은 다음과 같다. 첫째, 현재 부산항과 인천항에만 시행하고 있는 항만공사제도를 광양항과 평택당진항으로 확대시행 할 것과 둘째, 항만공사제도를 시행하고 있지 아니한 항만에도 지자체와의 협력체제를 강화할 것 셋째, 항만공사가 주체가 되어 국제허브항으로의 발전에 필요한 마켓팅전략을 수립 시행해야 한다는 것이다.
