항만 분권이 항만경영 및 항만개발에 미치는 영향 : 항만 현장 중심성의 매개효과 (The Effects of Port Decentralization on Port Management and Port Development : The Mediating Effect of Port Site Centrality)

  • 본 연구는 항만분권이 항만경영과 항만개발에 미치는 영향을 분석하고, 항만현장 중심성이 항만분권과 항만경영 및 항만개발 간의 관계에서 매개효과가 있는지 확인하여 시사점을 제시하고자 하였다. 이를 위해 항만정책을 입안하고 집행하는 중앙정부 및 지방정부 공무원과 연구기관을 대상으로 설문조사하고 다중회귀분석을 통해 변수들 간의 영향관계 및 매개효과를 분석하였다. 연구결과로 첫째, 항만분권의 세부요인인 항만권한 분권과 지역중심 항만정책은 항만현장 중심성에 긍정적 영향을 미치며, 항만권한 분권은 항만경영과 항만개발에도 긍정적 영향을 미친다고 분석되었다. 둘째, 항만현장 중심성은 항만경영과 항만개발에 긍정적 영향을 미치는 것으로 분석되었다. 셋째, 항만현장 중심성은 항만분권과 항만경영 간의 관계 및 항만개발 간의 관계를 매개하는 것으로 나타났다. 본 연구는 지방정부로의 항만분권이 효율적 항만경영과 항만개발에 미치는 긍정적 효과와 항만 현장 중심의 정책 마련이 필요함을 제시하였다는데 의의가 있다.

Comparative Studies on Ports Management System in Northeast Countries

  • Purpose - The purpose of paper is to review and look into the process of port development of each country, and compare with their system of port management. Research design, data and methodology - The methods to be taken is to examine a process of port development in terms of historic and regulated point of views, and each country's port is compared with various port models. Results - China has evolved of port governance into 3 stages, which has lead to almost liberalized port management system in process of privatization slogan. Japan has three stages of port development, and key commitments have been done by local government, rather than national one. Korea has also several stages of port reforms, and national government has been deeply involved in port industry, as well as regional government and port authority in certain areas. Conclusions - whatever port management system each countries has taken, it eventually aims to port productivity in country's port. To adopt most proper port management system may be answer for country to cope with environmental changes around port industry.

「항만안전특별법」 시행으로 인한 항만근로자 안전관리의 변화와 과제 (Changes in and Tasks for the Safety Management System for Port Workers: The Special Act on Port Safety)

  • Objectives: In order to provide basic data for future researchers, this study aims to explore future tasks after reviewing the changes in port safety management due to the enforcement of the Special Act on Port Safety. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. Results: There are two major changes that have stemmed from the Special Act on Port Safety: 1. The scope of application for port participants has been expanded, safety education has been made compulsory, and safety management plans have been established and implemented for each business site. 2. The government is operating a port safety consultative body for each port and has hired one port safety inspector for each of the eleven local maritime and fisheries offices across the country. Future tasks include elaboration of port safety accident statistics, strengthening shipping companies' responsibility for stevedore safety, the unification of contracts, and government interest and support for port safety facilities. Conclusions: The primary feature of the Special Act on Port Safety is the emphasis on autonomous safety management by participants in port transportation. In addition, the enactment of the special law has allowed the Ministry of Maritime Affairs and Fisheries to actively intervene in port loading and unloading safety.

부산항의 마케팅 지향 항만경영에 관한 연구 (A Study on the Marketing-oriented Management of Pusan Port)

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

  • An understanding of importance of port has increased according to the in and out environment changes surrounding port. And the jurisdiction of physical distribution including port logistics integrated to Ministry of Land, Transport and Maritime Affairs. It is a good time for review the related port law once more. Present related port law has no problems itself. But because there are many laws about port, so overlap is shown in many aspects. According to this viewpoint, this study has focused to reduce the overlap in the contents of the laws and propose the improvement methods. So as to achieve this goal, I divided study fields into three aspects. The first is the subject of port management and second is the object of port management, the third is contents of port management. And also improvement plan provided in three aspects. Improvement plan is as follows. Firstly, the diversity of management subject is reduced considerably due to the integration of government organization but the problem which what laws among the various laws would adopt to same object is still remained. So it is necessary to make into one or two laws. Secondly, in the case of object of port management, it is essential to cover the port, port facilities and port hinterland with one comprehensive law. Therefore it is important to adjust the related clauses in various laws. Thirdly, in connection with the contents of port management, port development plan or other related port business and etc. described in various laws have to cordinated. At the same time, it is desirable that the similar terminology used in various laws would be unified.

LA/LB항과 부산항의 저탄소 항만운영에 관한 비교연구 - 비용부담을 중심으로 - (A Comparative Study on Low-Carbon Port Management of Busan and LA/LB - On the Basis of Port Management Cost -)

  • 전 세계적으로 기후변화에 대응하기 위한 노력이 본격화되는 가운데, 그동안 관심이 적었던 항만으로부터의 탄소배출량이 상당량에 이르고 이의 억제를 위한 노력이 LA/LB(Los Angeles/Long Beach)항만을 중심으로 선진항만에서 전개되고 있다. 우리나라는 최근 Green Port 전략의 일환으로 부산항에서 저탄소 항만운영정책이 강화되고 있다. 저탄소 항만운영은 단기적으로 항만비용을 증가시켜 가격경쟁력을 약화시킨다. 따라서 부산항의 경우 저탄소 항만운영으로 인한 비용을 항만이용자에게 부담시키지 않고 항만당국이 저탄소를 위한 정책을 시행하고 비용을 부담하고 있다. 반면 LA/LB의 경우 저탄소 항만운영의 비용을 선주 및 화주 등 항만이용자에게 부담시키고 있다. 본 연구에서는 부산항과 LA/LB항의 저탄소 항만운영에 관한 비교분석을 통해 부산항의 지속가능한 항만운영의 시사점을 제시하였다.

민간운영업체의 참여를 통한 항만경쟁력 제고 (Port competitiveness accelerated by private port management company)

  • The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

A Conceptual Framework of Port Cooperation

  • Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.

항만분야 공공갈등 관리방안 도출에 관한 연구 (A Study on Derivation of Public Conflict Management Countermeasure in the Port Sector)

  • 항만분야에서 발생하는 공공갈등은 추가적인 사회적 비용 유발과 함께 항만 인프라 적기 공급을 지연시켜 지역산업 및 국가 경쟁력에 부정적 영향을 미칠 수 있다. 점차 항만분야의 갈등관리 중요성이 커지고 있음에도 불구하고 아직까지 체계적인 갈등관리방안은 부재한 상황이다. 이에 본 연구에서는 현재 항만분야 갈등관리체계의 한계점을 고찰하고 항만분야 정책 담당자, 갈등관리 전문가지방청 및 항만공사의 개발·계획 담당자, 해양수산부 갈등관리 종합시책 관련 담당자, 갈등관리 전문가 및 업계전문가를 대상으로 델파이 조사를 수행하여 항만분야에서 발생하는 갈등을 진단할 수 있는 기준, 갈등발생원인, 사전적 관리방안과 사후적 해소방안을 도출했다. 델파이 조사 결과, 갈등 발생의 가장 큰 원인은 '이해관계자 의견수렴 및 협의, 소통 수단 부재'로 나타났다. 사전적 갈등관리방안은 '구체적 사안 결정 전, 지역 의견 수렴과 발전방향을 논의하기 위한 공론화 절차 진행'이, 사후적 갈등해소방안으로는 '갈등원인 조사, 대안 마련 과정에 현지 주민 및 객관적 인사 등을 포함시켜 신뢰성을 확보하는 것'이 가장 중요한 것으로 도출되었다. 나아가 본 연구에서는 도출된 결과를 바탕으로 항만개발사업 단계별 갈등관리기법을 제시했으며 이는 현재까지 국무조정실의 「공공기관 갈등관리 매뉴얼(2016)」에는 포함되어 있지 않은 항만분야를 반영하는데 유용한 참고자료로 활용될 수 있을 것으로 생각된다.
