Recently CCTV system is installed widely purpose to enhanced physical security, gathering criminal evidence and management of facilities. In spite of supporting strong management function, CCTV system has weak security function. Therefore high security management function is required. Generally it's not easy to control the devices under NAT using a NMS(Network Management System). So we design and implement alive check algorithm of CCTV devices under NAT using DVRNS address resolution and TCP session check. We evaluated and analyzed of developed system on real environment which includes about 100 DVRs under NAT. As a result of test, it showed that device alive check and DVRNS address resolution were well performed without any error.

There are increasing demands on high accruacy DC power supplies for varous basic science reseach, such as accelerators and plasma applications, in Korea. In this paper, we present a study on 1kW class DC power supply using the parell operation method of the flyback converters. This DC power supply is equipped with a remote controller for computer interface. A Serial Communication Controller(SCC) is also developed for large scale scientific facilities which is capable of handling upto 32 power supplies simultaneously with one serial port in the host computer.

Marine environment has been polluted and damaged by many sources such as industrial waste, natural seepage, oil spill and offshore production etc. Among them, oil spill from oil tankers is one of most harmful sources to marine lives as its input amount is huge at a limited area for short period. In Korea, the port of Yeosu is known to be very vulnerable to oil spill with large amount of petroleum transported across the harbour. In this regards, the author analyzed and reviewed marine environment and appropriate response to marine oil spill at this area. For these purposes, oceanographic and meteorologic features as well as regional characteristics of harbor facilities, shipping routes, marine traffic and fisheries were investigated, also traffic densities were analyzed in order to check marine accident probabilities making direct observations for 72 hours visual1y and by portable radar.

Bareboat Charter Register or Dual Registration under a Demise Charter scheme, does not in fact sanc-tion the alternative use of flags of different states, but rather it authorises the use of the flag of the coun-try where the ship is temporarily flagged only. Bareboat Charter Register is not intended to miselead third party states or persons dealing with the ship in respect of its nationality. Bareboat Charter Register gives a shipwner a more flexible and attractive package, for example mortga-ging facilities might be more attractive in one state because of its stronger laws relating to recovery of liens, whereas the manning requirements might be attractive in another state. By using Bareboat Charter Register, a shipwner/manager can avail himself of both advantage instead of settling for a compro-mise. Ships on a Bareboat charter Register would be subject to the safety, manning and anti-pollution require-ments of the second flag state and would carry that state's right to fly a flag of the original state be withd-rawn and the effect is to suspend the registration during the period of demise charter except in so far as relates to Title transactions.

For a vessel to safely navigate on the ocean, it is required to check the vessel position as frequently as possible. When a vessel navigates oil the ocean or entering/leaving a port, the target area such as islands, points and mountain peak, etc. are used. However, when such target are not available or when vessel navigates in night time, installed artificial navigation aid facilities help successful vessel navigation. Light Wave Aid helps to confirm a position to the navigator directly and quickly. So, the synchronous light to display the accurate signal has wide applications. However, lantern domestic industry is small, and most of the products show non-compatibility. Consequently, this paper presents the synchronous lighting using UTC of GPS, which maintains compatibility with different lanterns. Also, by replacing conventional electric bulb with LED lamp, simple and efficient lighting system is obtained.

Chinese seafarers have begun to be employed by foreign shipowners since 14979. Recognizing the benefits of overseas seafarers employment , Chinese goverment has implemented policy for seafarers' education and supply. Over the past two decades, the goverment has expanded and improved seafarer training facilities. As a result a number of seafarers have been educated, who are now available for employment on Chinese and foreign flag vessels. In 1995, about 20,000 Chinese seafarers served on foregin shipowner's vessels and the total foreign currency they earned was approximately US ＄300 million. This paper aims to describe the education system for Chinese seafarers and the mechanism of Chinese overseas seafarers employment and to highlight main problems occurred in the mechanism of their overseas employment. It takes the fact-finding research method with literature survey and interview.

Currently, Wireless LAN(WLAN) service is widely deployed to provide high speed wireless Internet access through the mobile stations such as notebook and PDA. To provide enhanced security and user access control in the public WLAN area, WLAN access points should have the capability of IEEE 802.1x-based user authentication and authorization functionality. In this paper, we provide a brief understanding of IEEE 802.1x standards and related protocols like EAPOL(Extended Authentication Protocol Over LAN), EAP, RADIUS and describe how the IEEE 802.1x is designed and implemented in our embedded linux-based WLAN AP which is named i-WiNG. (Intelligent Wireless Internet Gateway). For the network security and user authenti -cation purposes, a supplicant who wants to access Internet should be authorized to access the AP port using the EAPOL.

While recognizing that Loran-C is very important as a back-up for satellite systems, the introduction of EUROFIX, that it uses Loran-C system, was proposed and admitted at 9th FERNS(Far East Radio Navigation System) Meeting. But, the FERNS countries should consider whether the cost-effectiveness of the system could be improved by making use of its communication facilities to integrate more closely with satellite systems. And, the members were requested to give this proposal consideration before the l0th session of the Council. or this matter, Korea planned to demonstrate transmitting EUROFIX signals from Pohang Loran-C station (Master of 9930 Chain) during the l0th FERNS Meetings. Therefore, this thesis describes the analysis of EUROFIX datalink and progress of EUROFIX construction work. This thesis is the report with regard to the sequence of this demonstration of EUROFIX in Korea.

Presently, one or several tugboats guide a ship in the port or canal, during the ship's engines and steering mechanism kept idle. This method has insufficient ability keeping the ship on course, danger of collision with waterside structures, tugging preparation time consuming, as well as the need expending substantial resources to acquire and maintain tugboats and associated facilities. Therefore, a new technology and system for ship's guiding to be needed and introduced instead of traditional guiding and tugging system.

This paper diagnosed the assessment problems and development types of the simple statement of the Sea Area Utilization Consultation System. and suggested the key assessment items for system improvement. The major types of Public Water occupation and use, and distribution characteristic of regional and coastal were analyzed by evaluate 529 review items during 2010-2012. The artificial structure installation including harbor and fishing port facilities in the South and West coast, and seawater supply and drainage for land-based aquaculture and power plant were dominated. The checklists considering each types of occupation and use in Public Water were suggested. In addition, policy proposals for system improvement were suggested.
