항만의 교통량 증가 및 입항선박의 대형화는 기존 항만시설의 재배치 및 신규확충을 필요로 한다. 본 연구에서는 수역시설 중 하나인 정박지와 관련하여 현 여수 광양항에 지정된 정박지가 타 수역시설 등과 조화롭게 배치되었는지 여부를 검토하였다. 최근 5년간 각 정박지의 연도별 투묘선박 척수, 연도별 총 투묘시간, 평균 동시정박 척수, 최대 동시정박 척수, 최대크기 정박선박 등을 조사하고, 이를 바탕으로 각 정박지의 지정된 선박수용능력에 상응하는 최소 선회반경을 계산한 결과, 일부 정박지는 인근의 항로를 침범하거나 인접한 정박지 간 선회반경이 서로 겹치고 있는 것으로 분석되었다. 정박지 규모 적합성 여부 분석 결과, 여수항 및 광양항에 배치된 정박지에 대하여 여수항 2 정박지의 이동, 광양항 1~5 정박지를 집단정박지로 확장, 광양항 8~9 정박지의 이동 및 광양항 11 정박지 폐지 등의 개선방안을 제시하였다.

Although Jeju is the best cruise Secondary port in Northeast Asia, currently there are no dedicated cruise terminals. The port international passenger terminal opened in 2015 has a ferry terminal for offshore passengers and a cruise passenger function. Jeju Island is therefore constructing a cruise only terminal with the aim of opening in 2018 to meet the growing passenger demand at the Seoguipo civilian and public ports along with construction of a naval base at Gangjeong Port in Seogwipo City. It also plans to build cruise docks and cruise terminals in the Jeju New Port according to the Jeju port construction basic plan. However, during the construction and planning process of cruise terminals in Jeju, the adequacy of the terminal size is being debated and the immigration facilities are being operated. Therefore, the study analyzed the size of terminals and operation of immigration facilities appropriate for cruise passenger demand by investigating the status of cruise related facilities and operation in Jeju area. Based on this, the Commission hopes to explore the rational direction of the cruise terminal plan to revive the cruise industry in Jeju and provide high quality service to cruise passengers.

As China, the world's work shop was transformed into consumption market intermediary products and expensive consumer goods are more in highly demand recently. These will tend to diffuse especially to the west coastal cities of China. The economic growth of China needs to develop hub port facilities more and more in these days. We don't need to explain value of hub port in international trade. Furthermore If we are to retain access convenience of merchant vessel we really must maintain hub ports in Korea. This paper aims to vitalize Pyeongtaek port in times of the Pan Yellow Sea in readiness for an increase of trade between Korean, China, and Japan absorbing economic effects. The Rise of China leads to increase of trade of Korea that make necessary to develop a big and wide port to Pan Yellow Sea times. There is a lot of competition to be a hub port to become a center of international trade in the Pan Yellow Sea market. We need to improve the surrounding environment or facilities and industry clusters flexibly of Pyeongtaek port. It will guide to cost cutting and to raise business efficiency. Ultimately Pyeongtaek port should maintain and make advance its competitiveness especially in the Pan Yellow Sea times.

2006년 1월 부산신항 3선석을 시작으로 부산신항의 운영이 시작되고, 해외경쟁항만의 지속적인 시설확충은 기존 우리나라의 대표항만으로 자리매김해온 부산북항이 직면한 도전이다. 이러한 도전을 슬기롭게 극복하기 위해서는 가장 먼저. 지금의 상황을 냉정하게 파악할 필요가 있다. 본 연구에서는 부산북항의 현 상황을 파악하기 위해서 해외경쟁항만과 부산북항의 운영시설 및 운영현황을 비교분석하고, 신규개장하는 부산신항과 부산북항의 시설현황을 비교하며. 마지막으로 부산북항 개별터미널의 시설 및 장비, 운영현황을 상대비교한다.

동북아 지역내 경제성장을 끌고 나가는 중국은 해운항만 분야에서는 환적화물의 흐름과 초대형 선박들의 기항지 선택 및 선사들의 네트워크 구축에 대한 영향을 통하여 동북아 단일 시장의 통합을 선도하고 있으며, 지역내 주요 항만들에 다양한 영향을 주고 있다. 이 연구는 중국 주요 항만-상해항, 천진항, 홍콩항 포함-들의 개발과정과 항만들간 개발의 상호관계를 시계열적으로 고찰함으로써 중국 항만의 미래를 조망하는 데에 유익한 시사점을 도출하는 데에 초점을 두고 있다. 주요 항만의 개발과정과 특성은 다음과 같다. 홍콩항은 고베항의 터미널을 세분화 전략보다는 물동량의 증가 추이에 따라 단계적으로 시설을 대형화하는 전략을 취하면서 운영의 안정성을 추구하였다. 상해항은 물동량의 지속적 증가에도 불구하고 2000년대 초까지 확장에 보수적 태도를 견지하였으며, 컨테이너 부두시설을 집중화하여 시설 대형화의 장점을 취하고 있다. 천진항도 타 중국항만과 유사하게 물동량의 증가에 따라 단계적 부두 확충과 부두시설의 집중과 특화 전략을 취하고 있다. 중국 거점항만들에 대한 패널자료와 패널회귀분석은 이들 항만들이 각기 독자적 수요기반을 갖고 있음을 시사하고 있으며, 항만들간 상관관계가 1980년대에는 낮았지만, 1990년대 이후 점차적으로 동시적 상관관계가 높아지는 것을 나타냈다.

A Port is, one of the important infrastructures, the terminal to connect between land and sea and exerts influences on the development of nation and local area. Accordingly government and privates are making an investment in port facilities in order to raise its competitive power. Due to the economic growth of China and the geographic advantage that Gunsan and Janghang port are close to China, recently traffic with China is rapidly increasing and the role of Gunsan & Janghang ports as a gateway port of west costbecame more important. There, however, remains that Gunsan and Janhang port still don't equipped with enough facilities and strategies to handle increasing traffic. The purpose of this paper is to analyze O/D data of Gunsan-Janghang Port and present the result of O/D as preliminary data. O/D data of Gunsan and Janghang had been analyzed by kinds of cargoes and from/to China's ports and this paper suggests to the competitive strategies of Gunsan and Janghang port to attract cargoes from/to China particularly.

Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.

코로나바이러스감염증-19(COVID-19) 발생이후 항만으로 입항하는 외국선박의 외국인 선원을 통해 지역감염이 확산되었다. 그러나 항만 인근에는 지역주민들의 반발로 임시생활시설 지정에 큰 어려움을 겪고 있다. 따라서 본 연구는 항만에서 외국인 선원을 통한 코로나 바이러스 감염확산 방지를 위해 항만구역 내에 외국인 선원을 위한 전용 부유식 임시생활시설을 계획하는 것이 목적이다. 부유식 임시생활시설 계획의 구체적인 내용으로 입지선정, 시설규모계획, 유닛시설계획, 유닛시설 조합계획을 제시하였다. 향후 항만구역 내 부유식 임시생활시설은 제1급감염병 확산방지에 활용될 수 있을 것으로 기대된다.

Port e-Transformation would employ new technologies such as CRM, SCM, ERP to all the port facilities and improve the efficiency of management for ports. In this paper, firstly, we analyze classification organization of Port e-Transformation technology. Secondly, understand the current situation on each component of Port e-Transformation. Thirdly, present tasks for each component of it. Finally, propose problems and its solving methods for these tasks. However, rationalization of management for internal structure occurred during process of Port e-Transformation and new adjustment of laws related to port are not included in this paper.

우리나라는 여가시간의 확대와 국민소득 향상으로 인하여 해양레저 활동에 대한 관심과 수요가 점점 증가하고 있다. 하지만 이러한 수요를 뒷받침 할 수 있는 인프라가 제대로 갖추어져 있지 않다. 이에 현재 운영 중인 우리나라 마리나 항만시설을 항해자의 관점에서 현황을 조사 분석한 결과, 통합관리부서의 부재, 마리나 항만시설에 대한 최저기준 부재, 관(官) 위주의 행정절차, 전문 인력 부족, 교육기관간의 연계부족 등을 문제점으로 분석하였다. 항해자의 관점에서 이러한 문제점들에 대한 개선방안을 제시해 보면, 마리나 항만시설 통합관리부서 확보, 마리나 항만시설에 대한 최저기준 마련, CIQ 현실화 방안 마련, 시민을 위한 마리나 친숙화 작업추진, 교육기관과의 연계를 통해 고객을 유치하여 해양레저 활동에 대한 이용자들 중심의 마리나 운영이 이루어져야 할 것이다.
