Reasonable Developments of Hinterland Waterfront in Busan New Port (신항 항만배후단지 워터프론트의 합리적 개발방안)

  • This study suggested the following several possible ways to develop Busan New Port as a comprehensive port area which comprises logistics functions, water front(for relaxation and leisure of citizens) and living zone (for dealing with daily works and chores): First, install extra facilities(e.g. plaza or landscape architecture facilities) for environmental cleanup of fishery port in the vicinity of logistic and housing complex. Second, develop water front for better benefits of users. Third, build a water land in leisure facilities for foreign tourists. Fourth, build a landmark in Port Hinterland. Finally, develop appropriate esthetic area for Port Logistics Hinterland.

Structural Change and Development Direction of The Fisheries Port Market (수산물 산지시장의 구조변화와 발전방향)

  • The study analyzed the current status of fisheries port market and presented the direction of developments. The fisheries port market has become increasingly widespread due to the aging of the facilities and the scale of the fish product trade, and the number of distribution workers has also increased. The problems of fisheries port market are as follows. First, the transaction structure was changed as the proportion of aquaculture products increased. Second, the trading structure has changed, but it has failed to keep pace with the changes in the production structure. Third, the volume and amount of fish traded in aquaculture products and fish stocks increased. As a result, the growth rate of the fisheries port market is decreasing and profitability is deteriorating. The development direction of the fisheries port market is as follows. First, it is necessary to standardize the fisheries port market facilities, according to the type of fish products. Second, it needs to diversify its trade targets such as processed fish products and imported fish products. Third, it is necessary to diversify the business of the fisheries port market in order to increase profitability.

  • As Korea expanded the leisure time and improved national incomes, the interest and demand on marine leisure activities are increasing. However, most marina ports did not have port facilities to support these demands. This paper suggests the improvement for marina port based on researches and analysis of status on present domestic marina port and port facilities. This is for the improvement of marina management of user-centered marine leisure activities.

  • Korea has designated 28 trade ports and 22 coastal ports under the Ports Act. If fishery ports and small inlets are counted, the number amounts to hundreds of ports. However, untimely and inefficient maintenance and repair works face Korean ports with functional loss, decreasing efficiency, and even catastrophe. Thus, further examinations on the maintenance or redevelopment of forts in Korea are urgent. Since the Korean War and the higher economic growth period in the 1970s, Busan Port has developed in a variety of ways, according to the necessity of social conditions at any given time, without any development Philosophy or systematic long-term master plan. As a result, ports and coastal industrial facilities have rushed to gather around the present North Busan Port, which has taken on mixed functions between ports and cities, adversely affecting several of their interactions. To resolve these circumstances, several redevelopment schemes were suggested for centering the old zone in the Busan Port interim. However, comprehensive evaluation and redevelopment schemes combining functions of both ports and cities, and effectively utilizing coastal zones have never been presented. In this respect, this study sets the priority order of the extracted unit project. This study analyzes the existing functions and facilities of Busan Port, extracting facility zones through redevelopment which is certain to fail or to decrease in efficiency. furthermore, this study presents status and development directions of specified redevelopment unit projects of higher priority order, and pursues the integrated plan of efficiency for Busan Port.

  • The purpose of Container Terminal Facilities Arrangement is efficiently arrangement of each unit logistics parts. Facilities Arrangement is rationally accomplished to be minimize moving time, prevent reverse trip, optimal space utilization, benefit of worker, minimize handling cost. Thus, It is important that expert knowledge and mathmatical analysis method to rationally facilities arrangement.   • The Chosun Dynasty established and implemented measures to prevent Japanese invasion into the southern coast. To this end, the number of naval vessels and the number of ships were increased, and a shipyard(船所) was constructed to protect the safety of the vessels. The shipyard is a port facility where military vessels are anchored and repaired, as well as public facilities that are needed for military training on public and land, as well as facilities for storing supplies and equipment needed for ships on land and defense at the port entrance. Despite being such an important facility for national defense, Shipyard has not been noticed. Studies have shown that the position of shipyard is divided into the riverside type and the riverbank type, which is due to the topographical features of Korea. The repair cycle of naval vessels, the carrying out of Yeonhun(prevent the water from decaying the part of the ship, a raw tree was burned to smoke) and the place of sea training also affected the construction of the Gul River(掘江). The space structure of shipyard is divided into port entry facilities for monitoring and controlling at the entrance to the harbor, border facilities for folding and repairing military vessels, and land facilities for holding land exercises and administrative work of military vessels and military equipment.

  • Such Hinterland in New Busan-Jinhae Port are so placed as to do harm to their surrounding residential areas due to traffic, noise and dirt, etc. according to the current plan. So they are likely to fail to serve as harbors and residential districts. Because this is responsible for a conflict between harbors and urban functions, plans for the use of such areas should be well planned enough to achieve win-win results by getting rid of a conflict between the harbors and urban functions by creating manufactural and industrial complexes and green parks close to harbor logistics, by consolidating the functions of the cities through exchanges, commercial business and educational facilities and by adding comfort facilities at the hinterland of Ungdong and Myeongji.

A Study of Explosion Risk Assessment for Designation of Dangerous Goods Transshipment Pier at Ulsan Port (울산항 위험물 환적부두 지정을 위한 폭발 위험성 평가에 관한 연구)

  • The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.

A Study on Improvement of throughput-linked Port Development (Trigger Rule) System (물동량 연동 항만개발제도 개선방안 연구)

  • Korea's port development adjusts the completion time and size of port facilities according to the future port throughput. The current port development system, which is referred to as "throughput-linked port development (Trigger Rule)", has received positive evaluation for efficiently executing the limited port development budget. Recently concerns have been growing over deteriorating service levels in port facilities in Korea due to accelerated aging of terminal facilities. However, the current port development system does not possess any standard for assessing the level of service and utilizing development indicators. The purpose of this paper is to calculate the Port Service Index (PSI) by selecting indicators to measure the Level of Service (LOS) of ports and deriving weights between the indicators, so that the current "throughput-linked port development (Trigger Rule)" can be linked with the level of service. Based on the result of analysis on a variety of preceding studies, the ship waiting rate, berth productivity, ship turnaround time and ship productivity were selected as four indicators to constitute the Port Service Index. The AHP and entropy methodologies were used to derive weights for each of four indicators which were later combined to calculate the comprehensive weight. The calculation formula of the Port Service Index (PSI) was derived by using the aggregated weights of each indicator, based on which the LOS of domestic container and bulk terminals were evaluated and this measurement result was divided into 6 classes to define each LOS. This paper contributes to draw the improvement measures for port development system that are able to connect the quantitative indicator of throughput, as well as a qualitative indicator of the level of "service".

A Study on the Procedure for Applying Digital Twin to Disaster and Aging Management of Port Infrastructure (항만 인프라 재해와 노후화 관리를 위한 디지털 트윈 적용 절차에 관한 연구)

  • Korea's port infrastructure is rapidly aging, with old port facilities with more than 30 years of public life expected to surge from about 23% in 2019 to 47% in 2029. Traditional, aging ports lose competitiveness in logistics processing, reducing development around the port and increasing human casualties due to the human resource-based maintenance of the facilities. Therefore, it is necessary to solve this problem by establishing systematic management technology based on a digital twin. This research aimed to present the specific implementation steps of a digital twin reflecting smart port technology through cases of port infrastructure disasters, aging status, and smart ports. The study analyzed the port infrastructure linkage system and created and mapped scenarios essential for digital twin implementation. Three-dimensional (3D) modeling and simulation data for disaster and aging management among existing port infrastructure systems were collected. A digital twin port was implemented with 3D modeling. It implements a port digital twin simulation that links data such as sensing data and image data acquired from the port infrastructure in real time. Implementing a digital twin port for port infrastructure disasters and aging management can secure predictive port infrastructure management and disaster safety
