  • The 1995 Kobe earthquake caused a massive damage to the Port of Kobe. Therefore, it was pointed out that it was impossible to design port structures for Level II (Mw 6.5) earthquakes with quasi-static analysis and Allowable Stress Design methods. In Japan and the United States, where earthquakes are frequent, the most advanced design standards for port facilities are introduced and applied, and the existing seismic design standards have been converted to performance-based design. Since 1999, the Korean Port Seismic Design Act has established a definition of necessary facilities and seismic grades through research on facilities that require seismic design and their seismic grades. It has also established a performance-based seismic design method based on experimental verification. In the performance-based seismic design method of the breakwater proposed in this study, the acceleration time history on the surface of the original ground was subjected to a fast Fourier transform, followed by a filter processing that corrected the frequency characteristics corresponding to the maximum allowable displacement with respect to performance level of the breakwater and the filtered spectrum. The horizontal seismic coefficient for the equivalent static analysis considering the displacement was calculated by inversely transforming (i.e., subjected to an inverse fast Fourier transform) into the acceleration time history and obtaining the maximum acceleration value. In addition, experiments and numerical analysis were performed to verify the performance-based seismic design method of breakwaters suitable for domestic earthquake levels.

  • Purpose: Inspection and diagnosis on the performance and safety through domestic port facilities have been conducted for over 20 years. However, the long-term development strategies and directions for facility renewal and performance improvement using the diagnosis history and results are not working in realistically. In particular, in the case of port structures with a long service life, there are many problems in terms of safety and functionality due to increasing of the large-sized ships, of port use frequency, and the effects of natural disasters due to climate change. Method: In this study, the maintenance history data of the gravity type quay in element level were collected, defined as big data, and a predictive approximation model was derived to estimate the pattern of deterioration and aging of the facility of project level based on the data. In particular, we compared and proposed models suitable for the use of big data by examining the validity of the state-based deterioration pattern and deterioration approximation model generated through machine learning algorithms of GP and SGP techniques. Result: As a result of reviewing the suitability of the proposed technique, it was considered that the RMSE and R2 in GP technique were 0.9854 and 0.0721, and the SGP technique was 0.7246 and 0.2518. Conclusion: This research through machine learning techniques is expected to play an important role in decision-making on investment in port facilities in the future if port facility data collection is continuously performed in the future.

  • Over the past 20 years, Korea's number of international passengers and freight transportation records has increased by 8.6% per year, respectively. However, despite the development of sea lanes and increased voyages, there have been constant calls for improving the inefficient management of international passenger ports. Hence, this paper presents improvements and further directions for international passenger port management. Focusing on the Incheon International passenger port as a representative case study, the main results show that the most important, urgent, possible measures for improving the port management include (i) the expansion of customs personnel and implementation of a 24-hours customs clearance system in operation, (ii) installation of buffer facilities between the ferry and ferry cargo and establishment of hinterland specialized in car ferry freight in a facility, and (iii) clear standards for cost-bearing subjects and limitation of high cost related to terminal use in institution. These results imply the need for government policy access and investment reflecting stakeholder opinions at various levels, such as operation, facilities, institution, and so forth, for efficient management of international passenger ports.

  • The purpose of this paper is to investigate the productive efficiency of world container ports by using the DEA (Data Envelopment Analysis) method and raw data from previous research in measuring the international competitiveness of world container ports. Ports have to cope with rapid changes in shipping environments. In order for a port to compete in the global market, it must provide port services promptly and accurately. Basically, there are two approaches to measuring the international competitiveness of a container port. First, there is the traditional productivity analysis method, which analyzes productivity based on the container port's facilities (efficiency, selectivity, land availability), and by its general capacity (handling ability, storage capacity, terminal productivity). Second there is multi-attribute utility analysis, which considers several elements including the reasons for selecting particular container ports and factors determining international competitiveness. This paper follows the first method (traditional productivity analysis) and extends the limitation of previous studies by using the DEA method newly, and suggesting: the relative productive efficiency of container ports. The main results of this paper are as follows: First, the results of the DEA analysis in terms of world container ports matches that of a previous study (Jun et al., 1993) at a level of 35%. The low ratio is due to the constrained set of input-output elements, the result of only twenty container ports being analyzed in this paper. Second, the result of the DEA analysis in terms of North-East Asia's container ports matches with that of a previous study (Ha, 1996) at a level of 100 percent. Therefore we can conclude that the DEA analysis is the best measurement method for international competitiveness. Policy implications for this study are as follows: First, when port authorities want to measure the international competition power of container ports and enhance their productive efficiency, they should consider the traditional method and newly introduce the DEA method. Second, according to the analysis results of the DEA method, pen authorities should recommend benchmarking ports as reference ports in order to enhance the productive efficiency of container ports that show an efficiency score of below 1.

  • The amount of transshipment cargoes had been increased in Korea ports due to the rapid Chinese economic growth and the lack of facilities in Chinese ports. Recently, this increasing rate of transshipment cargoes in Korean ports is declining because Shanghai port is developing and establishing direct calls and shipping lines to China. Therefore, it is considered a big obstacle for Busan port to be a hub port. Due to that fact, an innovative development of domestic ports is necessary in order to overcome this obstacle. This paper analyzes the cargo O/D between Busan port and Japanese ports, and logistics costs are analyzed when Japanese cargoes are transshipped in Busan port.

  • Purpose - The purpose of this study is to present what the port of Pyeongtaek, the hub of Korean trade with China, should improve in the current situation, wherein the e-commerce trade volume between Korea and China is increasing due to the development of online technology. Design/methodology - In this study, through prior research and expert interviews on e-commerce and port activation between borders, we derived the main improvement factors for 1) Administration and Systems, 2) Facilities, 3) Transport, and 4) Manpower, and selected 12 detailed variables for the major improvement factors. To identify the relative importance of the major improvement factors, the Analytic Hierarchy Process (AHP) method was applied, and a survey was conducted among 15 related experts. Findings - As a result, among the 12 detailed variables, Composition of Association (0.267) was the first factor to be improved, followed by Incentive Support (0.143) and E-Commerce Cluster (0.131). Based on these analyses, the main implications of this study are, first, in the current situation where the cross-border e-commerce market is growing, Pyeongtaek Port needs to form a consultative body among the government, local governments, and related businesses in connection with cross-border e-commerce and develop various support policies for the e-commerce market. Second, it will have to be able to provide differentiated services from competing ports by establishing e-commerce market-oriented clusters. Originality/value - In existing related studies, various improvements were presented to revitalize trade in line with the growth of the cross-border e-commerce market. However, with regard to most cross-border e-commerce businesses, one-dimensional improvement measures, such as improvement of payment systems, improvement of customs clearance services, and promotion of human resources, are presented in a piecemeal manner. In other words, none of the studies have proposed the importance and priority of each measure in terms of both the forward-looking and efficient allocation of resources, which is the purpose of this study. Therefore, this study contributed politically, practically, and academically by presenting countermeasures for ports to revitalize cross-border e-commerce and presenting strategic priorities using quantitative analysis methods.

  • Port industry has achieved a remarkable growth with a help from increase in container shipment and above all, transshipment that reflects international competitive power of Port industry amounts to 36% of the national harbor shipment. Therefore, this study speculates the impact of Port industry on national economy using the inter-industry relation table. As it considers the reason why international competitive power in Port facilities decreased as absence of investment, it is to present an effective investment plan for Port industry. Though Port industry as one of main national key industries play an important role in production of national economy, it has been evaluated as having relatively less importance. And when Port industry is managed independently, relying on foreign countries without improvement, price increase due to improper agreement of foreign enterprises and problems relating to securing safe transportational vehicles will have tremendous impact on national economy. And they should try to create added-value and support re-export of the exported and imported shipment through their processing and packaging by making Port zones bonded area. production of national economy, it has been evaluated as having relatively less importance. • The purpose of this study is to provide a comparative evaluation of container port criteria at four major container ports in the Bay of Bengal, including Colombo Port in Sri Lanka, Chennai Port in India, Chittagong Port in Bangladesh and Yangon Port in Myanmar. Important container port selection criteria are identified and comparisons among container ports are made using previous studies, personal interviews and questionnaires, completed by top shipping companies, freight forwarders, logistics service providers, and experts in Myanmar. The AHP method is used to verify the research model and hypothesis. This study identified five main criteria and eleven sub-criteria when choosing potential regional hub ports among the four ports in the Bay of Bengal. The main findings from the five main criteria suggest that port efficiency is the highest priority criteria, and the second priority is port costs. The criteria of geographical location and available port facilities are the third and fourth most important, respectively, and the last priority is port's hinterland. Regarding the relative competition among these ports, Colombo Port obtained the highest priority among the four influential factors except for port hinterland. This study has certain limitations that will require future research. First, the sample group for the population size is relatively small. Second, interviewees had limited experience answering questionnaires using this methodology and a limited amount of time was available for respondents for the interviews.
