A Study on Development of Expert System for Collision Avoidance and Navigation(I): Basic Design

  • As a method to reduce collision accidents of ships at sea, this paper suggests an expert system for collision avoidance and navigation (hereafter "ESCAN"). The ESCAN is designed and developed by using the theory and technology of expert system and based on the information provided by AIS and RADAR/ARPA system. In this paper the ESCAN is composed of four(4) components; Facts/Data Base in charge of preserving data from navigational equipment, Knowledge Base storing production rules of the ESCAN, Inference Engine deciding which rules are satisfied by facts or objects, User System Interface for communication between users and ESCAN. The ESCAN has the function of real--time analysis and judgment of various encountering situations between own ship and targets, and is to provide navigators with appropriate plans of collision avoidance and additional advice and recommendation This paper, as a basic study, is to introduce the basic design and function of ESCAN.

  • 다국적 선원으로 구성된 선박환경에서 근무하는 선원들에게는 원활한 의사소통을 위한 영어구사능력뿐만 아니라 서로 다른 문화에 적절히 대응하고 융합하는 이문화 커뮤니케이션 능력함양이 절대적으로 요구된다 할 것이다. 특히 필리핀, 중국, 인도, 일본, 인도네시아, 한국, 미얀마를 비롯한 아시아 선원들이 전 세계 선원시장에서 차지하는 비중이 50%에 달하는 점과, 이들 국가들이 영어를 모국어로 사용하고 있지 않은 점을 고려할 때, 아시아 지역 선원들에 대한 해사영어 교육훈련의 중요성은 아무리 강조하여도 지나치지 않을 것이다. 따라서 이 연구에서는 아시아해사영어교육센터에 대한 구성과 역할 및 향후 추진방향 등을 제시하고자 한다.

A comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

  • This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, requirements for entry and graduation can vary greatly. Method of class delivery, choice of learning tools and testing systems will also be examined to illustrate these differences. It will also shown that in order to train new seafarers in the best possible ways that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, examination of course curriculum at any maritime institute should be an ongoing process so that cadets are encouraged to communicate in a targeted, efficient and professional way within a nautical context.

  • 자동화 컨테이너터미널은 ATC(Automated Transfer Crane)와 AGV(Automated Guided Vehicle)와 같은 자동화 운송 장비를 사용하는 컨테이너터미널이다. 이러한 자동화 컨테이너터미널의 핵심은 생산성을 향상시키기 위한 효율적인 장비 운영이 결정적인 역할을 한다. 본 논문에서는 AGV의 이동 위치 결정을 위한 RTK-GPS(Real Time Kinematic-Global Positioning System) 위치 정보 전송 및 운용 방법에 대해서 연구하였다. 이를 위해서 기존의 무선모뎀을 이용한 RTK-GPS 전송 방법을 무선 LAN(Local Area Network) 환경에서 RTK-GPS 위치 정보 전송 방법에 대해서 제안하고, AGV 이동 위치 결정 및 계산을 실험하였다.

  • Modeling of systems for intensive knowledge-based processing requires a modeling methodology that makes efficient access to the information in huge data base models. The proposed level access mothodology is a modeling approach applicable to systems where data is stored in a hierarchical and modular modules of active memory cells(processor/memory pairs). It significantly reduces the effort required to create discrete event simulation models constructed in hierarchical, modular fashion for above application. Level access mothodology achieves parallel access to models within the modular, hierarchical modules(clusters) by broadcasting the desired operations(e.g. querying information, storing data and so on) to all the cells below a certain desired hierarchical level. Level access methodology exploits the capabilities of object-oriented programming to provide a flexible communication paradigm that combines port-to-port coupling with name-directed massaging. Several examples are given to illustrate the utility of the methodology.

Controlling risks at sea --- Indications of mutual insurance upon safety onboard

  • A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P&I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P&I clubs and their implications upon shipboard operations.

  • The analysis of the two-tone intermodulation distortion of multistage two-ports with gain and mismatching losses is presented with simplified two-port analyses and statistical viewpoint. The uncertainty obtained from unknown phase angles of the intermodulation distortion signals to the system designer is reduced using stochastic process, hence improving the accuracy of the solution. Based on the dc power dependance of third-order intercept point of each stage, the new efficient method for improving the total intercept point is also suggested with only the relation of dc power and available power gain criteria. Experimental verification on specific amplifiers used for cellular mobile communication comparing predicted and measured intercept points for various power conditions is presented.

Buffer Management Algorithms in Unbounded Buffers

  • In a network router, packet loss may occur when it overflows due to sudden burst traffic. This paper studies how much large buffers are required to eliminate the packet losses. There are buffers on which packet arrive and one output port to which a packet is transmitted at a time. The buffer management algorithm should determine one of the buffers whose packet is transmitted to the output port at each time. The front packet belonging to the buffer determined by the algorithm is transmitted. The goal is to minimize the sum of the lengths of buffers to transmit all the packets. We provide an optimal off-line algorithm and also we show the lower bounds of on-line algorithms. The on-line algorithm has no prior information of the packets having arrived in the future. Its performance is compared to that of the optimal off-line algorithm.

Different Concepts of Customer-Supplier Relationship - An Exploratory Case Study of Korean-German Business Activities in the Shipbuilding Industry

  • In the last several years, South Korea's shipbuilders have been dominating global shipbuilding. Thus, many global suppliers in the shipbuilding industry, especially German supply companies, are eager to get the Korean major shipbuilders as their customer. This study analyzed the different ways of business behaviours of German and Korean businessmen regarding customer-supplier relations. Furthermore, this paper aims to examine the kinds of challenges the international businessmen are confronted with and how this affects everyday business between German suppliers and Korean customers, using several case examples. Finally, backgrounds of cross-cultural problems and conflicts of German-Korean business relations are identified and explained.
