A Study on the Perception of Related person to strengthen the Autonomy of the Busan Port Authority (부산항만공사의 자율성 강화를 위한 항만이해관계자의 인식 연구)

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

Lessons from British Port Privatisation

  • Purpose - In recent years, concerns over privatization have been growing in some public sectors. Privatization in Britain offers lessons for those who have intended to privatize their industry, and in particular, the port industry. Therefore, it is useful for researchers to examine British port privatization in detail, particularly the implications of UK port privatization. Research design, data, and methodology - After reviewing the historical development of the UK port industry, the important factors determining the success of the British port privatization process were identified. The interpretations could be lessons for some other country to consider port privatization in near future. Results - The key factors in relation to port privatization are first, regulation; second, ownership; and third, utilities and operations, which includes autonomy, efficiency, and competitiveness. In addition, the UK port management system is a pure private port system, which has been successful. Conclusions - In Britain, after deciding to privatize the erstwhile public ports, they were fully privatized, focusing on the aforesaid key factors. This offers important lessons for the privatization of other ports in the world.

자율운항시스템의 자율도 기준 설계를 위한 기초 연구

  • 자율운항선박의 개발 및 운용에 대한 논의가 최근 조선해운업계에서 활발하게 이루어 지구 있다. IMO 해사안전위원회 98차회의에서는 자율운항선박을 '다양한 자동화 수준에서 인간의 간섭 없이 독립적으로 운용될 수 있는 선박'으로 정의하였으며, 자율운항 규정 검토작업을 수행하기 위한 임시 정의에 덧붙여서 이러한 자율화등급을 4개로 구분하였다. 하지만 현재 자율화 등급과 관련하여 단순히 인적 요소의 유무로만 구분하기에는 범위가 너무 넓어 재정립이 필요하다는 요구가 있다. 자율운항선박에서의 자율화 등급은 선박의 설계, 구조, 운항등과 밀접하게 관련되는 매우 중요한 요소이기에 본 논문에서는 선박의 등급 화를 나누는 기준 중 동적위치제어시스템을 탑재한 선박들의 등급 기준을 검토하여, 인적 요소 외 다른 요소의 기준이 적용될 수 있는지의 여부에 대해 알아보고자 한다.

  • Autonomous decision-making is key to safe and efficient marine autonomy, as global marine industry comprises over 90 percent of the world's cargo transportation. Challenges of the real-world validation in the aquatic domain limits the wide-spread of ASVs despite their promising societal impacts. We propose and demonstrate the real-world validation platform and comprehensive algorithm steps. Such a framework will serve as a more explainable and reliable decision-making system of ASVs as well as autonomous vehicles in other domains.

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

A Historical Study on the Joseon Government's Attempt to Recover the Tariff Autonomy during the Period of Port Opening (개항기 조선정부의 관세자주권 회복 시도)

  • This study is to review the Joseon government's attempt to recover the tariff autonomy lost in the course of entering into the unequal treaty with then-Japan government, as well as the practical effort to realize such an attempt. Among other attempts, the Joseon government ① began imposing tariffs starting September 1878 by establishing Dumopo Customs Office in Busan, ② dispatched on April 1881 a group of investigators to the competent authorities to review and look back the Joseon's tariff system against Japan and ③ entered into a tariff negotiation with then-Japan government on September 1881 with the emissary (Susinsa) Byeong-ho Jo representing the Joseon government. A series of these attempts, in line with each other, represents the Joseon government's ceaseless, constant effort to recover the tariff autonomy, which is what this study intends to review from the modern-day perspectives. Authored by Byeong-ho Jo to capture an advantageous position in the 1881's tariff negotiation against then-Japan government, 「Joilseui」 successfully represented the Joseon government's position on matters of ① the Japanese tax-autonomous district in Korea, ② defining tariff rates, ③ use of Japanese Yen for payment of tariffs, ④ effective period of the treaty and ⑤ export restrictions on grains. Failure of the Joseon government's attempt to recover the Tariff autonomy was attributable not only to, as 「Joilseui」 defined, ① governments' non-cooperative attitudes on the negotiation table, ② lack of authorities that the entrusted bodies had, ③ import tariffs defined high and ④ export restrictions on grains and red ginseng, but also to loss of the tariff autonomy in 1876 and the 1881's negotiation broken down that were plotted by then-Japan government's invasive policy.

Optimal Route Planning for Maritime Autonomous Surface Ships Using a Nonlinear Model Predictive Control

  • With the increase of interest in developing Maritime Autonomous Surface Ships (MASS), an optimal ship route planning is gradually gaining popularity as one of the important subsystems for autonomy of modern marine vessels. In the present paper, an optimal ship route planning model for MASS is proposed using a nonlinear MPC approach together with a nonlinear MMG model. Results drawn from this study demonstrated that the optimization problem for the ship route was successfully solved with satisfaction of the nonlinear dynamics of the ship and all constraints for the state and manipulated variables using the nonlinear MPC approach. Given that a route generation system capable of accounting for nonlinear dynamics of the ship and equality/inequality constraints is essential for achieving fully autonomous navigation at sea, it is expected that this paper will contribute to the field of autonomous vehicles by demonstrating the performance of the proposed optimal ship route planning model.

자율운항선박 원격제어시 발생하는 선박 조종 특성에 대한 분석

  • 자율운항선박(Maritime Autonomous Surface Ship, MASS)은 전 세계적으로 활발히 연구 개발되고 있다. 국제해사기구(IMO)에서 규정하는 자율도 레벨(Degree of autonomy)의 Degree four에 해당하는 자율운항선박 개발까지 진행되는 가운데, 우리가 연구하고 있는 원격제어는 Degree two에서부터 필요한 주요 개발되어야 하는 핵심 기술 중 하나이다. 원격지에서 운항자가 원격제어시 발생되는 지연 상황에 대해 파악하였고 그중 선박 조종 특성에 의한 지연을 확인하였다. 추후 선박 조종에 영향을 주는 바람, 파고 등의 인자를 추가하여 보다 구체적인 연구 결과를 제시할 예정이다.

  • Ports have had a positive impact on urban development in the past, but they also have external diseconomies that reduce the competitiveness of port cities, such as damage to the residential environment. As a result, ports are also important policy targets for local governments. However, opportunities for participation by local governments are limited due to the centralized port policy structure and the lack of port capacity of local governments. Therefore, there is a growing interest in local port governance, which approaches the port as a target of local policy and seeks to solve it based on the participation and cooperation of various members such as local governments, general citizens, local businesses, and NGOs. The purpose of this study was to find the components for establishing local port governance and explore priorities by conducting AHP targeting experts and practitioners. As a result, in order to establish local port governance, it was confirmed that the establishment of an institutional foundation and a socio-cultural atmosphere is the top priority. More specifically, the interest and will of local governors, and local autonomy laws that are the institutional foundation to support the actual operation and the securing of the expertise of local government officials found to be of high priority.
