A Study on the Planning Type of Elderly Welfare Facilities by Remodeling Closed School (폐교활용 노인요양시설의 유형별 공간계획에 관한 연구)

  • With people leaving the countryside to the cities as a result of industrialization and urbanization and drastic reduction of school children due to low birthrate, nationwide, total 3,438 schools have been shut down following the closed schools policy. Consequently, local governments have been active in selling, utilizing, and leasing the closed schools but there are still 466 closed schools that need to be addressed quickly. In addition to this phenomenon, aging population has become an important issue, and demand for elderly welfare facilities population is also increasing as a result. However, the supply of welfare services remains inadequate. This study was conducted in an attempt to solve both local and social problems at the same time, caused by the closing of schools and an aging population, through the use of closed schools as elderly welfare facilities, and suggests plans for per-unit space according to its type, and prototype, through research analysis of practical use, based on case studies. With the conclusions of both advantages and disadvantages, drawn from its type, we are hoping to be able to use this study by adapting its type, or mixing, according to one's needs.

  • The aging of the population has a fundamental impact on the national economy, including decline in productive population, atrophy of available funds, slowdown of technological innovation, slowdown of economic growth, and decrease in vitality of society as a whole. Increase of elderly population would lead to increase in elderly welfare consumers, which would also lead to increase the demand for elderly welfare services. However, due to the continuation of the low birth rate, there is a great shortage of human resources who can handle this. In such a situation, the main goal of the elderly welfare system in the future should aim to actively try to design effective policies, prepare systems, and implement services for the problems of the aged society, and to find ways to expand the finances, manpower, methods, and facilities necessary for the welfare of the elderly. Elderly welfare services in Korea have been changed and developed in accordance with socioeconomic changes such as industrialization and urbanization. This study examines the changes in elderly welfare services in Korea by the flow of times and presents a method which utilizes artificial intelligence and Internet of Things in services for the elderly welfare consumers to improve both quality and efficiency.

  • Recently, cultural property policies have changed from the preservation of cultural assets to the utilization of cultural assets. In historic villages, more and more traditional housings have been used as lodging facilities. On the other hand, low birth rates, aging population, declining population due to population outflow to the cities, increasing vacant houses, and aging buildings are tasks of historic villages. To be preserved the historic villages continuously, it is time to review how to regenerate and utilize the growing number of vacant houses. This study targets Tambasasayama city, which is drawing attention to the regeneration and utilization of vacant houses among historic Japanese villages. We want to analyze the operation systems and deregulation of a traditional housing regeneration project in Tambasasayama city and draw suggestions for the regeneration and utilization of vacant houses in traditional villages in South Korea.

  • We are facing major changes such as an aging population along with the 4th industrial revolution based on ICT technologies such as artificial intelligence, the Internet of Things, autonomous driving, and factory automation. For the local governments that are indexed in high population extinction risk, it is essential to consider market expansion and re-education policies suitable for regional characteristics in order to respond to changes such as advanced industrial automation and population aging. For the reemployment of the elderly, we will analyze previous public strategies for elderly-friendly jobs, expand investment in age-friendly industries. In this study, we suggest to improvement direction of the elderly labor market in Cheonan-Si.

  • In Japan, the population progresses to the extreme aging society and it is entering the phase of the population decrease while the population increase is continuing in the world. The construction market is expected to shrink accordingly, however the situation of labor shortage is expected to continue at a faster rate, because the aging of construction workers is progressing and new younger labor force cannot be secured. In order to supplement the labor shortage, it is required to progress mechanization, automation, labor saving, and efficiency improvement by utilizing the information well in each stage in a series of flow of planning, design, construction, operation, and disassembly in one building. The measures to maintain and expand the construction market by the new efficiency improvement techniques which enhance the utilization degree of building information are required. Currently, the elemental technologies which utilized BIM (Building Information Modeling) are accumulated by advancing digitization in each phase. DX (Digital transformation) in the construction industry can be achieved by the technology maturing and having a series of continuities. It is anticipated that this will evolve to a new method which is unprecedented. Present status of BIM and mechanized constructions in Taisei Construction are introduced, and future prospect is described.

Analysis of Land Subsidence Risk Factors Considering Hydrological Properties, Geomorphological Parameters, and Population Distribution (수문 및 지형특성과 인구분포를 고려한 지반침하 발생 평가인자 분석)

  • To assess land subsidence estimation and preparedness in the Geum River basin, this study applied GIS techniques and identified six key areas. The Geum River basin has experienced an increase in heavy rainfall since late 2010, and four study areas have shown an increase in groundwater levels. Land subsidence primarily occurred from June to September, with higher rainfall years in 2020 and 2023. Approximately 83.6% of land subsidence in Chungcheongbuk-do province occurred in Cheongju-si, mainly attributed to aging sewage pipes. The regions experiencing population growth have likely led to the construction of underground infrastructures and sewer pipes. Thus, it is considered that various factors, including sewage pipe leaks, precipitation, slope gradient, low drainage density, and groundwater level fluctuations, have contributed to land subsidence. Improving land subsidence estimation involves incorporating additional natural factors and human activities.

RADIOAUTOGRAPHIC ANALYSIS OF CHANGES IN DIFFERENT PHASES OF CELL KINETICS IN MURINE ORAL MUCOSA

  • The age related changes in the life cycle of the progenitor cell population of murine oral epithelia was studied. Using radioautographic methods which have been adopted in previous cell cycle studies, the age-related changes of different phases in renewing cells of the palatal, buccal and lingual mucosae were determined. The results confirm published findings on cell cycle changes of epithelia with aging and illustrated further that mitotic phase which has hither to been considered stationary, also changes with aging. The major parts revealed by this study are as follows: 1) The basal progenitor cells in different regions of oral mucosa have different generation times. 2) The basal cell cycle time increases as a function of aging and the region most affected by aging appears to be the epithelium of the cheek. 3) The phases of the cell cycle affected by the process of aging are in increasing order of magnitude: M-, S- and G₁-phase. 4) The age elated change in the number of DNA synthesizing basal progenitor cells occurs at two age periods. Between 1 and 12 months of life it decreases, while from 12 to 20 months it increases.

  • Due to increasing awareness about the risk which will be caused by fast aging of population, the importance of aging friendly environment including housing has been paid much attention both individually and socially. In this regard, recently, in Korea, diverse elderly living facilities have increased in its number. Because of little experience, however, there have not been enough holistic understanding about aging friendly housing. Accordingly, most previous literature which introduced elderly housing to Korean society have translated differently, thereby caused more confusion. To facilitate communication about aging friendly housing, clear and consistent definition of its type and comprehensive range needs to be delineated. The purpose of this study is to classify various elderly housing alternatives in architecturally understandable way. This study was proceeded by content analysis of existing literature on elderly housing environment. A comprehensive review on the concept and existing classification of elderly housing was done prior to main analysis of translated Korean words. After classifying the Korean words of definition, systematic classification which focused on two important criteria of determining physical characteristics, such as space sharing degree and intentional plannedness was delineated and suggested. This research shows the first step toward the theoretical foundation for elderly housing classification.

A Study on Safety Policies Toward Aging Society (고령화사회를 대비한 소방방재정책에 관한 연구)

  • Korean society became an 'aging society' in 2000 years with a population of 65 years and over occupying $7.2\%$ of the whole population. And we expect that a population of 65 years and over will occupy $14.4\%$ in 2019 years, so Korean society will enter into an 'aged society' Older adults can't react correctly and rapidly to the disaster due to the decline of the physical function, therefore victims of older adults due to the disaster will increase as much as aging proceeds. For reducing sacrifices of older adults due to the disaster, 1 suggest that the propulsion of the disaster service policy for disaster week people like older adults, the policy of minimizing casualties due to fires, reinforcement of fire resources and enlargement of disaster services in rural communities, offering information about disaster services and reinforcement of functions of public relations, making new connection systems (e.g. educating welfare and post officials as volunteer fire officials), supplement of fire fighters, and the policy of lightening fire equipments.
