도로환경요인이 도로변 대기오염에 미치는 영향분석 (Effects of Road and Traffic Characteristics on Roadside Air Pollution)

  • 대기오염 물질배출량 중 도로이동오염원에 의한 배출량은 다른 오염원에 비해 월등히 높은 편이나 관련연구가 미흡한 실정이다. 본 연구에서는 교통량, 속도 및 기타기상 조건의 실시간 자료와 도로기하구조와 같은 도로특성인자를 반영하여, 대기오염 물질 배출에 도로환경요인이 미치는 영향을 분석하였다. 서울시의 실시간 대기오염 데이터와 교통량, 도로관련 데이터를 수집하여 대기오염 물질별 오염배출량 예측 회귀모형식을 구축하였다. 본 연구에서 얻어진 결과를 요약하면 다음과 같다. 첫째, 교통량이 증가할수록 오염물질의 측정량은 증가하며, 속도가 증가할수록 측정량은 감소한다. 둘째, 풍속, 온도, 습도가 증가할수록 측정량은 감소한다. 셋째, 교차로 형태가 복잡할수록 측정량은 감소한다. 예측모형을 검증하기 위하여 예측치와 실측치 데이터를 비교 분석한 결과 총 7곳의 도로변대기오염 측정망 중 실측치와 예측치가 가장 부합하는 측정망은 청계 4가 측정망인 것으로 나타났다. 본 연구는 실시간 대기오염배출량 데이터와 교통량 데이터, 도로환경 특성데이터를 이용하여 예측모형을 구축하여 현실적인 도로환경요인이 대기질에 미치는 영향을 설명하였다는 데 의의가 있다.

수도권 사업장 대기총량제 시행에 따른 신·증설 사업장 허가기준 개발 연구 (A Study on the Permit Method for a New or an Enlarged Facilities According to the Implementation of Air Pollutant Emission-Cap Regulation in Metropolitan Area)

  • For the improvement of air quality in the metropolitan area, Korea has enforced the air pollutant emission cap regulation from the 1st of July, 2007, and the companies that intend to install a new or an enlarged facility in the metropolitan area will be restricted. However, the current regulation on permission does not describe a standard of judgement distinctly. In this study, therefore, a method of permission on the installation of a new or an enlarged facility was developed by supplementing the law in force based on the foreign cases. To develop a specific permit regulation and procedure, the developed nations' cases such as US, Canada, EU were reviewed thoroughly. Also, an appropriate method was suggested to apply domestically for a new or an enlarged facility permit within the regulations of the metropolitan special law. The method consists of first, calculating the possible permit quantity from the difference between an estimated annual emission cap and the annual emission provided by the implementation plan in each region. Second, permitting a new or an enlarged facility construction within the difference of the emission between the regional emission cap and the implementation plan in 2014. Third, distributing emissions allowable to each performance year based on the regional emission cap and the implementation plan in 2014. Fourth, making use of the emission difference between the implementation plan and the performance result in each year. Considering the general domestic conditions, the convenience of the permit authority and permitted companies, the most reasonable method was to use the fourth. To enforce the suggested permit method in a more flexible way, parts of the related regulations need to be revised and continuous research and analysis on the results from the implemented system and on foreign cases is necessary to develop this method a suitable system for domestic conditions and to settle the air pollutant emission cap system.

The Effect of Emission Control Using Electrolytic Seawater Scrubber

  • It is well known that SOx and NOx concentration has a considerable influence on the $N_2O$ emission of the greenhouse gas properties. The quantity of SOx generated during combustion, on fuel specific basis, is directly related to the sulfur content of the fuel oil. However, restricting the fuel oil sulfur content is only a partial response to limiting the overall quantity of SOx emissions, as there remains no over control on the fuel oil consumption other than the commercial pressure which have always directed the attention. This study was carried out as a new basic experiment method of emission control, manly targeted to the vessel. In the experiment, where the scrubbing was achieved through spray tower with high alkaline water made from the electrolysis of seawater, the combined action was to neutralize the exhaust gases (SOx, PM, CO etc.), dilute it, and wash it out. The results showed that SOx reduction of around 95 percent or over could be achieved when using in the high alkaline water, and also leaded to a reduction in the stability of the each pollutant components including the PM (Particulate Matter). The results suggest that the seawater electrolysis method has a very effective reduction of emissions without heavy cost, or catalysts particularly on board.

  • 대기환경분야에 GSIS를 활용하기 위해서는 우선적으로 이러한 연속면적 성질을 지닌 대기오염이나 기후인 자를 비롯한 연속면(continuous surface)의 특성을 가진 환경인자의 공간분포를 도면화 할 수 있어야 한다. 이를 위해서는 몇몇의 한정된 지점에서 측정된 점관측(point observation)자료에 의존하여 전 지역의 분포를 추정해야 한다. 본 연구에서는 자동차에 의한 대기오염물질 발생현황을 실질적으로 파악하기 위한 조사ㆍ연구의 일환으로 서울시 전지역을 대상으로 실시한 서울시 교통센서스의 자동차 통행량 자료, 오염물질별 배출계수 및 GIS-T용 수치지도등의 자료들을 이용하여 오염물질 배출특성을 지역별, 항목별, 시간별로 가시화 할 수 있는 GSIS기법의 적용성을 검토하고자 하였다.

통계적 분석을 이용한 터널 환기시스템 적정설계변수의 산정 및 적용에 관한 연구 (The Estimation and Application of Optimum Design Variables for Road Tunnel Ventilation System Based on Statistical Analysis)

  • 본 연구에서는 도로터널 환기시설 설계기준에 의한 소요환기량 산정 시 오염물질의 기준배출량을 환경부 고시기준에 대해 산정하여 차종별, 속도별로 산정된 기준배출량을 모델터널에 적용하여 시뮬레이션 한 결과 기존의 배출량 기준 적용에 대해 소요환기량은 약 49%로 감소되었다. 또한 터널 내 유동손실로서 작용하는 변수 중 터널마찰계수와 입구저항계수 및 등가저항면적을 통계적 분석기법을 이용하여 이들 계수 중 터널의 환기량 산정에 가장 민감하게 영향을 미치는 인자가 마찰계수이며 시뮬레이션을 통해 실제 적용 가능한 계수 범위가 0.018에서 0.021의 값으로 보정될 수 있을 것으로 예상된다. 검증사례로서 4개소의 터널에 적용하였을 때, 최대 약 19.2%의 소요환기량 감소가 예상되며 이에 대해 기존의 설계운용 중인 Jet Fan 설치 대수의 산정에 있어 감소될 수 있으며, 약 연간 운용비용의 저감에 적용 가능할 것으로 사료된다.

고속도로 강우 유출수내 오염물질의 EMC 및 부하량 원단위 산정 (Determination of Event Mean Concentrations and Pollutant Loadings in Highway Storm Runoff)

  • This research was conducted to understand the magnitude and nature of the stormwater emissions with the goal of quantifying stormwater pollutant concentrations and mass emission rates of pollutants. Eight highway sites in Southern California area were monitored for three years with collecting of grab and flow-weighted composite samples, rainfall and runoff flow. Generally the EMCs cannot be determined by simple statistical averaging of measured pollutant concentrations because of random characteristics of runoff quality and quantity. Therefore, this manuscripts will show a new EMC determination method. The EMC ranges of 95% confidence intervals are 102.78-216.37mg/L for TSS, 104.53-251.79mg/L for COD, 5.42-10.58mg/L for oil & grease and 2.42-10.18mg/L for TKN. The ranges of washed-off mass loading are determined to $0.06g/m^2-17.27g/m^2$ for TSS and $0.1-3.23g/m^2$for COD.

차량터널 오염물질 농도 예측 시뮬레이션 모델 연구 (Simulation Modelling of the Pollutant Concentration in Vehicle Tunnels)

  • The goal of this study is to develop a simulation model of the pollutant dispersion in vehicle tunnels, which can be utilized to optimize the tunnel ventilation system. Contaminant dispersion is modelled using a FDM solution of advective diffusion equation. Taking into consideration the local vehicle emission rates by year, it is user-oriented and its logic is generalized. Therefore, differences in the ventilation scheme can be easily adapted. The results of its application to a urban tunnel show that the relative errors are 1.1~6.8% for the natural velocity, 1.3% for the traffic-induced velocity and 2.9% for the total air quantity. Simulated CO concentrations along the entire tunnel show about 13% of the relative error.

소하천의 오염부하량이 수질에 미치는 영향에 관한 연구 (A Study about the Influence of Pollutant Load on Water Quality in a Small Stream Watershed)

  • An intensive watershed survey including water quality measurement of 6 times was carried out in order to find out the relationship between pollutant load and water quality in a small stream watershed where livestock wastewater is the main source of water pollution. The findings from the survey are as follows. 1) The number of livestock showed large disagreement among county office, myon, and insite survey. It is vital to check the data at the beginning of watershed survey. 2) The fluctuation of streamflow and water quality was so large depending on the day of measurement that it is essential to set up continuous telemetering system to get reliable data about delivery ratio of pollutants. 3) It was helpful for setting the priority of investigation to check water quality and quantity at several points along the stream after dividing the watershed into 5 drainage areas. 4) To control the livestock wastewater, especially in case of cows, it is necessary to have roof system and prevent overland flow from the ground. In case of pig farms, it is recommended to have public treatment system instead of private treatment system. The exact emission load of livestock wastewater was difficult to estimate, and requires more study.

전력수급기본계획의 불확실성과 CO2 배출 목표를 고려한 발전용 천연가스 장기전망과 대책 (Scenario Analysis of Natural Gas Demand for Electricity Generation in Korea)

  • This study organizes scenarios on the power supply plans and electricity load forecasts considering their uncertainties and estimates natural gas quantity for electricity generation, total electricity supply cost and air pollutant emission of each scenario. Also the analysis is performed to check the properness of government's natural gas demand forecast and the possibility of achieving the government's CO2 emission target with the current plan and other scenarios. In result, no scenario satisfies the government's CO2 emission target and the natural gas demand could be doubled to the government's forecast. As under-forecast of natural gas demand has caused the increased natural gas procurement cost, it is required to consider uncertainties of power plant construction plan and electricity demand forecast in forecasting the natural gas demand. In addition, it is found that CO2 emission target could be achieved by enlarging natural gas use and demand-side management without big increase of total costs.

울산항 선박으로부터의 대기오염 배출량 산정에 관한 연구 (A studies on the Air pollutant Emission Rate calculation from vessels in the Ulsan Port)

  • 국제해사기구(IMO)에서 1997년 9월 선박으로부터의 대기오염방지를 위한 협약(MARPOL 부속서VI)을 채택하여 U년 5월 19일 협약 발효를 앞두고 있다. 따라서 향후 선박으로부터 배출되는 배기가스 중에 포함된 아황산가스(SOx)와 질소산화물(No%)등 대기오염 물질의 배출 규제와 항만이나 터미널에서 유조선으로부터 휘발성유기화합물(VOCs) 배출금지 등의 규제가 강화될 것으로 예상된다. 본 연구는 이에 대한 대비와 관리방안을 모색하고자 외국에서 이용되는 선박의 배출오염물질 산정 방법을 이용하여 선박에서 배출되는 SOx, NOx의 배출량을 산정하였다. 또한 울산항 특성을 감안하여 액체화물 적$\cdot$양하시 발생되는 휘발성유기화합물(VOCs)의 양을 산정하는 방법에 대해 고찰하고 그 배출량을 산정하였다.
