원자력 이용개발에서의 기술혁신의 정책방향 고찰

  • The use and development of nuclear energy has a long history more than 5o years and is facing a rapid changing environment in technological innovations in order to meet the requirements of energy supply, environmental conservation and social and political demands. The innovation of nuclear technologies are also necessary continuously in order to contribute for the progress of national economy and industry development, improvement of public health, progress of nation science and technology and furthermore is very important for the survival of nuclear industry and strengthening of competition of nuclear technologies. Major directions of the innovation of nuclear technologies would be the enhance ment of safety and economy of the use of nuclear energy, securing od nuclear proliferation-resistance, safe management of radioactive wastes, technology development for newly emerging markets and improvement of public health.

Relocation of German Capital to Berlin and its Geographical Implications (독일의 수도이전 : 베를린 천도과정과 그 함의)

  • This paper is to examine the decision-making process and various institutional engagements for the relocation of the German capital to Berlin and to identify its geographical implications. Germany had faced many difficult problems in the way of the national reunification, but achieved it peacefully. Just after the unification, the new location of the capital(Bundeshauptstadt) for the united Germany between the authentic capital 'Berlin' and the real democratic capital 'Bonn' was intensely discussed in the parliament as well as in public. Finally Berlin was chosen for the new location by the decision of the parliament and during the ten years after the decision, the German government tried to prepare all the requirements for the capital relocation. The physical relocation of the capital came to an end with the move of both the parliament and the administration to Berlin in september of 1999. However, its political, economic, and socio-psychological impacts still remain strong and are likely to continue. This relocation could symbolize the national identity building through the real integration between East Berlin and West Berlin as well as between East Germany and West Germany. It is, furthermore, closely related to the geo-political and geo-economic roles of Germany in a new European constellation in the post-Cold War era.

The possibility of South Korea to become a member state of APSCO: an analysis from Legal and political perspectives (韓國加入亞太空間合作組織的可能性 : 基于法律与政策的分析)

  • Asia-Pacific Space Cooperation Organization (APSCO) is the only intergovernmental space cooperation organization in Asia. Since its establishment to date, eight countries have signed the convention and become member states. South Korea participated actively in the preparatory phase of creating the organization, and one conference organized by AP-MCSTA which is the predecessor of APSCO was held in South Korea. However, after the APSCO Convention was opened for signature in 2005 to date, South Korea does not ratify the Convention and become a member. The rapid development of space commercialization and privatization, as well as the fastest growing commercial space market in Asia, provides opportunities for Asian countries to cooperate with each other in relevant space fields. And to participate in the existing cooperation framework (e.g., the APSCO) by the Asian space countries (e.g., South Korea) could be a proper choice. Even if the essential cooperation in particular space fields is challenging, joint space programs among different Asian countries for dealing with the common events can be initiated at the first steps. Since APSCO has learned the successful legal arrangements from ESA, the legal measures established by its Convention are believed to be qualified to ensure the achievement of benefits of different member states. For example, the regulation of the "fair return" principle confirms that the return of interests from the relevant programs is in proportion to the member's investment in the programs. Moreover, the distinguish of basic and optional activities intends to authorize the freedom of the members to choose programs to participate. And for the voting procedure, the acceptance of the "consensus" by the Council is in favor of protecting the member's interest when making decisions. However, political factors that are potential to block the participation of South Korea in APSCO are difficult to be ignored. A recent event is an announcement of deploying THAAD by South Korea, which causes tension between South Korea and China. The cooperation between these two states in space activities will be influenced. A long-standing barrier is that China acts as a non-member of the main international export control mechanism, i.e., the MTCR. The U.S takes this fact as the main reason to prevent South Korea to cooperate with China in developing space programs. Although the political factors that will block the participation of South Korea in APSCO are not easy to removed shortly, legal measures can be taken to reduce the political influence. More specifically, APSCO is recommended to ensure the achievement of commercial interests of different cooperation programs by regulating precisely the implementation of the "fair return" principle. Furthermore, APSCO is also suggested to contribute to managing the common regional events by sharing satellite data. And it is anticipated that these measures can effectively response the requirements of the rapid development of space commercialization and the increasing common needs of Asia, thereby to provide a platform for the further cooperation. In addition, in order to directly reduce the political influence, two legal measures are necessary to be taken: Firstly, to clarify the rights and responsibilities of the host state (i.e., China) as providing assistance, coordination and services to the management of the Organization to release the worries of the other member states that the host state will control the Organization's activities. And secondly, to illustrate that the cooperation in APSCO is for the non-military purpose (a narrow sense of "peaceful purpose") to reduce the political concerns. Regional cooperation in Asia regarding space affairs is considered to be a general trend in the future, so if the participation of South Korea in APSCO can be finally proved to be feasible, there will be an opportunity to discuss the creation of a comprehensive institutionalized framework for space cooperation in Asia.

"Belt and Road" and Arbitration Law Teaching and Education System Theory

  • Due to the division of China's departmental laws, the disconnect between theory and practice, and the influence of traditional academic thinking on the understanding of the knowledge structure of arbitration legal talents in practice, the construction of law school colleges, teaching teams, and research centers mostly revolves around departmental laws, tearing the connection of the arbitration legal system. The student-centered, process-guaranteed, and result-oriented arbitration master of law training model is "virtualized," the shaping of arbitration professionalism is ignored, the coverage of practical teaching is narrowed, and the arbitration legal profession is mostly formalized. The prevalence of specialized curriculum systems shortage, single faculty, formalized practical teaching, outdated curriculum settings, unsuitable curriculum system design for development, and inaccurate professional curriculum standards and positioning renders it difficult to integrate the "Belt and Road." The cutting-edge, the latest research results, and practical experience cannot reflect the connotation, goals, and requirements of "Entrepreneurship" education, as well as arbitral issues such as the ineffective monitoring of practical education and the inconsistent evaluation of standards and scales. Under the background of the "Belt and Road," based on system theory and practice and through training goals that innovate and initiate organizational form, activity content, management characteristics, assessment and support conditions, etc., the arbitration law teaching curriculum system is gradually improved and integrated. Through the establishment of a "Belt and Road" arbitration case file database and other measures, a complete arbitration law theory and practice teaching guarantee system has been established. Third parties are introduced, arbitration law experimental modules are developed, students are guided how to discover new knowledge, new contents are mastered, solidarity, cooperation, and problem-solving capabilities are cultivated in the practice of the "Belt and Road," and quality education, vocational education, and innovation education are organically integrated. In order to implement the requirements of arbitration law education, innovation development and collaborative management of arbitration law teaching practice base should be cultivated, thus giving full play to the effect of collaborative education between universities and arbitration institutions.

A Study on Defense Technology Level Evaluation of Force Support Systems (국방 전력지원체계 기술수준조사에 대한 연구)

  • A force support system is composed of capital components such as combat equipments, supplies and so on to enable constant fighting power capability. Private technology level evaluation is on the rise as an important spin-on method in force support systems, which requires 92% of total munitions requirements, to obtain superior private technology. The evaluation of the private sector technology level on Korean force support systems has been conducted for the first time as follows: this research chose 38 items to be acquired within 2-3 years and grouped either identical or similar technology among those 38 items. A technology evaluating method was established based on the analysis of domestic and foreign technology level evaluations. Evaluation was performed by a Delphi survey from 180 private and military experts. To obtain an objective index and raise political availability, a technology system map and standard document were developed and applied to all 38 items.

A Study on Complication factors between foreign and domestic chefs (국내외 조리시간의 갈등요인에 관한 연구)

  • This study attempts to identify the level of conflicts occurring between foreign and domestic chefs, and to suggest the way of controlling those conflicts in order to well manage human resources, foreign chefs. Based on the empirical research, the research findings shows that in terms of targeting and achieving objectives different level of conflicts are experienced when age, hotel type, position varies. For example. purchasing excessive foreign foods may cause undesirable stock which will lead to considerable loss. In order to overcome this problem the advantages of the chain-operated and the independent hotel's food purchasing system must be incorporated. Secondly, another conflicts arise when the architecture and system of a kitchen is different from what foreign chefs are familiar with. Kitchen architecture and system should be well-designed in terms of delivery channel, sanitation, safety, food control, banquet etc.. In developing menu, chefs often have different criteria in the scale of sweet and salt of a particular dish. Foreign chefs often blame his subordinates for not meeting his requirements without proper training or education. Finally, because of the different culture, communication as well as the lack of mutual understanding problem occur. Even though today is called global town. some chefs do not seem to open their minds to learn other developing countries' culture. In diversity management aspect, chefs need to put much effort to be aware of other countries' culture, history, political and economic situation. In prior to employing foreign chefs, the job enrollment and description must be prepared so as to minimize the conflicts, which otherwise will create poor job performance.

Implications of the Management System on the Secretariats of Major International Arbitration Institutions for the KCAB (KCAB에 대한 주요 국제중재기관들의 사무국 운영방식의 시사점)

  • If a certain country or an arbitration institution hopes to keep ahead of the fierce competition in the international arbitration market, it needs to develop hardware factors, such as i) Facility and Infra, ii) Geographical Location, iii) Professional Staff, iv) Global Network, v) Capital, and vi) Arbitrators & Practitioners etc., along with software factors including i) Arbitration Rules of Law, ii) Court's Support, iii) International Convention, iv) Political Risk, and v) Education Environment, which are the most critical requirements in the development strategy for international arbitration. Having perceived the above situation, the Korean government has been working on amending the Korean Arbitration Act to reflect global advanced practice of international arbitration, and seeking to enact laws that will promote our arbitration industry and create a more arbitration-friendly environment. The KCAB is also currently revising both the domestic and international arbitration rules in accordance with these national efforts. Under these circumstances, this paper examines how major leading international arbitration institutions manage their secretariats and suggests how the KCAB can compose and manage its Secretariat to gain a competitive advantage over rival institutions.

Multiple criteria decision making method for selecting of sealing element for earth dams considering long and short terms goals

  • Nowadays, using math logic in great civil projects is considered by the clients to achieve the goals of project including quality optimization, costs, avoiding individual, emotional and political decision making, long-term and short-term goals and they are the main requirements of each project and should be considered by the decision makers to avoid the illogical decision making applied on the majority of civil projects and this imposes great financial and spiritual costs on our country. The present study attempts to present one of the civil projects (Ghasre Shirin storage dam) whose client was not ministry of energy for the first time and the short-term and long-term goals of the private sector were applied based on the triangle of quality, cost and time. Also, the math logic and model (multi-criteria decision making method and decision making matrix) is used in one of the most important sections of project, sealing element, policies and new materials (Geosynthetics) are considered and this leads to suitable decision making in this regard. It is worth to mention that this method is used for other sections of a dam including body, water diversion system, diaphragm and other sectors or in other civil projects of building, road construction, etc.

  • The purpose of this study is to identify the characteristics of the use of the western building system with the change of the architectural design in the Japanese colonial period focused on the facility built by Joseon Government-General in 1910s. Through the 131 cases of governmental building, the tendency of the use of western building system. After 1910, Japanese Imperialism adopted the western wooden building system which main structure was made with combination of small pieces of timber for building the modern governmental facility because of the political and financial intention. So, all facilities were designed similarly by the structural module and the facade was finished by the feather boarding in the same with the 'sitamitakei-giyohu' in Japan. the functional requirements of each facility was not revealed. Such an western wooden building system was used until 1920s with the change of the facade by the mortar coating. But, in 1920s-1930s, the building system have begun to change. The use of the brick system caused some changes although the planing concept was still lasted. On the other hand, the use of the reinforced concrete led to more changes on the overall scheme.

  • In Korea, the importance of keeping the see transportation facilities and well-trained maritime officers cannot be overemphasized, because of her geographical location and the national security in terms of both political and economical situations. In this paper, some points are suggested for the development of the nautical education in Korea Maritime University: (1) the strict regimental training should be kept as a vital important part of students life and its program should be designed to provide students with leadership training and experience, and to develope in the qualities of responsibilities for good citizenship and self-discipline to overcome hardwork for careers as leaders in Korea maritime industry. And therefore the dormitory and training vessel as essential parts of the educational facilities should be improved both in quality and quantity, (2) the undergraduate course should be extended to more than 5 years so that accredited baccalaureate curriculum and licensing professional education might be well conducted to meet the requirements to cope with the international competition in the facet of seafarers quality, (3) more enlarging the opportunities of incentive payments for students is required so that better qualified applicants can be admitted, (4) finally, a conjugal maritime officer service system should be put into practice in the foresseable furture so that seafarers might live normal family lives while staying at sea.
