Background: Promoting healthy lifestyles at work should complement workplace safety programs. This study systematically investigates current states of occupational health and safety (OHS) policy as well as practice in the European Union (EU). Methods: OHS policies of EU member states were categorized as either prevention or health promotion provisions using a manifest content analysis. Policy rankings were then created for each prevention and promotion. Rankings compared eight indicators from the European Survey of Enterprises on New and Emerging Risks-2 data on prevention and promotion practices for each member state using Chi-square and probit regression analyses. Results: Overall, 73.1% of EU establishments take preventive measures against direct physical harm, and about 35.4% take measures to prevent psychosocial risks. Merely 29.5% have measures to promote health. Weak and inconsistent links between OHS policy and practice indicators were identified. Conclusion: National OHS policies evidently concentrate on prevention while compliance with health and safety practices is relatively low. Psychosocial risks are often addressed in national policy but not implemented by institutions. Current risk assessment methods are outdated and often lack psychosocial indicators. Health promotion at work is rare in policy and practice, and its interpretation remains preventive. Member states need to adopt policies that actively improve health and well-being at the workplace.

공공민간협력(Public-Private Partnerships)은 공공부문과 민간부문의 협력적 관계를 통해 공동의 목표를 달성하는 운영방식이다. 최근 우주분야에서 공공민간협력이 중요해짐에도 불구하고 민간부문과 공공부문 간 협력적 네트워크를 활성화 시키는 정책수단에 관한 연구는 부족했다. 이 연구는 선진국에서 사용 중인 16가지 정책수단을 4가지(구매계약, 재정지원, 연구개발지원, 자원지원)로 유형화하였다. 그리고 미국, 유럽, 일본 등 5가지 공공민간협력 운영사례 연구를 통해 우주산업 경쟁력 강화에 도움이 되는 정책적 시사점을 발굴하였다.

An inspection-maintenance policy is investigated for a system having various states. A policy is characterized by the type of maintenance and the next inspection time. Maintenance actions are classified into various types according to the depth of maintenance. Policy evaluation criterion is the expected cost accumulated up to the failure of the system. The problem is formulated as a Markov decision process and an optimal policy is found by using a policy improvement procedure. A numerical example illustrates the policy for a system having five states.

본 연구의 목적은 정부가 추진하고 있는 청소년 인터넷중독 대응(예방 및 해소) 정책의 추진과정에서 발생한 정책딜레마의 발생 원인과 대응 전략을 분석하는 것이다. 이의 분석을 위해 딜레마 모형을 분석틀로 하여 맥락 및 상황변화, 정책가치와 대안 변화, 정책 행위자, 정책 결정자의 대응 전략을 통해 변화한 딜레마의 양상을 분석하였다. 분석결과의 주요 내용은 첫째, 청소년 인터넷중독 예방 및 해소정책 추진과정에서 '맥락과 상황 변화', '정책의 가치와 대안', '정책행위자', '정책결정자'는 정책 전반의 딜레마를 형성하는데 결정적인 원인으로 작용하였다. 둘째, 정책딜레마 상황에서 정부의 정책대응 전략은 정책중복 및 대립 발생, 형식적 대응, 가치 재규정 형태로 나타났다. 이에 따라 결과적으로 다음의 특징이 드러났다. 첫째, 정부는 하나의 정책 내에 정책중복과 대립의 문제가 발생하자 해당딜레마를 형식적으로 대응함으로써 더욱 강력한 딜레마를 초래했다. 둘째, 정부는 두 가지 가치(청소년 보호 및 게임 산업 진흥)를 재규정하고자 노력하였고, 이 결과 정책딜레마는 전보다 약화되었지만, 근본적 딜레마의 문제를 해결하지는 못하였음이 드러났다. 본 연구는 분석결과를 바탕으로 추후 심화되는 정보사회생태에서 보다 실효적인 청소년 인터넷중독 대응정책의 추진을 위해 범정부 차원의 통합적 정책 가치 및 비전 수립하여 일관되고 내실 있는 정책 추진을 위한 시사점을 제안하였다.

This study examines three factors - personal, academic features and governmental research environment - that influences the research of creative scientists based on a Systems Model of Creativity and tries to deprive policy implications. First, this study investigates the characteristics of creative scientists' research through a literature review. Next, it analyzes the features of academic characteristics, and creative research environments by the interviews of nine creative scientists in Korea. Lastly, it draws its implications and analyzes the limitations of this research.

As part of efforts to internally strengthen the research ethics capacity of the Korean Academy of Health Policy and Management, we have compiled research ethics issues that are frequently encountered in public health researches. Firstly, when reusing research reports or dissertations as papers, efforts should be made to avoid unfair duplicate publication. Compliance with the institutional review board exemption process is required, and additional efforts should be devoted during the text recycling process to prevent self-plagiarism or unjust duplicate publication.

본 연구는 과학기술분야 정부출연 연구기관의 자율성과 독립성을 보장하고, 연구기관 간의 협력과 유기적인 연결이라는 정책목표하에 1999년 이후 지금까지 그 목표달성을 위해 정책수단으로 존재하고 있는 연구회제도의 정책변동 사례를 대상으로 하고 있다. 연구회제도가 어떤 과정을 거쳐 정책변동이 이루어졌고 그 결과 정책목표가 달성되었는지 여부를 분석하였으며, 이를 통해 향후 정책의 효율적 추진에 기여하려는 목적으로 수행되었다. 과학기술 연구회는 김대중 정부이후 박근혜 정부까지 네 번의 정권교체기마다 변화과정을 거쳐왔다. 여기서는 그 사례에 Kingdon의 다중흐름모형을 이용하여 각 정부별 주요 정책결정요인과 정책변동 과정을 비교 분석했으며, 그 결과로서 Hogwood and Peters의 정책변동유형과 출연(연)의 자율성 및 책임성이라는 정책목표의 달성정도를 살펴보았다.

The ethical environment in academic research is rapidly changing at a global level. Further, social expectations and public interest toward research ethics are also escalating in Korea. Understanding and applying ethical issues in academic research has become increasingly important. To conform to such changes in the ethical environment, the official journal of the Korean Academy of Health Policy and Management has been consistently establishing and modifying rules and principles regarding research ethics. For instance, we amended the submission guidelines to further address the policies for gendered innovations. For this editorial of the current issue, we would like to organize and share several ethical concerns, which recently gained considerable attention. We hope this review provides scholars with practical guidelines to comprehend and incorporate critical ethical issues into academic research.
