Evaluation of the Forestry Mechanization Project Using LISREL Model (LISREL모형을 활용한 임업기계화 사업의 평가)

  • This study was conducted to provide the policy information on implementing forestry mechanization through analyzing the project results and policy effectiveness. Study method adopted LISREL (Linear Structural Relationships) model which is the covariance structural equation model. Data was collected by questionnaires on the executors who are actually executing the forestry mechanization project. The analysis results on project outcome, policy satisfaction, and education and training showed the average. But the policy consistency, the consolidation of law and system and the spreading of forest machines showed bellow the average. Therefore, it is necessary to implement the consistent policy through the consolidation of law and system, and to increase the spreading ratio of forest machines in the forestry mechanization. In forestry mechanization project, the policy basis, the spreading of forest machines, and the education and training showed the positive affect on the policy outcome, respectively. The policy outcome had the positive affect on policy satisfaction. Accordingly, although the forestry mechanization policy system is important, it is necessary to spread the forest machines and to increase the training and education of operators for the successful forestry mechanization in the future.

Analysis of Relative Importance and Priority of Civil Servant's Education Training Policy: Using Analytic Hierarchy Process (AHP) Method (공무원교육훈련정책의 상대적 중요도와 우선순위 분석: 계층의사결정방법(AHP)을 활용하여)

  • In an attempt to analyze the policy priority on civil servant's education training policy as human resource management in this study, a positive analysis with the experts using AHP method was conducted. Summarizing the outcome of the study; First, in terms of relative priority of the evaluation elements by sector, the education training operation system, among education training program, education training evaluation, and education infrastructure, was analyzed as the most important element. Second, as a result of analyzing the priority of detail sectors of civil servant's education training, Action learning education program was proved to be the top priority project education training program aspect and education training operation system was also evaluated as the top priority project in education training agency budget expansion aspect, education training and personnel administration link was evaluated as the top priority project education training evaluation, and trainer secure was proved to be the top priority education infrastructure. Such outcome of the project is expected to make commitment for evaluating the civil servant's education training policy.

Easier Set Than Done: Stakeholder Engagement as Public-Private Partnership in Regulatory Policy of South Korea

  • An emphasis on public-private partnership (PPP) in the regulatory policy process can overcome the challenges hindering regulatory effectiveness with the emergence of fast developing technologies and new industries. This study attempts to evaluate quantitatively different aspects of institutional settings of South Korean regulatory policy in terms of stakeholder engagement as PPP, using evidence-based data released by the OECD. From the results of the principal component analysis, South Korea can be evaluated as being at a very good level overall in its institutional establishment. Nevertheless, the fact that the outcome of regulatory reforms in South Korea is still insufficient compared with this well-established system suggests that the country should concentrate on improving system operation. Consequently, this study makes policy suggestions to improve regulatory effectiveness through PPP by supplementing the facets that are well-equipped but not feasible with respect to regulatory policy cycle, regulatory governance, regulatory method, and conflict resolution.

Factors Affecting Public Prejudice and Social Distance on Mental Illness: Analysis of Contextual Effect by Multi-level Analysis

  • Objectives: While there have been many quantitative studies on the public's attitude towards mental illnesses, it is hard to find quantitative study which focused on the contextual effect on the public's attitude. The purpose of this study was to identify factors that affect the public's beliefs and attitudes including contextual effects. Methods: We analyzed survey on the public's beliefs and attitudes towards mental illness in Korea with multi-level analysis. We analyzed the public's beliefs and attitudes in terms of prejudice as an intermediate outcome and social distance as a final outcome. Then, we focused on the associations of factors, which were individual and regional socioeconomic factors, familiarity, and knowledge based on the comparison of the intermediate and final outcomes. Results: Prejudice was not explained by regional variables but was only correlated with individual factors. Prejudice increased with age and decreased by high education level. However, social distance controlling for prejudice increased in females, in people with a high education level, and in regions with a high education level and a high proportion of the old. Therefore, social distance without controlling for prejudice increased in females, in the elderly, in highly educated people, and in regions with a high education and aged community. Conclusions: The result of the multi-level analysis for the regional variables suggests that social distance for mental illness are not only determined by individual factors but also influenced by the surroundings so that it could be tackled sufficiently with appropriate considering of the relevant regional context with individual characteristics.

Association of Higher Continuity of Primary Care with Lower Risk of Hospitalization among Children and Adolescent Patients (어린이와 청소년 환자에서 일차의료의 지속성과 입원 위험도의 관련성)

  • This study aims to describe levels and distribution of the continuity of primary care among children and adolescent patients who are 2-19 years old, and analyze the effects of it on the risk of hospitalization. Study population was 2-19 year old child and adolescent patients as of 2002, who had more than three ambulatory care visits in the years of 2002-3 and whose most frequent provider was the primary care practices (189,660 persons). Association of levels of primary care with the risk of hospitalization was evaluated using multiple event survival analysis. Outcome variables were whether the patient had hospitalized or not, and whether the patient had hospitalized due to ambulatory care-sensitive conditions or not. Multiple event survival analysis revealed statistically significant association of the levels of primary care with the risk of hospitalization. Hazard ratio was 1.34 [1.27-1.41] at the medium level of continuity and 1.47 [1.39-1.55] at the lower level where outcome variable was whether the patient had been hospitalized or not. Hazard ratios were 1.35 [1.21-1.50] at the medium level of continuity and 1.60 [1.44-1.78] at the lower level, where outcome variable was whether the patient been had hospitalized due to ambulatory care-sensitive conditions or not. This study produced some evidences on the benefits of continuity of care, which will in turn support the introduction of personal doctor registration program in the future.

Policy Direction Setting through Comparative Analysis of Foreign Smart City Policies (국외 스마트시티 추진 정책 비교 분석을 통한 성과 확산 방향 설정)

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.

Policy Vision on the Cultural Contents Industry as a New Growth Power in the 21 Century (21세기 신성장 동력, 문화콘텐츠 정책의 방향)

  • The purpose of this paper is to find an policy vision and action plans for the growth of the Korean cultural contents industry as a new growth power in the 21th century. For this purpose, I referred to sundry records to analyze the characteristics, industrial situation and the prospects of the cultural contents industry. I also made an analysis on the outcome of the cultural contents policy with the help of the official concerned in the Ministry of Culture and Tourism, which made it possible for me to draw a few urgent problems of Korean cultural contents industry. With these preceding analyses, I proposed the strategy and action plans of the government policy for the Korean cultural contents industry as follows : strengthening the creative power of the cultural contents industry, systemizing the healthy circulation of the cultural contents, and improvement of the cultural welfare on the basis of contents.
