  • As the environmental concerns in Korea have shifted gradually from the environmental pollutions to the quality of life (QOL) enhancement, it has become increasingly important to implement comprehensive assessment of environmental quality as possible. This is the major reason to develop Environmental Assessment Index. This study focuses on indices development of factors in Environmental Impact Statement Preparation Regulation. Environment in this regulation is composed of natural environment, life environment and socio-economic environment, and it is composed of 22 factors. EAI(Environmental Assessment Index)studied in this research is integrated by 16 factors. It will contribute to public participation in Environmental Impact Assessment process and environmental policy.

  • This paper diagnosed the assessment problems and development types of the simple statement of the Sea Area Utilization Consultation System. and suggested the key assessment items for system improvement. The major types of Public Water occupation and use, and distribution characteristic of regional and coastal were analyzed by evaluate 529 review items during 2010-2012. The artificial structure installation including harbor and fishing port facilities in the South and West coast, and seawater supply and drainage for land-based aquaculture and power plant were dominated. The checklists considering each types of occupation and use in Public Water were suggested. In addition, policy proposals for system improvement were suggested.

  • This paper aims to design a policy-assessment tool liking the Environmental Impact Assessment(EIA) and the Cost Benefit Analysis (CBA). As a step towards the incorporation of environmental and economic considerations, the approach used herein takes the form of integrating quantitative information on environmental benefits and costs associated with implementing the project into the existing framework of the EIA. Our case study is an project appraisal of a solar energy plant. It is confirmed that the technique is operational, however, there are certain limitations for a complete assessment. The difficulty mainly originated from the omission of important information from each step of the valuation process. Alternatively stated, some environmental services are not identified, nor quantified, and nor monetized in the process. More case studies are warranted in the future along with elaboration in methodology of techniques. In addition, the construction of a database on environmental values will be required to accumulate reliable and systematized data. These are the necessary conditions to improving quality in application of techniques as well as providing comprehensive and balanced information to decision makers.

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

  • The introduction of strategic environmental assessment (SEA) has strengthened and extended the value of environmental impact assessment (EIA) as a foundational tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a 'stand alone' approach, applied relatively late in the decision making cycle. SEA is applied to policy, plan and programme (3P) proposals, when major alternatives are open and systematic consideration can be given to their environmental effects. This process also corresponds to options appraisal of development proposal to find the best practical outcome having regard to all potential impacts. There are imperatives for sustainable development (SD) that are shaping future directions for EIA and SEA internationally, regionally and locally. There is a shift toward more integrative approaches of using EIA and SEA as sustainability tools in cooperated environmental management system (EMS). Korea has established and applied EIA for over twenty years for various projects. Given its coverage, the current EIA system is SEA exclusive. The Prior Environmental Review System (PERS), which is a SEA-type of system, was applied in the late 1990s, mainly for various developing planning programs. The current PERS has been modified as a SEA type system, but in general, policy is not going to be covered.

Review of the marine environmental impact assessment reports regarding offshore wind farm

  • The energy production of offshore wind farms plays an important role in expanding renewable energy. However, the development of offshore wind farms faces many challenges due to its incompatibility with marine environments and its social acceptability among the local community. In this study, we reviewed the marine environmental impact assessment status of offshore wind farm development projects for 2012-2019 in South Korea. A total of nine projects were selected for this study, all of which experienced considerable conflict with local fisheries resources. To appropriately respond to the underlying challenges faced by offshore wind farm development and in order to better support decision-making for future impact assessment, our findings identified: i) a need for adequate preliminary investigation and technical examination of fisheries resources; ii) a need to assess and estimate the impact of underwater noise, vibration, and electromagnetic waves on fisheries resources during wind farm construction and operation; and iii) a need for a bottom-up approach that allows for communication with local stakeholders and policy-makers to guarantee the local acceptability of the development.

  • Among large developmental projects, those of the government and public institutions with the total budget of more than 50billion wons can be executed only when the feasibility of the project has been testified through the procedure of preliminary feasibility study. Multi-purpose dams are public structures that can supply water, produce electricity, and control flood, they belong to large national projects that require legal evaluation procedures such as preliminary feasibility study and environmental impact assessment(EIA). The index that should be considered to be important in dam plan is the migration of residents in submerged district. The importance in the preliminary feasibility study is 4.93 points(98.6 in the scale of 100 at maximum). Among the 12 assessment elements of the policy and economy in the preliminary feasibility study, the element of environment assessment is turned out to be 4.68 points in the assessment importance (93.5 in the scale of 100 at maximum), which is the second in the total ranking and the first in the field of policy, indicating that the element is very important in dam construction planning.

A Review on Environmental Impact Assessment and Policy Utilization through the Establishment of Ecological Outlook and Evaluation System (자연생태 전망평가체계 마련을 통한 환경영향평가 및 정책 활용방안 고찰)

  • As the risk of biodiversity reduction and extinction becomes serious due to climate change and indiscriminate development, the importance of conservation of the natural environment and ecosystem is increasing. In this situation, Ireviewed that overseas cases of the ecological outlook and evaluation system aimed at providing information on natural resources and ecosystem change. As a results, other countries showed that various research institutes have been carrying on field surveys by classification group, but it was different from us that the investigated data are collected and managed in an integrated manner and repeatedly provided within a short period of time. In addition, it was analyzed that it was highly utilized in policy and environmental impact assessment by providing evaluation-based prediction and outlook information along with basic survey data. Based on this, the limitations of information use in our wildlife surveys and environmental impacts assessments were analyzed, and the estabilishment of a ecology outlook and evaluation system and policy support measures were considered. In addition, based on the proposed outlook and evaluation system preparation plan, a policy direction that can be effectively used in domestic natural ecosystem policies was proposed.

Integration of Total Pollution Load Management System and Environmental Impact Assessment related System (수계 오염총량관리제와 환경영향평가제도의 통합운영방안)

  • The total pollution load management system of watershed has been implemented upon Special Law pertaining to the Han River Watershed Water Quality Improvement and Residents Support, Special Law pertaining to the Nakdong River Watershed Water Management and Residents Support, Special Law pertaining to the Youngsan River Watershed Water Management and Residents Support, and Special Law pertaining to the Seomjin River Watershed Water Management and Residents Support in Korea since 2002. But many other similar systems with total pollution load management system of watershed are being operated separately or independently, even though its purpose is nearly same with those of the total maximum pollutants load management in Law on Water Quality Environmental Protection, environmental impact assessment(EIA) in Law of Impact Assessment on Environment, Transportation and Disaster and Pre-environmental assessment of Environmental Policy Act. Therefore the contents of total pollution load management system of watershed and many other related systems could be overlapped and at some times have inconsistency among them. This study suggests first the integrated operation of total pollution load management system of watershed, EIA, pre-environmental assessment, urban planning, and sewage planning and secondly EIA system development by integration of EIA and pre-environmental assessment and strategic environmental assessment(SEA).

A Study on Implementation Plan for AI Service Impact Assessment (인공지능 서비스 영향평가 추진방안에 대한 연구)

  • The purpose of this study is to establish policy recommendations for the promotion of AI service impact assessment based on the definition of impact assessment and analysis of domestic and foreign AI service impact assessment cases. The direction of implementation was analyzed based on the case of impact evaluation promoted in various fields at home and abroad and the case of impact evaluation at home and abroad of artificial intelligence services. As a step-by-step implementation plan, in the first stage, quantitative indicators such as AI level survey-based economic effects are developed, and in the second stage, information culture such as safety and reliability and artificial intelligence ethics described in the Framework Act on Intelligence Information, social, economic, information protection, and people's daily lives are prepared. In the third stage, discussion on detailed metrics and methods will be expanded and impact assessment results will be evaluated. This study requires analysis through various participants such as policy designers, artificial intelligence service developers, and civic groups in the future.
