모바일 환경에서 유지보수의 효율적인 관리를 위해서는 서비스를 정책으로 관리하기 위한 시스템 구조와 정책정의언어가 필요하다. 본 연구는 IETF의 정책 프레임웍 중에 정책 실행자인 PEP 구조를 정의하고, PEP 구조하에서 수행될 수 있는 정책정의언어를 제안한다. 제안한 정책정의언어는 문헌자료와 모바일 특성을 기반으로 하여 요구사항을 도출하고, 3단계 접근 방법으로 정책정보모델을 설계하여 정책정의언어로 정의하였다. 3단계 접근 방법은 정책이 적용될 범위를 결정하는 정책도메인, 정책 적용 및 제어하는 종류를 구분하는 정책규칙, 정책 구조를 문맥화하는 정책문법으로 구성된다. 제안한 정책정의언어의 효율성을 검증하기 위하여 시나리오를 정책정의언어로 정의하여 정책 도구를 이용하여 검증하였고, 타 정책정의언어들과 비교 분석하여 확장성을 입증하였다.

This study reviews how an aging society can be connected to the urban-built environment, transportation system, infrastructure, and climate change topics from the perspective of policy and innovation in science and technology. Each topic was described with the aging society that we will encounter in the near future. Based on the expected discussions, we suggested how policy and technological innovations may interact with the new emerging society. Especially, digital transformation is expected to hyper-connect the aging society beyond physical barriers where numerous policies and innovations in science and technology shed light on the elderly population. We observe, however, that this cannot be achieved only by the government sector; rather, municipal governments and local communities, as well as private sectors, all together need to prepare for the new society of the aging population. Furthermore, an ideal approach is to accommodate multidisciplinary studies that can address the policy and technological innovations simultaneously and collectively. By doing so, we can minimize the negative impacts when an aging society approaches.

Purpose: The purpose of this study is to investigate how consumers perceive electric vehicles and factors that affect attitude, satisfaction, and intention to use electric vehicles and to explore policy issues regarding climate change and global environment. By classifying actual and potential users, this study developed the following research questions: i) factors including economic feasibility, sociality, environmental sustainability, inefficiency, inconvenience, convenience, and uncertainty affect attitude to electric vehicles; ii) attitude to electric vehicles affects actual consumers' satisfaction; and iii) attitude to electric vehicles affects potential users' intention to use. Research design, data and methodology: This study conducted an online survey and applied factor and regression analyses and ANOVA to test hypotheses. Results: The results of this study found that economic feasibility and convenience factors significantly affect attitude in both cases of actual and potential users. How actual users perceive efficiency of electric vehicles negatively and uncertain issues such as battery technology affect attitude to electric vehicles. Conclusions: This study provides policy implications that foster promotional policies for the adoption of electric vehicles for environment and regulate negative aspects. This study also provides managerial implications for manufacturers to develop better technology competences to enhance reliability on electric vehicles.

Space development and utilization must be conducted within a framework of "peaceful uses" principle under Space Treaty. Japan ratified the treaty in 1967, and interpreted "peaceful uses" as "non-military uses" then. A ghost of "peaceful uses" principle has been hung over Japan up to the moment. Japan's space development and utilization has been conducted with genuine academic interest, and therefore Japan did not introduce space infrastructures to national security policy and did not facilitate growth of space industry. When the Cold War ended, Northeast Asian security environment makes Japan difficult to maintain an interpretation as "non-military uses". Besides the change of external security environment, the domestic industry situation and a series of rocket launching failure needed reexamination of Japan's space policy. Japan is gradually changing its space policy, and introducing space infrastructure in a national security policy under a "generalization" theory that gave a broad interpretation of "peaceful uses" principle. Council for Science and Technology Policy (CSTP) adopted a basic strategy of Japan's space policy in 2004. Since then, a long-term report of Japan Aerospace Exploration Agency (JAXA), an investigation report of Society of Japanese Aerospace Companies (SJAC) and a proposal of Japan Business Federation (JSF) were followed. Japan will promote space development and utilization in national security policy with a "strictly defensive defense" strategy and "non-aggressive uses"principle for protection of life and property of Japanese people and stabilization of East Asian countries.

Effective management strategies of railroad environment should be prepared by the systematic management with the environment core technologies from the initial stage of the railroad environment to provide energy-efficient, safe, sound, and environment-friendly railroad service. In addition, the need for the development of railroad environment policy, like the improvement strategies and development strategies of railroad environment, is strongly required to actively prepare for the strengthening of environment regulations and supervision on the railroad environment problems. In this research, we studied the correlations between railroad environment policies and management strategies, and defined the component of environment policies. Moreover, we tried to present the direction of environment policies and mid-/long-term development plans that suit for the characteristics of Korean railroad through investigating the environmental policies of advanced countries.

최근 분산시스템 환경에서 다양한 사용자의 요구에 부응하고 통신망의 효과적인 관리를 위해서는 네트워크 자원의 관리에 대한 정책기반 통신망관리시스템이 요구된다. 본 논문에서는 다양한 통신망의 효율적인 관리와 일관된 관리정책을 적용하기 위해 ECA(Event-Condition-Action) 규칙을 갖는 능동특성의 정책기반 관리객체정보를 모델링하였다. 본 논문에 기술된 정책에는 하나의 외부요인이 발생하였을 때 외부요인이 수행되기 위한 하나이상의 조건과 그 조건이 만족된 경우 수행되는 행위들로 구성된 규칙들을 기술한다. 그리고 실질적인 환경에서 적용되고 있는 ATM 관리객체 중 폭주제어 모델에 정책의 구성요소를 적용함으로써 관리객체의 동적 수행 기능이 체계적이고 정형적으로 기술되는 장점을 제시하였다.

There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

Because of increasing the notebook computer and PDA, users' requirement with respect to mobility is growing more and more. However, current IP protocol is not changed IP address and can not deliver IP packets on new location of host in case moving another network. To solve this problem, the IETF has proposed mobile IP. The network management for maintaining stable and efficient environment is more difficult according to being various by complicated network environment and requirements of provided service and user. The recent rises concern about policy-based network technology. Therefore, this paper proposed a framework of policy-based network and developed policy scenarios using the presented policy language of mobile IP.
