This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

In accordance with importance of the economic value of forests and forest use, the paradigm of development and use has emerged as the dominant paradigm of forest policy. As forests are recognized as an important means of Wellness, the government pursues a policy convergence between forest use and conservation. So, this article analyzed whether the change of forestry convergence paradigm is reflected in policy or not. The purpose of this study was to analyze through content analysis and network analysis, whether the new combined text value are fused in how forest policy. According to the results, the function of utilization which is off the traditional forestry industry and recreation, wellness are acquired a greater importance in the 5th plan than 4th plan. But the 5th plan is insufficient to establish of foundation for forestry management and welfare functions. The evidence suggest a sign of sustained paradigm convergency in forest policy of Korea. As the policy implication in establishing national forest master plan, it is necessary to strengthen policy capability to pursue sustainable forestry utilization, which can converge forest use and conservation.

This paper analyzes the interaction between monetary and macroprudential policies mainly in the context of the non-cooperation among policy authorities. Each policy authority's optimal response is to tighten its policy measures when other authorities' policy measures are loosened. This indicates that the two policies are substitutes for each other. This result still holds when an additional financial stability mandate is assigned to the central bank. The condition for the response functions to converge to a Nash equilibrium state is analyzed along with the speed of convergence, showing that they depend on the authorities' preferences and the number of mandates assigned to policy authorities. If the financial supervisory authority (FSA) assigns greater importance to the output gap or a stronger financial stability mandate is assigned to the central bank (CB), the probability of non-convergence increases and the speed of convergence declines even when the condition of convergence is satisfied. Meanwhile, if the CB considers output stability as an important task, the probability of convergence and the speed of converging to a state of equilibrium are high. Finally, when a single mandate or small number of mandates is/are assigned to each authority, stability is more quickly restored as compared to when many mandates are assigned.

The purpose of this study was to find ways to impact policies in order to invigorate convergence research as a whole (including science or engineering-based and its humanities-based counterpart), so it can be recognized as the science of its own form. Firstly we looked at the definition of convergence research. Secondly, we looked at the definition of policy and how policies are produced. Lastly, we explored the relationship between convergence research and policy decision making. The current issues faced by the convergence research were the fact that it was largely under-appreciated and inadequately supported both in terms of policy and financial support. In this study, we explore the relationship between research and policy based on a research utilization model, which can be categorized the research and policy relationship into four types. Then we sought for various cases to explore how research can affect policies as scientific evidence; how the technological changes caused by convergence research can be shaped into policies; and then provide insights for what challenges needed to be addressed in order to have a positive impact on the relationship.

IPTV Service, a convergence service of broadcasting, seems to have great potential as a nation's future growth driver for the 21st century. As IPTV service is future-oriented industry, adopting IPTV policy by freeing oneself from shortsighted policy and considering long-term strategy and rapidly changing convergence environment would be desirable. Therefore, the purpose of this research is to deduct future IPTV service under convergence environment by applying T.A.I.D.A, which is strategy planning tool effective for planning mid-long strategy, under uncertain environment among scenario method and offer new policy direction in order to realize future IPTV service.

Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.

The information security policy is one of the most important tools for organization to manage the implementation and ensure the organizational security. However, we do not have metrics for measuring its effectiveness. The ultimate purpose of this study is to develop the measures of information security policy effectiveness. To do this, this study review data quality and information quality literatures and investigate appropriate subfactors for information security policy. Rooted in these concepts, we suggest accuracy, completeness, interpretability, and relevance from content aspect and understandability, concise representation, and amount from form aspect as factors for information security policy effectiveness.

In this paper, we review recently emerging smart applications, and analyzed policy implications in light of digital convergence perspective. While extant literatures on smart applications mainly dealt with consumer behaviors based in technology acceptance model or innovation adoption, the research on digital management policy is rather limited. We intend to fill this research gap. As such, we first organize two categories of smart work and smart commerce, and investigate the representative service models, four service models were reviewed for each category respectively. Next, the three policy related constructs are extracted, which are QoL(Quality of Life), public impacts in both the positive and negative ways. Finally, empirical analysis following the Delphi principle was conducted to investigate the policy implications. The results offer useful insights for the further research in digital convergence related policy areas.

The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market
