The Mediating Effect and Moderating Effect of Pseudonymized Information Combination in the Relationship Between Regulation Factors of Personal Information and Big Data Utilization (개인정보 규제요인과 빅데이터 활용간의 관계에서 가명정보 결합의 매개효과 및 조절효과)

  • Recently, increasing use of big data have caused regulation factors of personal information and combination of pseudonymized information to emerge as key policy measures. Therefore, this study empirically analyzed the mediating effect and moderating effect of pseudonymized information combination as the third variable in the relationship between regulation factors of personal information and big data utilization. The analysis showed the following results: First, among personal information regulation factors, definition regulation, consent regulation, supervisory authority regulation, and punishment intensity regulation showed a positive(+) relationship with the big data utilization, while among pseudonymized information combination factors, non-identification of combination, standardization of combined pseudonymized information, and responsibility of combination were also found to be in a positive relationship with the use of big data. Second, among the factors of pseudonymized information combination, non-identification of combination, standardization of combined pseudonymized information, and responsibility of combination showed a positive(+) mediating effect in relation to regulation factors of personal information and big data utilization. Third, in the relationship between personal information regulation factors and big data utilization, the moderating effect hypothesis that each combination institution type of pseudonymized information (free-type, intermediary-type, and designated-type) would play a different role as a moderator was rejected. Based on the results of the empirical research, policy alternatives of 'Good Regulation' were proposed, which would maintain balance between protection of personal information and big data utilization.

  • The new president was elected unusually within short period, because of the president's impeachment. As the result, policy window as the president's election was rarely opened in healthcare sector. The new government has to overcome the era of aged society, low birth rate, and low economic growth rate and to prepare the unification of nation. The new government should set the priority of healthcare policies through a holistic and systematic approach. And the new government must implement a balanced healthcare policy with equity and efficiency, regulation and support, consumers and suppliers, in-kind benefits and cash benefits, and so on.

  • In March 2017, the State of New York became the first state to implement regulation specific to cybersecurity for financial institutions. Unlike previous regulations regarding information security, it has set a minimum requirements to establish cybersecurity program based on risk assessment results, protect Nonpublic Information, designate of CISO, and report to regulatory entity. This paper presents a need for a new cybersecurity policy in Korea by examining newly adopted cybersecurity regulation in the United States. Finally, the paper identify policy suggestions based on the United States's approach as they have successfully implemented the program.

A Analysis on the Present State and Character of Game Regulation in Korea (게임 부문 규제 현황 및 특성 분석: 규제개혁위원회 등록 규제에 대한 게임 정책 신뢰에 대한 소고)

  • There are a lot of game regulations in Korea. Each scholar has invested a game regulation. But there is no research about all the game regulations. All regulations in government should be registered in Regulatory Reform Committee. So, this study researched the all game regulation in Regulatory Reform Committee and found the present state and character of game regulation in Korea. The registered game regulations are only 22. But actually, there are 44 regulations in game field. And according to legal context, there are over 60 regulations in game field. And a lot of game regulations focus on the game addiction and gambling. The differences of regulation would influence the policy trust and government trust. This result would contribute to reform the regulation of game in Korea.

  • The purpose of this study was to examine the effects of emotion regulation on life satisfaction of adolescents on the mediating effect of interpersonal competence. The data of 3,404 middle school students in a study on Measurement of Korean Youth Competency and International Comparative Study II(2015) by the National Youth Policy Institute were analysed. The results of the study are: (1) emotion regulation was found a key factor affecting the life satisfaction of adolescents, (2) their emotion regulation affects interpersonal competence, (3) interpersonal competence affects life satisfaction, (4) interpersonal competence was proved to have a mediating effect between the effects of emotion regulation and life satisfaction. The implications and limitations are reviewed, as are the suggestions for future research.

  • A Liner Conference can be defined as "a group of two or more vessel operating carriers which provide international liner services for the carriage of cargo on a particular route or routes within specific geographical limits and which has an agreement or arrangement within the framework of which they operate under uniform or common freight rates and any other agreed conditions with respect to the provisions of the liner services". This study reviews maritime transport policy regarding liner conference and the changes in the liner market over the decades. Liner shipping industry has long been protected from competition by block exemption. The repeal of the block exemption for liner conferences and the abolition of any special EC antitrust regime for the shipping industry marks an important step in European maritime competition policy. This article examines the origins and the rationale of the EC antitrust immunity granted so far th the shipping industry and explains the causes of this historic changes. The abolition of Regulation 4056/86 and of the EU commitment to the UN Code of Conduct marks an historical evolution in international maritime policy, which will have an influence far beyond the EU.

  • This paper tries to analyze the efficiency structure and regulatory effects in electric power industry by using total factor productivity and indices based on cost function method. This paper performed an empirical analysis on the efficiency improvement and optimal scale taking the cost aspect in electricity industry into account. By expanding the cost structure framework, this paper proposes the analytical method regarding the needs of technology regulation and presents the empirical results which can be verified. Hence, this work can play a key role in decision-making of the national power development and regulatory policy. The empirical result indicates that the electricity industry in Korea has been in the state of economies of scale until 1980s, However, due to sustained growth of power generation, economies of scale declined and subsided after 1980s and then diseconomies of scale is shown recent years. The analysis on the effect of technology regulation shows the national large-scale base-load power plant development-oriented policy until so far contributed substantial cost effect to the electricity industry. The empirical result indicates that the reserve requirement as one of means of technology regulation policy did not contribute to the economies of scale but positive effect on the total factor productivity in Korea.

  • Mandatory shutdown policy of the juvenile protection act was enforced in December 2011 to prevent game addiction of the youth. However, the size of game market in Korea seems to be reduced significantly after implementation of the shutdown policy. The purpose of this study is to investigate the impact of current government regulations on Korean online game market. Based on empirical evidences and results from the related literature, we developed several causal loop diagrams(CLD) and system dynamics models. The CLD include sub-diagrams of innovation processes, user commitments, and operational costs. We conducted simulation analyses under various policy scenarios, adopting Normalized Unit Modelling By Elementary Relationship(NUMBER). Our results show that first, the impact of time regulation on the number of users is greater than the impact of content regulation. Second, the quality of domestic online game appears more elastic to regulations than the quality of foreign online game. The results of this study suggest that the deregulation in Korean online game market can narrow the gap in market outcomes between domestic and foreign online games. Some recommendations for future study are suggested.
