The purpose of this study was to figure out adoption of curriculum autonomy policy by a middle school. To achieve the purpose, official documents accepted or produced by the school were examined regarding how much curriculum autonomy was given to the school. As well as, minutes on curriculum organization and implementation and interviews with significant figures in the school were analyzed to reveal how the school exerted its curriculum autonomy. The results indicated that superior educational administrative institution that had made decision on curriculum autonomy policy and promoted it constantly sent to the school official documents that required it to report what had been done. Such practices prevented the school from autonomous organization and implementation of curriculum. In addition, as most decisions on curriculum organization and implementation at school level was made by administrator and teachers with special position, most teachers remained at passive status to accept what had decided by them. Parents'committee did not exercise their rights by lack of expertise and passive attitude.

Information security keeps enterprises information from the unintended disclose, modification and destruction and plays important roles especially in enterprise owing Internet based information systems. This study recognizes the importance of information security policy, analyzes factors influencing adoption of information security policy, and provides the factors for enterprises utilize them.

본 연구는 국가 경제적으로 매우 중요한 의미를 지니는 기술혁신적인 제품인 디지털 TV의 보급에 영향을 미치는 요인들에 대해 정보통신수용도를 중심으로 실증적으로 분석하였다. 이를 위해 1,000개의 가구 설문조사를 토대로 구축된 미시 데이터(micro data)를 이용하여 가구의 DTV 구매선택에 어떤 요인들이 영향을 미쳤는지를 실증적으로 분석하였으며, 이로부터 디지털 TV보급관련 정책에 함의를 찾고자 하였다. 분석 결과, 다른 설명변수의 조건이 일정할 때 가구 세대주의 학력이 높은 가구가, 소득이 높은 가구가, 통신 및 방송, 인터넷 등 정보통신 여러 부문에 대한 수용도가 높은 가구가 각각 DTV의 구매의향이 높은 것으로 나타났다. 아울러 2010년에 아날로그 방송이 중단되며 디지털방송으로 전환이 이루어진다는 정책방향을 아는 가구가 이를 알지 못하는 가구에 비해 훨씬 구매의향이 높은 것으로 나타나, 정부의 디지털전환 정책 홍보가 디지털 TV의 보급에 매우 큰 영향을 미친다는 점을 시사하고 있다. 또한 TV를 구입한지 오래될수록 디지털 TV를 구매할 확률이 높은 것으로 나타나 TV의 대체수요에 대한 인센티브를 줄 경우 더 많은 가구들이 구매할 것임을 보여 주었다. 끝으로, 디지털위성방송 시청가구가 그렇지 않은 가구에 비해 디지털 TV구매 확률이 월등히 높은 것으로 나타나 DTV 확산을 위하여는 위성방송에 대한 정책과의 연계가 효과적이라는 점을 시사하고 있다.

정부는 요보호 아동의 안정된 가정생활과 보호를 위하여 국내입양을 활성화하기 위한 정책들을 실시하고있다. 본 연구에서는 대전광역시 시민을 대상으로 입양에 대한 인식 및 태도, 입양관련 정책에 대한 의식을 조사하였다. 그 결과는 국내입양을 활성화시키기 위한 중요한 자료가 될 수 있을 것이다. 조사결과 국내입양의 전망을 밝게 해 주는 몇 가지 요소들이 발견되었다. 대전시민들은 입양부모보다 입양아동 중심적인 입양동기를 갖고 있었다. 특히 공개입양에 대한 인식정도는 높게 나타났는데, 이는 입양아동 및 입양가족을 위한 다양한 정책적 지원이 제도적으로 확대되면 국내입양이 활성화 될 수 있을 것이라는 가능성 을 보여주고 있다.

The purpose of this article is to provide preliminary findings on the state of digital technology applications of startups in Southeast Asia and to discuss issues related to digital health adoption in the region. This exploratory study is based on an empirical analysis of startups and digital technology applications information from various publicly available website databases. Public and private organizations would benefit from a better understanding of the current state of digital technology applications provided by startups and the challenges faced in digital health adoption. This article contributes to the existing literature by offering an overview of startups and digital technology applications in the digital health space in the fast-growing region of Southeast Asia. It offers advice to organizations intending to pursue healthtech initiatives on the types of health services provided by startups and issues that need to be addressed to increase the adoption rate.

본 연구는 입양특례법의 개정과 헤이그국제아동입양협약 비준을 앞두고 있는 국내외 입양환경의 변화에 맞서, 효과적인 입양실천을 위해 입양기관의 역할 재정립 방안을 모색하고 앞으로의 과제를 제안하기 위한 정책 연구이다. 이러한 연구목적을 달성하기 위하여 본 연구에서는 주요 선진국의 입양사업 특성과 입양기관의 역할을 분석하고, 국내 입양기관 실무자를 대상으로 간담회 및 설문조사를 통해 입양특례법 개정 후 현장에서 체감하는 실질적인 변화 및 입양실천에서의 문제점, 향후 개선사항 등 변화하는 입양 환경을 진단하고, 앞으로 국내 및 국제입양에서 예측되는 변화에 따라 입양 기관에게 요구되는 역할에 대한 의견을 조사하였다. 마지막으로 문헌조사 및 실무자 조사에 대한 분석결과를 토대로 앞으로 입양사업의 방향성과 입양기관의 변화된 역할 및 앞으로의 과제를 제시하였다.

This study explored the patterns of activities and interactions among participants in the adoption process of a new system innovation, ADSL, in Korea, using an integrative framework of innovation system and strategic decision-making process for uncertainty reduction. An in-depth case analysis was undertaken to identify the adoption process of ADSL innovation, as a case in point, in conjunction with activities and interactions among related parties such as government, service providers, equipment suppliers, and content providers. The results of case analysis revealed that as the level of uncertainty in the adoption of ADSL innovation decreases, the focus of decision-making activities moves from scoping, to searching, to evaluating and to committing. Also this study found that at the early stage of ADSL adoption with higher level of uncertainty, government plays a pivotal role in coordination of related parties to participate in the innovation process, while service providers replaced this role at later stage of innovation with lower level of uncertainty. This study discussed theoretical and policy implications for the adoption of new system innovations with varying degrees of uncertainty.

본 논문은 IPTV 서비스의 수용과 확산을 위한 바람직한 정부의 정책 프레임워크를 분석하여 제시하고 있다. 지금까지 대부분의 연구들은 소비자 측면에서 개인적인 IPTV 서비스 수용과 확산에 국한되어져 있었기 때문에 조직관리적인 측면에서의 분석이 미흡한 실정이다. IPTV 서비스가 활성화되기 위해서는 다양한 정부의 지원정책 등이 필요하기 때문에, 본 연구에서는 개인 상황에서의 혁신 속성 이론과 조직 상황에서의 실행 프로세스 이론을 적용하였다. 즉 개인의 혁신성이 높은 경우에는 혁신의 속성들이 IPTV 서비스 수용에 더 큰 영향을 미치며, 혁신 관리 측면에서는 정책적 기대가 높은 상황에서 IPTV 관리 속성들이 수용에 더 큰 영향을 미칠 것으로 판단하였다. 본 연구의 결과 개인의 혁신성이 높을수록, 그리고 이와 함께 정부 정책에 대한 기대가 클수록 혁신의 속성 및 IPTV 관리 속성 모두가 IPTV 수용의도에 미치는 영향력이 높아지기 때문에, 정부 정책은 개인의 혁신성을 자극하면서 정책기대를 높이는 방안이 바람직한 것으로 분석되었다.

이 연구는 국제 환경기관간의 환경문제에 관한 국가정책채택에 영향력을 미치는 요인이 무엇 인지에 관한 내용이다. 이를 위하여 다변량에 의한 회귀분석을 이용하여 환경정책의 채택에 관한 국가정책의 영향력을 분석하였다. 데이터 분석은 세계의 모든 부분에서 130 개국의 샘플에 대한 독립 변수의 측정에 의해 각 국가의 비준된 환경협약을 인덱스 포인트로 하여 회귀분석을 실시하였다. 분석결과 전반적으로, 회귀 분석은 일반적으로 독립 변수에 대한 가설을 긍정적으로 보여주고 있다. 결과에서 외부적 결정요인은 국제 환경기구들과 관련하여 국가 환경 정책 도입의 수준을 설명하는 내부적 요인보다 더 강한 것으로 나타났다. 즉 모든 국제 환경 기구, 국제 비정부기구 및 지역 다국적 기관은 국가간이 아닌 국제 환경 정책 방향에 호의적인 자세로 국가에 영향을 미치는 긍정적인 방향에 기능하는데 입증되었다. 본 연구의 결과는 한국 환경정책 시스템의 효능을 개선하는 방법에 대한 유용한 정보를 제공할 것으로 보인다.

In order to ensure the reliability and specialty of weapon system test results, a policy of extending certified testing service institutions has been driven by applying accreditation system of the ones in defense industry. Bass and Logistic models are used to apply the policy effectively and forecast the diffusion pattern of certified testing service institutions. The parameters for diffusion forecast are estimated using the diffusion pattern of certified testing service institutions in non-defense industry, and these are applied to forecast the diffusion of certified ones in defense industry. Coefficients of innovation and imitation of Bass model are analyzed to derive the factors influencing the early adoption and diffusion patterns. The more increasing the coefficients, the earlier adoption occurred. Diffusion pattern due to coefficient of imitation, internal factor, has larger effect on sensitivity of diffusion pattern. This means that the self recognition of necessity is more effectively worked than the policy or regulations driven by government.
