A Study on the Role of Policy Broker in the Broadcasting and Telecommunications Convergence Environment (방송통신융합 환경에서 정책중개자의 역할 연구: MediaRep 사례를 중심으로)

  • This study is a study on the requirements, resources, and role of policy broker in the policy process. Particular attention was paid to two requirements of legitimacy (official authority, political support) and professionalism (information and expertise, skilled leadership) as the requirements of policy broker. This study analyzed the process of transforming the actor conflicts surrounding the media rep legislative process into a cooperative relationship by being mediated by a strong influential policy broker. Policy brokers can mediate opinions among participating actors and play a role in coordinating conflicting interests. In the mediarep policy process, the policy brokers were unable to resolve conflicts due to lack of legitimacy and expertise in the first phase (legislative grace period) and the second phase (legislative loophole). However, the legitimacy of the six subcommittees of the National Assembly (the legislative period) and the expertise of the Korea Communications Commission were able to succeed in policy-making by acting as a successful policy brokers through complementary activities.

The Cultural Circuit of Capital and the Evolution of Regional Development Policy in Korea: A New Form of Managerialist Governance in Action? (자본의 문화적 순환과 한국 지역발전 정책의 진화: 새로운 관리주의 거버넌스 형태의 등장?)

  • This article offers an account of how regional development policy in Korea has evolved under the influence of actor-networks comprising the cultural circuit of soft capitalism. In so doing, the roles played by transnational actor-networks forged between global consulting firms and national business media are emphasized. For this discussion, the waning of spatial Keynesianism in the country is contextualized in the first place, with particular attention to changing planning goals of key regional development policies including consultancies, influential policy gurus (e.g., Michael Porter and Richard Florida), and local business media outlet Maekyong are found to be key movers and shakers in the transition. These empirical findings call for striking a balance between dominant structuralist accounts and emerging actor-oriented approaches, and also help shed a new light on the dualistic conceptualization of managerialist and entrepreneurial governance in a way that the latter may be a new form of the former.

An Exploration of Korean Discourses on Public Diplomacy

  • There is great confusion over what constitutes public diplomacy (PD), who its actors are, and the relevance of non-state actors. In the Korean context, in addition to the general fuzziness of the concept, linguistic peculiarities of the terms gonggong and gongjung both of which refer to public, waegyo, which is interchangeably used for international affairs, foreign policy and diplomacy, and juche which is simultaneously used for actor and agent, add more layers of confusion. While the term PD in Korea is based almost entirely on Western conceptualization, these linguistic peculiarities prevent fruitful conversations among scholars and practitioners on PD. Against this background, this research note explores and addresses conceptual ambiguities that pertains to PD and the policy discourse on the topic, particularly on non-state PD in Korea. The paper draws on Korean government's PD-related policy documents and Diplomatic White Papers and all relevant academic articles found in Korean-language journals registered in the Korean Citation Index (KCI), which are analysed to gain an understanding of the PD-related policy discourse in Korea.

Non-Governmental Organizations' Perception on Housing Welfare Policy and Local Governance (비영리민간단체를 대상으로 한 주거복지 의식조사 연구)

  • Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.

  • Policy Gradient 방식의 학습은 최근 강화학습 분야에서 많이 연구되고 있는 주제로, 본 논문에서는 강화학습을 적용시킬 수 있는 OpenAi Gym 의 'CartPole-v0' 와 'Pendulum-v0' 환경에서 Policy Gradient 방식의 Asynchronous Advantage Actor-Critic (A3C) 알고리즘과 Proximal Policy Optimization (PPO) 알고리즘의 학습 성능을 비교 분석한 결과를 제시한다. 딥러닝 모델 등 두 알고리즘이 동일하게 지닐 수 있는 조건들은 가능한 동일하게 맞추면서 Episode 진행에 따른 Score 변화 과정을 실험하였다. 본 실험을 통해서 두 가지 서로 다른 환경에서 PPO 가 A3C 보다 더 나은 성능을 보임을 확인하였다.

Examining the Urban Inclusivity of Xita Koreatown in Shenyang: With a Focus of the Actor-Network Theory (심양 서탑 코리아타운의 도시 포용성 연구: 행위자-연결망 이론을 중심으로)

  • To newly discover the placeness of Xita Koreatown in Shenyang, this study establishes the conceptual structure of urban inclusivity based on the actor-network theory and the main discourse of inclusive cities. It then applies a framework to the relevant space for analysis. We conduct the case study by first identifying a historical timeline by dividing the age from the founding of New China to the present into sprouting and developing stages of Xita Koreatown, extracting major actors out of time, and finally creating a network graph for each of the six periods representing changes in the region. Throughout this process, we not only analyze the aspect of transition in the urban inclusivity of Xita Koreatown but also prospect the feasibility of an inclusive city for the area. The results of this study are as follows. First, the number and type of actors constituting Xita Koreatown have constantly increased significantly since the establishment of diplomatic relations between China and South Korea. The related actor-networks have also continued to expand in all indicators of urban inclusivity. Secondly, the agency of human actors such as Korean-Chinese, locals, and both South and North Koreans, representing the specificity of Xita Koreatown, has continuously improved. Lastly, due to the increase of cultural exchanges and related policy actors, the actor-network in this region has achieved an unprecedented leap forward. In conclusion, the urban inclusivity of Xita Koreatown in Shenyang shows significant growth in quality, with expectations of further improvement.

Reinforcement Learning based on Deep Deterministic Policy Gradient for Roll Control of Underwater Vehicle (수중운동체의 롤 제어를 위한 Deep Deterministic Policy Gradient 기반 강화학습)

  • The existing underwater vehicle controller design is applied by linearizing the nonlinear dynamics model to a specific motion section. Since the linear controller has unstable control performance in a transient state, various studies have been conducted to overcome this problem. Recently, there have been studies to improve the control performance in the transient state by using reinforcement learning. Reinforcement learning can be largely divided into value-based reinforcement learning and policy-based reinforcement learning. In this paper, we propose the roll controller of underwater vehicle based on Deep Deterministic Policy Gradient(DDPG) that learns the control policy and can show stable control performance in various situations and environments. The performance of the proposed DDPG based roll controller was verified through simulation and compared with the existing PID and DQN with Normalized Advantage Functions based roll controllers.

An analyzing of the effect of parenting stress on marital satisfaction of husbands and wives with early children: Using APIM (영유아 자녀를 둔 부부의 양육 스트레스가 결혼만족에 미치는 영향 분석 : 자기-상대방 효과 모델(APIM) 활용)

  • The purpose is to find the effectiveness of parenting stress of husbands and wives with early children on their marital satisfaction. To achieve purpose, this study uses data of 455 couples who have early children from 7th wave of Panel Study on Korean Children. Data was analyzed by SPSS 21.0 and AMOS 21.0 for the APIM. The results are as follow. Marital satisfaction of husbands and wives are effected by parenting stress of actor and partner. Actor effect and partner effect of husbands' parenting stress effect on their marital satisfaction similarly. And actor effect of wives' parenting stress has a greater influence on their marital satisfaction than partner effect. Finally, some suggestions related to alleviate parenting stress and develop marital satisfaction of husbands and wives with early children were proposed.

Structural Relationships among Dual-Earner Parents' Work-Family Conflict, Coparenting Quality, Children's Executive Function Difficulties, and School Adjustment: An Application of the Actor-Partner Interdependence Model (부모의 일-가정 양립 갈등과 공동양육의 질, 아동의 집행기능 곤란 및 학교적응 간의 구조적 관계: 자기-상대방 상호의존모형 적용)

  • The present study identified the effects of parents' work-family conflict on their and partners' co-parenting quality, as well as the mediating roles of co-parenting quality and children's executive function difficulties in linking parents' work-family conflict to their children's school adjustment. This study used data from 387 dual-earner parents and their first-grade elementary school children, who participated in the Panel Study on Korean Children. An actor-partner interdependence and mediation model analysis using structural equation modeling revealed the following findings: first, the actor and partner effects of parents' work-family conflict on co-parenting quality were significant for both fathers and mothers. Second, the effect of the fathers' work-family conflict on their co-parenting quality was found to be greater than that of the mothers' work-family conflict on the fathers' co-parenting quality. Third, fathers' and mothers' work-family conflict, respectively, exerted an indirect effect on their children's school adjustment through the serial mediation by the mothers' co-parenting quality and children's executive function difficulties, whereas the direct effects of fathers' and mothers' work-family conflict on children's school adjustment were not supported. Finally, this study suggests that co-parenting quality and children's executive function should be considered to facilitate children's school adjustment in the parent education of dual-earner families with first-grade elementary school children, and that continuous policy efforts for dual-earner parents' work-family balance are needed.

Institutional Evolution of Korea's International Cooperation of Science and Technology from the Viewpoint of the Historical Institutionalism (과학기술 국제협력의 제도적 진화: 역사적 제도주의의 관점)

  • This study analysed the institutional evolution of Korea's international cooperation of science and technology (S&T) from the viewpoint of the historical institutionalism. For this, it examined Korea's institutions for international S&T cooperation by dividing the whole period from the Korean war to the present into five sub-periods; period of technology aids, technology transfer, mutual cooperation, expanded cooperation, and highly sophisticated cooperation, respectively. It, then, reviewed the evolving process and characteristics of each period. In this study, the structure (environment), the actor (government), the institution of higher rank (science & technology policy) were considered as variables influencing upon the institutions of the international S&T cooperation. Upon this assumption, this study analysed how and through what evolutionary process the international S&T cooperation institutions have evolved so far. This study obtained the following conclusions; First, the study confirmed the existence of the "institutional layering" in the institutions of the international S&T cooperation in Korea. The momentums for the change of the institutions of the international S&T cooperation stem from international environment and domestic economic environment. They influence upon economic policy, industrial policy, and S&T policy, which, together with the actor (the government), again brings about the institutional evolution of the international S&T cooperation. Second, the institutional evolution of the international S&T cooperation is taking place gradually. As mentioned above, the momentums for the change of the institutions of the international S&T cooperation originate from international and domestic macro environment. These momentums do not directly influence upon the institutions of the international S&T cooperation, rather they give indirect influence, through other related institutions, upon the institutions of the international S&T cooperation and make its gradual change or evolution. This is because the institutions of the international S&T cooperation have the "institutional layering".
