  • Korean Government has carried out various support policies for small and midium size enterprises(SMEs). However, effect of the policy might not be realized in short term or the policy has turned out in fail. We found out the time of support is also important. Thus we propose that government should figure out the proper time to support funds according to the companies status(Technology, Production, Marketing) based on System Thinking.

  • This study investigates the characteristics and implications of the newly emerging socially-oriented innovation policy. The socially-oriented innovation policy has systemic views on the evolution of socio-technical system and innovation policy. It's ultimate goal is the transition toward sustainable socio-technical system and it takes "strategic niche management" approach for the transition policy. The governance structure of the policy is more open to the public actors, such as social service organizations and public institutes. As a case study, "the Technology-based Policy for the Enhancement of Quality of Life", which is the first comprehensive socially-oriented policy of Korea, is examined and it is suggested that the policy has some limitations because of the path dependency of targeting-oriented and catching-up style innovation policy of Korea.

  • Cybersecurity has emerged as a serious problem in Korea and there have been relevant movements to improve domestic cybersecurity policy and system. However, discussions have yet to result in actual progress and the legislation for improvement of cybersecurity policy and system have been stagnant until now. As evidenced by the introduction of primary government legislation bill for national cybersecurity in 2017, the preparations for improvements to the policy and system are still in progress. However, we cannot be positive about the possibility of implementing these improvements during the process. Recognition of the importance of cybersecutiry has gradually risen and is more prevalent than in years past, however, in-depth discussions are not being made. In principle, misunderstandings about cybersecurity itself and insufficient understandings of the relevant legislation seem to cause such problems. Therefore, it is necessary to review key issues related to the improvement of cybersecurity policy and system and reconsider tasks for the future. Such issues include the relationship between cybersecurity and fundamental rights, establishing responsibility and capability of each of entities for cybersecurity, and the role of the military in cybersecurity. This type of in-depth discussion will be helpful for finding ways to improve upon cybersecurity policy and system. Moreover, this study aims to key issues with questionnaire survey and political and normative inquiry.

Regional Innovation System in France (프랑스의 지역혁신체계 발전과정과 혁신기업 창업체계)

  • In the period of rapid economic growth, it is possible to practice the growth policy by factors input and the regional development policy by the dispersion of growth. But, in the period of weakened growth, this model loses its theoretical and practical merit. The endogenous regional development model that can efficiently cope with a international competition and a uncertainty of international economy become an alternative policy of growth and regional development. France, which had a problem of overcrowding in the capital region by the centralized growth policy and regional development policy, phase the regional innovation system policy in order to establish the foundation of an endogenous regional development from the 1970's. The regional innovation system policy in France which pursues simultaneously the systematic regional knowledge creation and the regional development is very suggestive to the regional innovation system policy in Korea that pursues the endogenous regional development and the solution of the regional disparity.

  • This study examines the logistics policy and system to activate the air freight known shipper system in Korea in order to suggest how to use the system necessary to convert and expand common shippers into known shippers. Even though "The Act on Aviation Safety and Security" and "Air Freight Security Criteria for Known Shippers" were revised in 2012 and 2011 each, the purpose was to regulate procedures to control aviation safety and security and air also freight security, so it does not include any measures to activate the known shipper system. Therefore, to activate the known shipper system, this study suggests measures to use the logistics security support system of "The Fundamental Law on Logistics Policy" revised in 2012, the logistics cooperation system, and consulting support as well.

  • Computer security is considered important due to the side effect generated from the expansion of computer network and rapid increase of the use of internet. Therefore, Intrusion Detection System has been an active research area to reduce the risk from intruders. Especially, The paper proposes a new Security Policy-based Intrusion Detection System Model, which consists of several computer with Intrusion Detection System, based on Intrusion Detection System and describes design of the Security Policy-based Intrusion Detection System model and prototype implementation of it. The Security Policy-based Intrusion Detection Systems are distributed and if any of distributed Security Policy- based Intrusion Detection Systems detect anomaly system call among system call sequences generated by a privilege process, the anomaly system call can be dynamically shared with Security Policy-based Intrusion Detection Systems, This makes the Security Policy - based Intrusion Detection Systems improve the ability of countermeasures for new intruders.

A Study on Reforming the Occupational Health Care System is Korea (산업보건서비스체계의 효율적 관리방안에 관한 연구)

  • The objectives of this study are (i) to review current situations and problems of the occupational health care system with emphasis on reforming the organizations and services, (ii) to find out a disirable occupational health system model based on integration of the occupational health system and the general health system, and finally, (iii) to suggest policy implications in occupational health services in the light of objectives of the newly emerging national health insurance reform in Korea. The major policy implications of this study are as follows: 1. In the long-run, within the occupational health system, preventive occupational health services such as employees' physical check-up, working environment examination, etc should financially be integrated with industrial accident compensation insurance. Currently separately paying expenses for each different category of services by the owner of an enterprise should be disbursed once through the payment of contributions of industrial accident compensation insurance. And then, it is necessary to strengthen and expand the role and function of industrial accident compensation insurance to cover preventive occupational health services. 2. The occupational health system should be integrated with general health system for its effective management. For the short-term policy, it is necessary to eliminate fiscal and access barrier between industrial accident compensation insurance and national health insurance by means of ex post facto settlement of accounts. The duplication of employees' physical check- ups between under the health insurance program and under the industrial health services must be coordinated in a manner either through mutual authorization by the two parties concerned or through merge into the health insurance. 3. The intent of current employees' physical check-up system focused on detection of occupational diseases, should be converted to an idea of medical surveillance system or biological moritoring system. The introduction of medical surveillance or biological monitoring system is a necessary condition to build a positive, effective and inexpensive occupational health care system.

  • Recently, the space field has become an important element both for national economies and in national security. In the continued development of the space field, policy must play a very important role. However, many researchers who want to participate in space policy are experiencing difficulties due to the lack of a clear explanation and definition of the term 'space policy' itself. Accordingly, this paper defines 'space policy', which is further classified into 'space research and development policy', 'space economy policy', 'space law and regulation policy', 'space security policy', and 'space diplomacy policy'. The important elements of each space policy field are analyzed as well.

  • Politicians are competing to persuade their policies and to oppose other's. Policy persuasion is based on two independent reasons; moral causes vs. economic outcomes. There have been few studies on investigating and comparing their structural differences. This paper studies how policy makers use moral causes and economic outcomes in persuading their policies. Causal and cognitive structures of persuasions for and against sunshine policy are compared by cognitive map analysis. Finally, this study discusses how to use causal map analysis to understand moral causes and economic outcomes as tools for policy persuasion.

An Empirical Study on the Impact of the Policy Lags and Policy Direction in the FDI inflow (외국인직접투자 유치정책의 정책시차 및 정책방향에 관한 연구)

  • The time-lag effect of the policy was analyzed focusing on the financial subsidies which are the incentive for attracting the foreign direct investment for the Korean industries from 2007 to 2012. The analysis results show that Korea's policy for attracting the foreign direct investment has the time leg of 2 or 3 years after the implementation of the policy. If the goal is to attract the foreign investment or introduce the advanced industrial technologies, the tax reduction system would be better. However, if the goal is to get the short term effects such as job creation or regional development, the direct subsidy or the financial support (financing) or the lexicographic characteristics of the policy for foreign investment would be more effective for attracting the foreign investment. Accordingly, the Korea's policy for attracting the foreign direct investment should be focused on the realistic policies such as direct subsidies or financial support (financing) rather than the tax reduction system.
