A Study on the Trade Law Conformity of Korean Shipping Policies (우리나라 주요 해운정책의 통상법적 합치성 분석 연구)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

The Application of Generalized Additive Model in the Effectiveness of Scale in Funding Policy on SMEs Overall Performance (일반화 가법 모형을 이용한 정책금융 수혜규모가 중소기업 경영성과에 미치는 효과성 연구)

  • The aims of this study is to analyze the effectiveness of firms financial status quo and the scale of financial support on SMEs overall performance. We have gathered the financial guarantee data from 1998 to 2013, provided by Korea Credit Guarantee Fund (KODIT), to analyze the effectiveness of Financial policy. To classify both financial status quo and scale of financial support, we utilized the following variables; Interest Coverage Ratio (ICR) and newly guaranteed amount ratio. To take the measurement of the overall performance, we employed profitability, growth ratio and activity index. To minimize the effect of repeated financial support (redundancy benefits), firms were selected based on the following criteria: firms that receive no financial support prior to implementing such policy over the last 3 years and no new financial support over the last 2 years. Results suggest that firms with higher ICR and large newly guaranteed amount influence on financial performance in terms of profitability index. Firms with lower ICR and large scale financial support showed a better performance compare to firms with small-scale financial support. Firms with large-scale financial support, irrespective of ICR inclined to have better performance to those of small-scale financial support in terms of growth index. For activity index, however, firms with large scale support led to higher performance in the short term. In turn, our analysis presents objective perspective with respect to the effectiveness of financial policy through credit guarantee on overall performance of SMEs. This study, therefore, implies that well-balanced SMEs supporting policy may lead to better directions.

Location and Policy Factors Influencing the Move-In Decision of Apartment Factory: Case Study of Middle and Small Sized Companies in Daegu City (아파트형공장의 입지 및 정책요인이 입주의사에 미치는 영향 -대구시 중소기업 사례를 중심으로-)

  • This study aims at analyzing location and policy factors influencing the move-in decision of apartment factories on the case study of middle and small sized companies in Daegu City. The main results of this study are as follows. Firstly, analyzing the questionnaire survey results, 58.2% of response companies have the intentions to move-in apartment factories. Secondly, through the factor analysis to the location factors, 5 factors such as network, move-in cost, accessibility, factory space and labor are derived. And through the factor analysis to the policy factors, 3 factors such as management support policy, pecuniary support policy and administrative support policy are also derived. Finally, analyzing logistic regression analysis, we can find pecuniary support policies influence the move-in decision of apartment factories.

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

  • This study verified the relationship on the perception of water reuse R&D support and water reuse vitalization policy. The study results showed that the perception of water reuse importance and effectiveness positively affected the perception of the necessity of water reuse vitalization policy, necessity of supporting water reuse water-saving product company, necessity of investing water reuse(p<.001). Also, gender, education, occupation, type of residence and monthly water rate significantly affected the between-group differences of the perception of water reuse vitalization policy. This study provided implications for preparing water reuse investment and vitalization policy by the relationship on the perception of water reuse R&D support and water reuse vitalization policy.

  • This study surveyed the subject of companies' industrial security on priorities of the government policy for the confidentiality of corporate and the necessity of expanding the government support for the industrial security. In determining the priority, we should consider all opinions of companies, individuals, societies, and governments that associated with the confidentiality. Especially in industrial security, companies are the most significant beneficiaries and consumers of security policy and it would be the basis for supporting on policy-making. As a result, we analyzed the 50 valid questionnaires collected from security personnel of Korean corporations and 'Enhance support for education and promotion of human resource (On/Off-Line)', 'Establish Security management and Security measures', and 'Enhance Security professionals status via qualifications/certifications' are shown as 1st, 2nd, 3rd priority of government policy to protect Corporate confidential information including its customer information. All respondents of the study says that the Government support for Industrial Security should be enlarged.

A Policy Dilemma Analysis on ICT SMEs after COVID19 (코로나19 이후 ICT 중소벤처기업 정책 딜레마분석)

  • This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.

The Effects of Social Support on Psychological Wellbeing of North Korean Refugees : Focusing on Moderating Effects of Coping Style

  • This study is to test moderating effects of North Korean Refugees' coping styles in the causal relation between social support and psychological wellbeing and suggest policy implications for helping social adjustment of North Korean Refugees. For this study, 100 North Korean Refugees were sampled and surveyed. The analytical result of this study showed that the degree of psychological wellbeing was highest among the refugees of the entire families migration. Also, this study showed that the causal relationship between social support and psychological wellbeing was not significant, and moderating effects of emotional support and appraisal support were significant, while moderating effects of material support and informative support were not significant. In this study, we suggested some policy implications basing on this analytical results.

The Assessment of the Border Area Support Policy (접경지역 지원의 목표달성 평가)

  • The Border Area Support Act(2000) has policy goal convergence to improve living conditions, to conserve natural environment, and to prepare national unification in this area. The purpose of this study is to evaluate whether the support until now meet the policy goal or set a question on policy itself. Variation of statistical indicators related with policy goal for the period 2000-2014 has analyzed and compared with local government's evaluation report. It is found out that resident's living condition has improved in spite of several political fallacies, but the support policy can damage natural environment and cause conflict with military regulations constantly. Under current inter-Korean relation, it is desirable to minimize conflicts between political bodies in Border Area.

  • The purpose of this paper is to develop an OLAP (online analytical processing) database system that supports the SMBA (Small and medium Business Administration) policy funding. A heterogeneous dimension schema will be central in staged support of policy funds. In this paper, therefore, we designed the FREQUENCY dimension table which has a heterogeneous dimension schema structure. In this paper, we made a model of measuring SME (small and medium-sized enterprise) size first. The model is composed of six determinants of firm growth such as sales, employment, own technology, the operating profit to sales ratio, the debt ratio, and the current ratio. We developed the OLAP database system by using three dimensions including the FREQUENCY dimension, and using the model of measuring SME size. Also we assessed past decisions on policy funding in the Small Business Policy Funds Support Project (2004-2007) by using the OLAP database system.
