Institutional Strengthening and Capacity Building: A Case Study in Indonesia

  • This study seeks to examine and analyze the influence of institutional strengthening factors, and capacity building - communication, resources, and training - on the performance of defense policy implementation. This study conducted a quantitative analysis related to the implementation of the institutional strengthening policy. The data used are primary data with a research instrument in the form of a questionnaire. The population in this study were all people in the city of Bandung, Indonesia. The sample of this study consisted of 200 respondents consisting of civilians and soldiers who served in the city of Bandung. Data analysis uses the Structural Equation Model (SEM) measurement model. The results of this study reveals that institutional strengthening (X1) influences positively and significantly capacity building's communication (Y1), resources (Y2), and training (Y3). On the other hand, the performance of defense policy implementation (Y4) is positively and significantly affected by capacity building's communication (Y1), resources (Y2), and training (Y3). The interaction between institutions, consumption support, role of the healthcare sector, and effectiveness are the most important indicators reflecting capacity building (communication, resources, training) and the performance of defense policy implementation. Essentially, this study analyzes the performance of defense policy implementation based on capacity building.

The Effects of Profitability and Solvability on Stock Prices: Empirical Evidence from Indonesia

  • This study aims to analyze the effect of the ratio of profitability and solvability (leverage) on the variable stock price, which is mediated (intervening) by the variable dividend policy. Using the financial reports of manufacturing companies in the consumer goods sector, we take profitability data (ROA, ROE, GPM, and NPM), solvability data (DAR, LTDER, and DER), dividend policy (DPR), and stock price (closing price) from 24 companies, which were selected as samples, from 2011 to 2018. Data was analyzed using the Structural Equation Modeling (SEM) method. The results show that profitability, solvability, and dividend policy affect changes in stock prices, respectively. On the other hand, profitability and solvability do not affect dividend policy. The indirect relationship (intervening) is assessed using a single test, resulting in a dividend policy that can intervene in the relationship between profitability and stock prices but cannot mediate the relationship between solvability and stock prices. The implication of this research is to provide knowledge to investors about the importance of knowing the company's financial performance. Companies with good financial performance will easily develop because there are sufficient funds for company operations. By analyzing financial ratios, investors can get signals to decide whether to invest in the company they want.

Housing Policy Capacity and Indonesian Response to the COVID-19 Pandemic

  • Purpose: This study discusses how Indonesia's response to the Corona Virus Disease-19 pandemic based on the perspective of housing policy capacity which consists of resources, organizations, and networks, politics, systems, and finance. Research design, data and methodology: This study used a qualitative method through a literature review. Data collection techniques were carried out by searching various sources and literature related to housing capacity theory and various data on Indonesia's response to the Covid 19 pandemic. Based on a literature review, this study adapted and modified the five components of capacity, namely resource capacity, organizational and network capacity, political capacity, system capacity and financial capacity in Indonesia in responding to the Covid-19 pandemic. Data analysis used analytical themes which consist of understanding the data, generating initial codes, looking for themes, reviewing themes, defining and naming themes, producing of manuscripts. Results: The results show that the weakness of the system capacity greatly affects Indonesia's housing policy capacity in responding to the Covid-19 pandemic and on the other hand the five housing capacities are an integrated process within the housing policy framework in Indonesia, especially to overcome the Covid-19 pandemic. Conclusions: The findings of this study are the importance of building a system capacity that is directly integrated with housing policy and the strengthening of the resources capacity, organizations, and networks, politics, and finance in the context of Indonesia's housing policy, especially in dealing with the Covid-19 pandemic situation.

Stem Cell Governance in Korea After Hwang's affair - Change in Governmental Fiscal Expenditure for R&D Investment - (한국 줄기세포연구정책 거버넌스의 특성 - 황우석 사태 이후 R&D 투자 변화를 중심으로-)

  • This study analyzed the characteristics of the politics of technoscience and governance in South Korea, taking advantage of the policy changes on the stem cell research after Hwang's affair. In spite of generally accepted conventional wisdom that stem cell research had been suffering 'crisis' after the Hwang's affair, South Korea succeeded in developing the first and the largest stem cell product in the world. However, considering the fact that the stem cell research capabilities and technological competitiveness of Korea have been assessed as relatively low compared to the development performance, there is a need to extrapolate how such result could be achieved. To answer these questions, we analyzed changes in the R&D expenditure before and after the scandal and verified the 'crisis of stem cell research' following the reduction of financial support from government. From the analysis of literature on the policy reports and news, we described the process of discourse changes in policy and analyzed the characteristics of the politics of technoscience and governance of stem cell research. This study emphasized that the government R&D and regulation policy play the key roles in the development of stem cell research rather than in the technological competitiveness in South Korea. Furthermore, this study argued that democratic governance still does not work under the policy conditions that technocratic decision-making of stem cell research fails to learn from the Hwang's affairs.

Measures for e-Learning Policy Effectiveness Improvement through Analysis of Maturity of Korean Policy Application (이러닝 지원정책 활용성숙도 분석을 통한 정책 효과성 제고 방안)

  • In this study, we analyze how the difficulties of e-learning firms' management affect to the maturity of the practical use of e-learning research & development (R&D) policies. And we explore the method that can enhance the effectiveness of policy. In the pursuit of this purpose, we use the 2012 South Korea e-learning industry survey data. Using variables of recognition of policy, experience of policy, and intention to use of policy, we find the maturity model of six stages. And we analyze the impact of the difficulties of operation, technology development, marketing to the maturity model. As a result, the more e-learning firms have problems of fund management and technology commercialization, they are located the higher maturity of the use of policy. Based on the results of these studies, we discuss the implication for how can enhance the effectiveness of policies.

Study of a Policy Plan for Vitalizing a family Leisure (가족여가 활성화를 위한 정책방안)

  • This study is to solve following problems by a family leisure as the problem of a single person in seclusion type, teenager-children being addicted to game, the disconnection of culture inheritance among inter-generation, the elder being isolated from leisure, the increase of the children using a key to go into home alone, the problem of a gender discrimination. This study defines the policy for a family leisure as "policy that ultimately creates the happiness of family, prevents the family problem and deals with it, through the leisure activities that are suitable to family life cycle". It also considers some other important properties(equality, gender and family life cycle, space) besides the constitution and function of family leisure. To create the happiness of family, the direction of the policy for a family leisure heads toward the positive function such as unification, creativity, and psychological stability of family members. At this point, the object of the policy for a family leisure is a unit of the family and it focuses on the level of interaction and positive function development between family members, being beyond the concept of family activity. Therefore, the policy that is to vitalize a family leisure must contain the interaction and positive function between the family members. Hereupon, to vitalize a family leisure, this study leads above-mentioned subjects based on programming, running leisure facility, information system, experts, social awareness, and supporting to the various family. Specialty, the process of leading these subjects is connected to the suggestion of the concrete program and then, is to result in supporting the program development for the essential leisure policy.

In Search of an Alternative Regional Industrial Policy by Linking Cluster Policy with Smart Specialization Strategy and the Triple Helix Innovation System (스마트전문화 전략 및 트리플헬릭스 혁신체계와 클러스터 정책의 연계를 통한 대안적 지역산업정책의 모색)

  • After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.
