Analysis on the Difference in Perception Between Policy Providers and Users on the Factors that Activate the Innovation Cluster: Focusing on the Case of Daedeok Innopolis using AHP (혁신클러스터 활성화 요인에 대한 정책공급자와 수요자의 인식차이 분석: 대덕연구개발특구 사례에 대한 AHP 조사를 중심으로)

  • The innovation cluster is formed by cooperation and networking among a number of actors, including companies, universities, research institutes, government and other supporting organizations, but the main subject of innovation in the venture ecosystem, which can be said to be the core of the innovation cluster, is the enterprise. Therefore, enterprises in innovation cluster can be seen as a major user of the innovation cluster policy. In order for the policy to be executed smoothly, policy acceptance is important. However, existing research on policy prioritization tends to be centered on policy providers, so it is necessary to check them from the perspective of policy users. Accordingly, this study conducted discussions from a two-way perspective to establish the correct policy direction through a balanced perspective between a policy provider-centered top-down perspective and a policy user's bottom-up perspective. First, the factors for activating the innovation cluster (three factors in the first level and 14 factors in the second level) were derived through prior research and expert interviews. After that, the importance of the factors for activating the innovation cluster was analyzed using AHP (Analytic Hierarchy Process) for the policy provider group and the user group in the Daedeok Innopolis, a representative case of innovation cluster policy. As a result of analyzing the importance of the innovation cluster activation factors from the perspectives of policy providers and users, some similarities were also seen, but overall differences in mutual perception were found. It was found that the policy provider group focused on innovation creation factors, while the policy user group viewed innovation creation, clusters, and industrial location factors from a more balanced perspective. This study is meaningful in that it deals with both perspectives in a balanced way by expanding the targets from the existing policy provider-centered research to policy users. In addition, practical contributions exist in the aspect of providing basic data so that policies can be carried out based on corporate needs in fostering innovation clusters.

The Korean Defense Industry System and Its Policy Leverages (한국 방위산업의 시스템과 정책 레버리지)

  • The Korean defense industry was brought up in the government policy since 1970's. The important parts of defense industrial technologies have not been developed, and usually introduced from overseas. Moreover, the development of advanced technologies was not actively stimulated or pursued, consequently shaping the current structure of the defense industry which lacks global competitiveness due to the dearth of high technologies necessary for high-technology weapons. This research analyzes the systems of the Korean defense industry through a systems thinking approach in order to understand the whole mechanism and to find ways to improve the defense industry. Finding some leverages is the main purpose of systems thinking, that yields desirable results with a little effort. The three policy leverages are: (1) the policy for timely fielding; (2) the R&D investment for development and production of domestic high-technology weapons; and (3) the policy measures for exports. The research findings will contribute to the invigorating and developing the Korean defense industry by providing policy-makers and acquisition practitioners with systematic understanding and insight into the dynamics of the defense industry for them to make and execute efficient policies taking into account the Korean overall defense industry.

  • Purpose: The purpose of this study is to investigate the current situation and problems of the existing government support policy and 6th industry. In order to solve these problems and to create innovative values and welfare for farming and fishing villages in the future, we suggest implications for policy and support of 6th industry and propose appropriate government policy support. Methods: As a research method, we analyzed the relative importance and urgency of each item based on problems, implications, and suggestions about policy and support of 6th industry. Results: The results of this study were based on the relative basis of potential factors for each item, and prioritized items were selected and strategies for each category were derived. Conclusion: Further research is needed on specific measures and detailed procedures to ensure that policies and support are practically applied to items of relatively high importance and urgency and high priority.

Roles of Health Technology Assessment for Better Health and Universal Health Coverage in Korea (우리나라 보건의료 발전을 위한 의료기술평가의 역할)

  • Health technology assessment (HTA) is defined as multidisciplinary policy analysis to look into the medical, economic, social, and ethical implications of the development, distribution, and use of health technology. Following the recent changes in the social environment, there are increasing needs to improve Korea's healthcare environment by, inter alia, assessing health technologies in an organized, timely manner in accordance with the government's strategies to ensure that citizens' medical expenses are kept at a stable level. Dedicated to HTA and research, the National Evidence-based Healthcare Collaborating Agency (NECA) analyzes and provides grounds on the clinical safety, efficacy, and economic feasibility of health technologies. HTA offers the most suitable grounds for decision making not only by healthcare professionals but also by policy makers and citizens as seen in a case in 2009 where research revealed that glucosamine lacked preventive and treatment effects for osteoarthritis and glucosamine was subsequently excluded from the National Health Insurance's benefit list to stop the insurance scheme from suffering financial losses and citizens from paying unnecessary medical expenses. For the development of HTA in Korea, the NECA will continue exerting itself to accomplish its mission of providing policy support by health technology reassessment, promoting the establishment and use of big data and HTA platforms for public interest, and developing a new value-based HTA system.

Analyzing the Effectiveness of Closed Season Policy Using an Integer Linear Programming (정수선형계획법을 이용한 금어기 제도의 효과 분석)

  • This study aimed to evaluate the effectiveness of closed season policy using an integer linear programming, targeting the large purse seine fishery in Korea. In the analysis, based on Cheng and Townsend(1993), fishing effort (fishing days by month) was assumed to be distributed for profit maximization of vessels and catch of immature fish was estimated. The analytical results showed that the effects of closed season policy would vary in accordance with the monthly closures in terms of fishing profits and catch of immature fish. A closed season policy by month had different effects on fishing profits and catch of immature fish by species. It implies the importance of considering seasonal changes of fish species when limiting fishing efforts with the closed season policy.

  • The purpose of this study is to explore the concept of social exclusion and underclass and to find out their implication for the poverty policy in Korea. Social exclusion as a concept, on the other hand, offers a broader perspective in addressing multi-dimensional disadvantage, especially in relation to social policy. The term underclass offers a convenient metaphor for use in commentaries on inner city crises because it evokes three widely shared perceptions: novelty, complexity, and danger. Conditions within inner cities are unprecedented; they cannot be reduced to a single factor; and they menace the rest of us. Open debate on the underclass accelerated in 1977 when Time magazine announced the emergence of a menacing underclass in America's inner cities. Drugs, crime, teenage pregnancy, and high unemployment, not poverty, defined the 'underclass,' most of whose members were young and minorities. With the publication in 1982 of Ken Auletta's Underclass, the word secured it dominance in the vocabulary of inner-city pathology. As implications for Korean poverty policy of the concept of social exclusion and underclass, the establishment of multi-dimensional concept of poverty, development of multi-dimensional approach of social work, improvement of National Basic Life Guarantee System, research on employment policy in social welfare field, and research on housing policy for the poor were suggested.

The Use of Agri-environment Concept in the Legislation and the Improvements in South Korea (농업환경의 개념에 관한 법률적 논의 현황과 문제점 분석)

  • This study analyses the use of agri-environment concept in South Korean laws and tries to identify the limitations and improvements. The agri-environment has been used in the EU agricultural policy since the mid 1980s, and now became the most important policy in the rural development policy. It has been regarded as a concept explaining the various factors for agricultural production. However, the EU defines it as results of agricultural production which includes not only environmental and natural features but also social and historical resources in rural areas. This definition has played a key role in the 2013 reform of the CAP. Because many developed countries are implementing the agri-environmental policy, South Korea needs to introduce it soon. In doing so, this research explores how the current South Korean laws are dealing with the relationship between agriculture and environment. It reviews 34 laws in total and finds out neither act applying the concept of agri-environment, nor recognizing the role of agricultural production in biological and environmental conservation. Nevertheless, this research identifies that some acts could be a basis for introducing agri-environmental policy in South Korea if they may complement the interrelationship between the agricultural production and conservation of rural resources.

A Case Study on Big Data Analysis Systems for Policy Proposals of Engineering Education (공학교육 정책제안을 위한 빅데이터 분석 시스템 사례 분석 연구)

  • The government has tried to develop a platform for systematically collecting and managing engineering education data for policy proposals. However, there have been few cases of big data analysis platform for policy proposals in engineering education, and it is difficult to determine the major function of the platform, the purpose of using big data, and the method of data collection. This study aims to collect the cases of big data analysis systems for the development of a big data system for educational policy proposals, and to conduct a study to analyze cases using the analysis frame of key elements to consider in developing a big data analysis platform. In order to analyze the case of big data system for engineering education policy proposals, 24 systems collecting and managing big data were selected. The analysis framework was developed based on literature reviews and the results of the case analysis were presented. The results of this study are expected to provide from macro-level such as what functions the platform should perform in developing a big data system and how to collect data, what analysis techniques should be adopted, and how to visualize the data analysis results.

  • This study aims to investigate the implementation of village fund (VF) policy in Indonesia by addressing the following issues: (1) what is the VF policy; (2) factors that support and hinder policy implementation; (3) impact of policy implementation; and (4) model for implementing village fund policies that can improve community welfare. Through a descriptive qualitative-based approach, several indicators are measured, namely, the substance of implementing rules, the results of project implementation, supporting and inhibiting factors for policies, participation factors, and the impact generated by village fund policies, which include social and economic effects. The extraction of this information and indicators will lead this study to produce ideal models and propositions for quantitative confirmatory research as a future research agenda. This study was conducted in two villages (Mojomulyo and Tambakromo) in Pati District, Central Java, Indonesia. Data collection model using interviews and observations from all actors who play a role (e.g., village government, village supervisory agency, and community). The study results show that policies have been implemented by normative rules; there are several supporting and inhibiting factors both internal and external. The study results also confirm the relevance of the articulated theory and some comprehensive input to our study.

Comparative Analysis on Korea-U.S. space policy system (한미간 우주정책 체계 비교분석)

  • U.S contains the best technology, man power, and big investment in space. It considers space as not only a science and technology related area, but also as an industry and national security related area. Korea's space policy focuses on the development of space systems such as satellites and launch vehicles. Space policy systems of the two countries are also different, causing some discrepancy in mutual interest when we talk about cooperation with the U.S. This study introduced U.S space policy framework and compared it with Korea's policy. It is meaningful in that we can find an effective way of cooperation between two countries.
