중소기업 해외진출지원에 관한 연구: 일본과 독일의 지원정책사례를 중심으로 (Overseas Expansion Support to Small and Medium Enterprises: The Case of Japan and Germany)

  • Purpose - This research analyzes overseas expansion support systems for small- and medium-sized enterprises in Germany and Japan. Germany and Japan have developed overseas expansion support policies for such enterprises. The study then explores the implications for Korea and its local governments. Research design, data, and methodology - We did a comparative analysis of Japan and Germany and their support for overseas expansion of small and medium companies. Data were mainly collected from the Ministry of Economy, Trade and Industry (Japan) and the Germany Trade and Invest (Germany) agency through statistics and literature surveys, and analysis studies. Results - First, human resources cultivation and funding support policies, which both Germany and Japan use as part of small- and medium-sized enterprise policies, should be modified to Korean circumstances and to reflect its own small- and medium-sized enterprise support needs. Second, both the German policies that support overseas expansion of small- and medium-sized enterprises and those of Japan's include the philosophy and methods that put an emphasis on these enterprises, despite the fact that there are big differences in the overseas policies in these two countries. Third, German and Japanese governments are embracing the idea that small- and medium-sized enterprises are key to their national economies and implementing policies based on the ratio occupied by these enterprises in the domestic consumption or GDP. In other words, Germany and Japan consider small- and medium-sized enterprises as central to their nation's industry, and assess them as economic industry that should definitely exist for the continued survival of big businesses, and not just as merely supplemental to big business. Fourth, whereas Germany emphasizes support to product exhibition in its overseas expansion support policies, Japan is providing integrated support containing foreign direct investment to small- and medium-sized enterprises. Fifth, there are differences in the overseas expansion support in Germany and Japan in terms of their support to big business. Whereas Germany considers support to big business unnecessary, Japan is implementing active support policies to areas corresponding to big business. Korea will have to benchmark the policies of Germany and Japan, and decide whether or not to give full support to small- and medium-sized enterprises, while excluding areas supporting big business. Conclusions - Based on this analysis of German and Japanese overseas expansion support policies, we need to choose the policies that will engender a solid outcome and derive modified policies for the circumstances of Korea. Additionally, we can use the comparison of the overseas support policies of Japan and Germany to choose small- and medium-sized enterprise overseas expansion support policies for Korea. However, we cannot provide specific overseas support policies by industry. This point will be referenced as a limitation of this study. In future research, we expect that some researchers will take an empirical approach to exploring Korean overseas expansion support through collecting cases of overseas support policies and interviewing policy authorities.

비정형 빅데이터 분석 및 디자인씽킹을 활용한 민원문제 해결에 대한 고찰 (Irregular Bigdata Analysis and Considerations for Civil Complaint Based on Design Thinking)

  • Purpose - Civil affairs are increasing in various forms, but civil servants who are able to handle them want to reduce the complaints and provide keywords that will help in the future due to their lack of time. While various ideas are presented and implemented as policies in solving civil affairs, there are many cases that are not policies that people can sympathize with. Therefore, it is necessary to analyze the complaints accurately and to present correct solutions to the analyzed civil complaint data. Research design, data, and methodology - We analyzed the complaints data for the last three years and found out how to solve the problems of Yongin City and alleviate the burdens of civil servants. To do this, the Hadoop platform and Design Thinking process were reviewed, and proposed a new process to fuse it. The big data analysis stage focuses on civil complaints - Civil data extraction - Civil data analysis - Categorization of the year by keywords analyzing them and the needs of citizens were identified. In the forecast analysis for deriving insights, - The case of innovation case study - Idea derivation - Idea evaluation - Prototyping - Case analysis stage used. Results - Through this, a creative idea of providing free transportation cards to solve the major issues of construction, apartment, installation, and vehicle problems was discovered. There is a specific problem of how to provide these services to certain areas, but there is a pressing need for a policy that can contribute as much as it can to the citizens who are suffering from various problems at this moment. Conclusions - In the past, there were many cases in which free traffic cards were issued mainly to the elderly or disabled. In other countries, foreign residents of other area visit the areas for accommodation, and may give out free transportation cards as well. In this case, the local government will be able to set up a framework to present with a win-win scenario in various ways. It is necessary to reorganize the process in future studies so that the actual solution will be adopted, reduce civil complaints, help establish policies in the future, and be applied in other cities as well.

시각장애인의 구강보건행태가 DMFT지수에 미치는 영향 (The effect of oral health behavior of the visually impaired on DMFT index)

  • Objectives: This study aimed at helping oral health prevention of the blind and related management plan, which is defined as the influence factors between missing and filled permanent teeth index and general feature and oral health behavior of the blind in Korea (estimates 229,678 persons) using data of the 6th Korea National Health and Nutrition Examination Survey from 2014 Korea Centers For Disease Control and Prevention. Methods: The blind over the age of 30 were selected as study subjects who have conducted health survey and dental inspections in KNHANES VI-2. Estimates of the subjects were 229,67 persons. For analyzing data, general linear models: GLM and covariance analysis were conducted to identify the relation between general feature and oral health behavior and missing and filled permanent teeth index. SPSS 21 statistical program was used, which is possible to conduct complex sampling design, and the significance level was 0.05. Results: The missing and filled permanent teeth index was 8.58 points. Regarding the results of the analysis, R-squared of the missing and filled permanent teeth index depending on general features of the blind was 0.839 points, which shows gender, age, residence, education level, individual income, disability rating, kinds of health insurance, marital status and recipient of basic living had an effect on the missing and filled permanent teeth index. R2 of the missing and filled permanent teeth index depending on oral health form of the blind was 0.728 points, which shows oral examination, dental treatment, smoking and toothbrushing after lunch had an effect on the missing and filled permanent teeth index. Conclusions: With the result of this study, we found the oral health actual condition of the blind in Korea. Therefore, it is considered that the government needs to introduce the personalized oral health education program to maintain oral health of the blind and to develop a program that uses braille and voice device which enables to access and utilize to improve oral health behavior that the government could use it as a reference to establish the policy plan.

A-산업단지 발생 슬러지의 에너지화를 위한 경제성 검토 (Investigation on Economical Feasibility for Energy Business of Waste Water Sludge Discharged in 'A' Industrial Complex)

  • 우리나라는 1960년대에 들어서 경제개발계획의 수립과 더불어 산업발전 정책이 강력히 추진되기 시작하며 많은 산업단지가 조성되어 있다. 현재는 지속적인 발전이 가능한 산업단지로 만들기 위하여 정부에서는 산업단지에서 발생되는 부산물과 폐기물을 다른 기업의 원료나 에너지로 재활용하는 생태산업단지 구축사업을 추진하고 있다. 이와 관련하여 본 연구에서는 연구대상지역인 A 산업단지에서 발생되는 슬러지의 물리화학적 특성을 분석하였고, 슬러지의 에너지화 시설 설치에 따른 경제성 및 부대효과를 분석함으로써 사업화 가능성을 검토하였다. 연구대상지역인 A산업단지에서 발생되는 슬러지발생 업종의 비율은 92%가 석유 화학업종인 것으로 분석되었다. 이렇게 발생된 슬러지는 매립>소각>>재활용>해양투기의 순으로 처리되고 있는 것으로 조사되었으며 슬러지를 채취하여 분석한 결과 발생량 가중치 평균으로 3,891kcal/kg인 것으로 분석되었다. 분석된 기초 데이터를 바탕으로 건조시설과 열병합 발전소를 설치하여 운영 할 경우 설치비용, 운영비용, 운영이익을 산출하였고, 총 8가지 Case로 분류하여 흑자전환유무 및 그 시점에 대한 시뮬레이션을 하였다. 분석결과 건조시설과 열병합발전소를 설치 운영하며 국고지원을 받을 경우 3년에 원금회복 후 4년째부터 흑자를 나타낼 것으로 분석되어 사업화 경제성이 있는 것으로 평가되었다.

습지 이용자 생태의식과 시설선호도 연구 - 우포늪을 대상으로 - (A Study on the Wetland User's Eco-consciousness and Preference of Amenities - Focused on Upo Marsh Users -)

  • The researcher noted the fact that wetland users are more and more diversified while people are more conscious of their ecological importance. Wetlands tend to be very sensitive in ecological terms, and therefore, they can hardly accommodate their users' needs indefinitely. With such basic perception in mind, the purpose of this study was to survey wetland users' eco-consciousness, determine their traits, analyze the corelation between their traits and preferences of wetland amenities, and thereby, provide the data useful to planning of an effective wetland management policy. To this end, the researcher sampled nation's largest wetland, Upo Marsh located in Changnyeong for a questionnaire survey. Wetland users' eco-consciousness was measured, using Dunlap's NEP (New Ecological Paradigm) approved by many researchers. Wetland users' preferences of the wetland amenities were measured, centered around 11 amenity types observed commonly at the domestic wetlands. As a result of the survey conducted in October, 2012, a total of 228 effective samples were acquired. Wetland users' eco-consciousness was higher than normal, scoring 3.45 on the 5-point scale consisting of 5 sub-scales. In particular, users were more conscious of 'the possibility of an eco-crisis,' while being less conscious of 'ejection of exemptionalism.' As a result of classifying the users into 3 sub-groups in reference to their eco-consciousness and analyzing their preferences of amenities comparatively, significant differences were found in all 3 sub-areas. In particular, the sub-group most eco-conscious tended to prefer the learning amenities, but the least eco-conscious sub-group tended to prefer the utilities. As a result of the post-hoc test, it was found that most and normal eco-conscious sub-groups were more or less homogeneous, while the least eco-conscious sub-group was significantly different from the former 2 sub-groups in terms of eco-consciousness. As the wetland users were found to be diversified in terms of their eco-consciousness, it is necessary to plan the wetland management policies in consideration of such differences. However, it is perceived that the wetland amenities need to be built to meet the more eco-conscious users.

택시 운전자의 응급처치 시행의지에 대한 응급처치 교육 효과 (The Effect of First-aid Training for Taxi Drivers on Their Willingness to Perform Emergency Care)

  • Purpose: After a traffic accident, first-aid performed within the first few minutes is important for the injured in terms of survival, future health, and quality of life. Taxi drivers have more possibility of witnessing traffic accidents because they spend much time on the road. If taxi drivers are well trained and can perform first-aid in a correct manner, they will play an important role in pre-hospital emergency medical services. We investigated the effect of first-aid training on taxi drivers' willingness to perform emergency care. Methods: We provided first-aid training for 600 deluxe taxi drivers in Busan in 2012. The subjects were given a questionnaire to answer at the beginning and at the end of first-aid training. Results: 427 out of 600 deluxe taxi drivers answer our questionnaire completely. 93 out of 427 deluxe taxi drivers answered that they had first-aid training within past 3 years(21.8%). 323 taxi drivers have witnessed a traffic accident(76%). 45 out of 323 deluxe taxi drivers who witnessed a traffic accident answered that they provided first-aid to victims(14.0%). After first-aid training, taxi drivers' willingness to perform emergency care was increased compared to that before training. The failed group of taxi drivers that had same or decreased willingness after first-aid training had a low level of education than the successful group that had increased willingness after first-aid training. Conclusion: First-aid training increased taxi drivers' willingness to perform emergency care. So Taxi drivers should be encouraged more to undertake and maintain first-aid training. For more volunteering of first-aid training and improvement in the effect of first-aid training, a graded education program for taxi drivers with a low level of education should be developed, and a policy on giving credit for completing first-aid training course and for carrying out first-aid needs to be formulated.

중요도-만족도분석을 통한 보행자시설 개선에 관한 연구 (A Study on the Improvement of Pedestrian Facilities by the Use of Importance-Performance Analysis)

  • 본 연구는 보행자의 이동편의시설에 대한 실태 및 의식조사를 바탕으로 향후 이동편의시설의 개선 전략 수립시 기초자료를 제시하는 것에 목적이 있다. 이를 위해 충청남도 부여군을 대상으로 "교통약자 이동편의 실태조사 보고서"와 선행연구에서 이동편의시설 관련 평가항목을 검토하여 선정하고, 설문조사 및 중요도-만족도 분석(IPA)을 실시하였다. 분석 결과 첫째로 개선의 집중지향항목은 보도로 나타났으며, 이에 대한 세부지표를 살펴보면 보도에서의 보행안전성, 장애인 편의시설, 보도포장이 보도에 대한 부분 중에서도 가장 시급히 개선해야 할 부분인 것으로 나타났다. 둘째, 지속유지항목으로는 버스, 횡단보도로 나타났으며, 셋째, 저순위 항목으로 지하도 육교, 마지막 과잉지양항목은 여객터미널, 버스정류장에 대한 부분으로 나타났다. 종합적인 측면의 IPA 결과를 바탕으로 부여군의 이동편의시설 이용 실태를 판단해 보면, 보도에서의 직접적인 보행환경에 대한 개선이 가장 시급한 것으로 나타났으므로 이에 투자우선순위를 두어 개선전략을 마련하는 것이 가장 바람직한 것으로 판단되었다.

  • 최근 자전거이용에 대한 관심은 증가하고 있지만, 기존 연구에서는 시설공급이 자전거 이용에 미치는 영향과 자전거 이용 실태분석 및 평가항목의 중요도 분석이 대부분을 이루고 있어, 자전거 이용에 있어서 중요한 지역여건 및 현재 만족도를 충분히 반영시키지 못하고 있는 실정이다. 따라서 본 연구에서는 무동력인 자전거 특성과 현재 운동 목적으로 주로 이용하는 이용자 특성을 반영한 경사도, 자전거도로 연장, 근린공원 수에 따라 부산시를 구 동별로 자전거이용 양호 가능 애로 지역으로 분류하고, 분류된 지역별로 지역간 연계가 가능한 Line-to-Line 정비방안으로 할 것인지, 지역내 주요지점을 연계시키는 Point-to-Point 정비방안으로 할 것인지를 결정하여 부산시의 단계별 자전거이용 활성화 접근방안을 지역별로 차별화하여 제안한다. 또한, 자전거 이용여건이 양호한 동이 포함된 강서구, 사상구, 기장군과 정비효과가 가장 큰 부산진구 시민들을 대상으로 자전거 관련의식 조사를 실시하고 지역여건 및 자전거 이용관련의식 기반구조모형을 구축하여 자전거 관련 현재 만족도와 시설 정책정비 필요성, 지역여건, 향후 자전거 이용의사와의 상호영향관계를 분석할 것이다.

제주시 차고지증명제 사례소개와 성공을 위한 방안 연구 (Levying Garage Option on Car Buyers (Jejusi Case Studies and the Way to Success))

  • 본 연구의 목적은 주차의 긍정적 역할과 부정적인 측면에 관한 문제의식을 가지고 우리나에서는 처음으로 제주시에서 시행하고 있는 차고지증명제를 소개하며, 차고지증명제를 활성화시키기 위한 방법을 주민의 의견을 들어 제안하고자 하는 것에 목적이 있다. 차고지증명제(Levying Garage Option on Car Buyers)란 자동차소유자가 자기차고를 원천적으로 확보하도록 하여 특히 야간 이면도로의 주차무질서를 바로잡고, 각종 불법 주정차의 문제를 해결하며, 도로의 미관을 개선하고 도로의 원래 기능을 주민에게 돌려주기 위하여 차고시설 설치에 관련된 법률을 일반 모든 차량에 적용하도록 하려는 제도라 할 수 있다. 제주시에서는 전국 최초로 자가용자동차에 대하여 차고지증명제를 도입하게 되었다. 설문조사 결과 차고지증명제가 성공하려면 구 도심지 주택밀집지역에서는 별도의 해결책이 있어야 한다는 의견이 가장 많았다. 그리고 차고지 증명제 찬반에 따른 로지스틱 회귀분석을 실시하였다. 차고지증명제에 찬성을 많이 유도하고 성공을 구하려면 차고와 거리완화, 단속강화, 공동주택에서의 대책마련에 특히 관심을 가져야 할 것임을 알 수 있다. 그리고 정책제언을 다음과 같이 정리하였다. 첫째, 차고지와의 거리를 차츰 완화하는 정책을 펴야 한다. 둘째, 차고지증명제를 이행하는 세대에게는 저리융자로 사유주차장을 만들도록 유도하거나 세금의 감면 혹은 면세 등의 인센티브를 줄 필요가 있다. 셋째, 담장허물기 사업과 연계할 필요가 있다. 넷째, 제주시 동지역 이외에 다른 지역과의 형평성을 고려해야 하고, 차량에 대해서도 형평성을 고려해야 한다.

기업의 혁신전략에 따른 민간 연구개발 투자 영향 연구 - 부산지역 중소기업을 중심으로 - (Determinants of Private R&D Investment by Firms' Innovation Strategies - A Case study of Small and Medium Enterprises in Busan -)

  • 본 연구는 2011년과 2013년 중소기업기술통계 조사에 응답한 4,000개 기업 중 본사가 부산에 소재한 중소기업(5인 이상 300인 미만) 481개사를 대상으로 기업의 혁신전략에 따른 민간 연구개발 투자에 미치는 영향요인을 살펴보았다. 기업의 혁신전략과 관련해서는 R&D 포트폴리오, 연구개발조직 및 인력, 조직의 혁신전략 방향 설정자로서의 CEO 역할을 독립변수로 제시하였다. 또한, 산업을 제조업 기술수준별 4개 그룹과 지식서비스업 등 총 5개로 구분하고, 종속변수 민간 연구개발 투자비에 대한 영향을 선형 회귀 분석하였다. 이에 따른 분석 결과는 기업의 혁신전략 중 복합적인 R&D포트폴리오, 체계적인 연구조직 보유, 연구인력 증가는 모두 민간 연구개발비 투자에 정(+)의 영향을 미친다. 이를 산업별로 구분하여 분석하여도 연구개발 조직과 연구인력 보유가 유의미한 영향요인으로 나타났다. 위의 결과를 살펴볼 때, 지역 중소기업의 민간 연구개발투자를 활성화하기 위해서는 다양한 R&D 포트폴리오를 갖추고 체계적인 연구개발 조직과 충분한 연구인력을 확보한 기업을 중심으로 R&D 투자가 확대할 수 있도록 산업별 특성을 고려한 정책 지원이 필요하다고 할 수 있다.
