Purpose - The purpose of this study is to find out how shipping company recognizes making partnership with the third party logistics provider and to give implication. Research design, data and methodology - Personal interview and questionnaire by E-mail, Fax, Mail, and telephone were used. 700 copies of the questionnaires were distributed and 155 copied were returned. Among collected questionnaires, 20 copies were excluded because of insufficient content, and therefore 135 copies were used. Results - Korea should change into new paradigm from old one based on current economic and social systems which has stemmed from bureaucracy, inflexibility chauvinism and equalitarianism. Flexible policies, administration and systems will be needed for better business practices. The Domestic logistics corporation needs to preoccupy strategic logistics hub and network. Conclusions - To be a center of North East Logistics, Korea needs more reasonable business law, systems and policies. Social norms and orders should be established to accomplish political and social security. A paradigm of the policy ruling over development of capital city and satellite cities shall make change.

Since computerized numerical controller(CNC) emerged as a result of the fusion of the electronics technology and the mechanical technology, there has been continuous evolution of CNC technology in the mechatronics industry. The industry is recently developing a new control system based on the fusion of personal computer(PC) and CNC. Upgraded PC has now integrated into CNC, making various machines possible to exchange data, software and hardware, and to greatly improve man-machine interface. The fusion of PC and CNC can form a new paradigm in technological innovation of not only control system but also whole machinery industry in near the future. Korea lagged behind the developed countries in the development of open control system with the fusion of PC. Turbotek, Hyundai Motor and Daewoo are leading companies, but their commercial possibility seems to be low because domestic market is too small to reap a commercial benefit. Nevertheless, the development of the system is an essential step for Korea to embark on a future technological paradigm of the machinery industry. The government needs to play some role for the development, for instance, government R&D projects, institutional building and training of related technicians.

The objectives of this study were 1) to review the developmental process of agricultural extension services since 1960 in Korea, and 2) to suggest new paradigm of agricultural extension education in the 21st century. The study suggested major objectives of agricultural extension service in Korea should be focused on; 1) Agricultural technology transfer for environmentally friendly food production, 2) Diffusion of energy saving and safe farming technologies and upbringing export oriented agriculture, 3) Education and training of capable farmers for competitive world, and 4) Technological support for home improvement considering harmony of human, environment and life. To achieve major objectives of extension services the following strategies should be employed; 1) National administration and financing. 2) Farmer oriented services should be performed since extension education is originally two-way communication process to help farmers in better decision making, 3) Human resource development for extension educators to meet increasing demands of target population, and policy measures should be implemented to increase morale of extension educators, and 4) Role of public extension should be strengthened to meet needs of majority farmers and public interests in the knowledge based information society in the 21st century.

Now it is not useful the theory about civil-military relationship that have been analysed for power games between military and civilians Korean society is going on governance society managed by cooperating network of government, civilian society and business market These social change require for new context about civil-Military relationship. Military leadership must contribute desirable civil-military relationship This study will suggest the direction about military leadership for desirable civil-military relationship. Now political issues about military intervention to the government are almost settled, but the worry about complications between military and civilians exist in the part of low issues like policy-making. Another important issues is military leadership about the style of social-being. In recent years, social change is very complex and speedy like global networking and diversity, leadership environment also, changed like leadership paradigm shift. Military leadership must be examined from the principle to the context of social integration At the present age, individual soldier is citizen in uniformed. Also military leadership must to seek the principle in the citizen mind like citizenship. Another charactristics of present day military is influence of high technogy. For the high-tech war military need the transition about science and technology from the whole society. In the context of above the development of military leadership are suggested as follows. First, the development of military control leadership must besought to the context of cooperation between government and military. Government must provide the system to strengthen military professionals in the process of policy-making about national security Second, military leadership must embody the important social values through the advanced military making, Third, military leadership must provide the adaptability to the society through the military education of their soldiers Forth, military leadership must be contributed to the social integration and to the growing up individual soldiers like their socialization and their achievement. Five, an important subject of military leadership is the creation of desirable military culture through the harmony of social culture and military culture.

최근 네트워크 구성이 복잡해짐에 따라 정책기반의 네트워크 관리기술에 대한 필요성이 증가하고 있으며, 특히 네트워크 보안관리를 위한 새로운 패러다임으로 정책기반의 네트워크 관리 기술이 도입되고 있다. 보안정책 서버는 새로운 정책을 입력하거나 기존의 정책을 수정, 삭제하는 기능과 보안정책 결정 요구 발생시 정책결정을 수행하여야 하는데 이를 위해서는 보안정책 실행시스템에서 보내온 경보 메시지에 대한 분석 및 관리가 필요하다. 따라서 이 논문에서는 정책기반 네트워크 보안관리 프레임워크의 구조 중에서 보안정책 서버의 효율적인 보안정책 수립 및 수행을 지원하기 위한 경보데이터 관리기를 설계하고 구현한다. 경보 데이터 관리기는 데이터 마이닝 기법을 적용하여 경보 관리기나 고수준 분석기가 효율적으로 경보데이터를 분석하고 능동적인 보안정책관리를 지원할 수 있도록 한다.

지능정보사회는 정보가 중심이 되는 정보사회를 한 단계 넘어선 지능형 초연결사회를 의미한다. 인공지능이 구체적으로 논의되는 지금, 인공지능이 핵심적인 역할을 하는 지능정보사회의 대응을 위한 법 제도에 대한 논의를 시작해야할 때이다. 어느 순간 특이점을 넘어설 때는 너무 늦은 대응이 될 수 있기 때문이다. 물론, 인공지능이 우리 사회를 어떻게 변화시킬 지는 예측하기가 쉽지 않다. 다만, 고민스러운 것은 알고리즘이 세상을 지배하거나 적어도 의사결정의 지원을 하게될 지능정보사회에서 인간은 인공지능과 어떤 관계를 모색할 것인지 여부이다. 한 가지 분명한 것은 인공지능을 지배하거나, 또는 인공지능을 배제하는 것은 해결방안이 되기는 어렵다는 점이다. 인공지능이 중심에 서는 지능정보사회를 대응하기 위한 법제도적인 논의는 사람을 전제하는 현행 법제도를 인공지능으로 대체하는 수준까지 이뤄질 필요가 있다. 지능정보사회로의 패러다임 전환에 따른 법제 정비는 인공지능과 로봇, 그리고 사물이라는 새로운 객체의 출현과 그 객체의 주체화까지도 가정할 수 있기 때문이다.

지역산업 지원사업은 지역환경의 여건과 제도적 변화와 더불어 지난 10년 동안 꾸준히 확대되어 왔다. 특히 정부주도의 산업정책에서 지역주도의 산업정책으로 패러다임이 변모하면서 지역 전략산업 및 특화산업 육성, 기술지원, 기업지원 사업 등 지역산업 육성을 위한 다양한 지원체계를 갖추게 되었다. 그동안 지역 내에서 다양하게 전개된 지역산업 지원사업의 성과와 효율성에 대한 필요성이 제기되면서 지역전략산업 육성정책을 중심으로 통합적 관점의 종합발전계획과 사업추진전략의 중요성이 부각되었다. 지역산업 지원사업의 총체적인 맥락에서 중복사업의 조정과 핵심역량을 집중적으로 관리하고 수요자 중심의 지원체계에 대한 프레임을 수립하는 것이 시급하다. 따라서 본 연구에서는 성과중심의 자율적 지역사업 포트폴리오를 구성하고 지역 전략산업의 특성 및 지원사업 유형에 따른 지역산업 육성 투자우선순위 도출을 위한 의사결정모형을 설정하여 검증하는데 그 목적이 있다. 본 연구는 충남전략산업 지원사업의 투자우선순위 의사결정을 위해 충남지역의 전략산업 및 지역산업 지원사업을 대상으로 AHP분석을 통해 전략산업과 지원사업유형별 투자우선순위를 도출하였다. 연구결과 전략산업 및 사업유형에 따른 중요도의 차이를 발견할 수 있었다. 즉, 사업유형의 우선순위가 전략산업에 따라 다르게 나타나는 것으로 볼 때 획일화된 기업지원 정책에서 벗어나 전략산업이나 기업규모에 따른 차별화된 기업지원 정책의 다양성이 요구된다는 것을 알 수 있다. 체계적인 정책수립 및 지원을 통해 기업의 경쟁력 강화 및 지역경제 활성화에 기여할 수 있도록 전략산업을 집중육성하고 차별화된 지원정책을 개발해야 할 것이다.

최근 소셜네트워크를 기반으로 하는 소셜커머스(social commerce)가 각광받고 있다. 소셜네트워크와 연동한 소셜커머스 서비스는 소비자간 고도의 소통 수단이 되고 있으며, 유통방식의 새로운 패러다임을 제시하고 있다. 할인의 폭을 크게 하거나 다양한 이벤트를 통한 거래촉진, 동네의 상권 활성화에 기여하는 등의 역할을 하고 있다. 종래의 온라인 상거래와는 달리 역동성, 신속성, 개방성 등을 특성으로 하는 소셜커머스는 사이트의 디자인이 구매의사결정에 영향을 많이 미칠 수 있다고 전제하였다. 본 연구는 소셜커머스를 사용 중인 20대를 대상으로 실증 연구하였으며, 이를 통해 소셜커머스 사이트의 디자인요인이 구매결정요인에 미치는 영향을 규명하고자 하였다. 연구 결과 구매 의사결정에 가장 많이 영향을 주는 요인은 사용 용이성임을 시사점으로 제시하였고, 소셜커머스 사이트를 설계하거나 업그레이드를 준비 중인 기업 혹은 책임자에게 도움이 될 것으로 판단된다.

This study is an exploratory investigation on how national R&D investments decisions are made in Korea. For developing system dynamic model, we are interested in locating three structural dilemma, occurring with the Korean NIS. In so doing, we intend to devise the ways of ameliorating problems within the NIS investment decision-making process by providing policy implications. We identify delays and side effects during transition periods between different stages of technology innovation by perceiving the switching pattern dynamically, in which form of technologies shifts from one to another stage like paradigm shift, when the R&D investment reaches a certain stock. It is also suggested that the development of strategies is necessary in order to enhance efficiency of technological development process.
