Korea 5MBA(Small and Medium Business Administration) is operating SMEs Policy Information System called SPi-1357 as a part of electronic government business, G4B. SPi-1357 system is offering tailor made policy information to a nation through on-off line system. In this paper, I provide the offering status of policy information, the status of SPi-1357 system, political results of SPi-1357 system, comparison with other country's policy information system, and the development direction of SPi-1357 system. Until now, most Policy Information Systems documents have focused on policy maker but the focus of this paper is functionally oriented SMEs.

The aim of this conceptual article is to explore the sharing economy ecosystem concept in innovation policy context with cluster, innovation system, smart specialization and business ecosystem approaches. This study conducts comparative study to understand what has been changed by sharing economy through Uber case in four cities. By analyzing vital constructs in sharing economy ecosystem, we suggest how sharing economy ecosystem works, and presenting core factors in policy framework of sharing economy ecosystem. In addition, we attempt to explain that policy maker should consider the relationship between these factors. The result of this paper shows sharing economy ecosystem has developed with their characteristics and constructs that are different with traditional industry.

This paper presents a decision support system (DSS) for selecting the best delivery policy at an internet general shopping mall with its own distribution center and many outside enterprises linked up with the mall. The DSS provides the decision maker with the performance information of three delivery policies (individual delivery, collective delivery, mixed delivery) for the given service level, customer order pattern, direct/indirect delivery ratio, unit costs of various delivery modes, upper level of goods characteristic index for collective delivery poller, etc. Furthermore, the DSS allows the decision maker to perform the sensitivity analyses of three delivery policies for their major parameters and unit costs of delivery modes. The DSS is developed with AweSim simulation 1anguage and Visual Basic programming 1anguage.

It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.

This short paper considers the situation where an environmental policy could play a source of an exogenous background risk at an individual's wealth and analyzes the effect of such a background risk on the individual's decision making in a simple chance-improving model. Our analysis shows that risks at initial wealth generated by an environmental policy could be regarded as an exogenous background risk in many cases and that such a risk makes a risk averse person behave more risk aversely in some restricted decision making situations. A policy maker considering an environmental policy which would affect individuals' initial wealth should take into account that the environmental policy could affect an individual's seemingly irrelevant economics decisions via his or her wealth.

As the risk of technical leakage is increasing, technology protection support systems for small and medium-sized businesses have gained attention. This paper analyzed the perception gap of the user and policy-maker regarding technology protection support systems. First, to identify key elements of technology protection support systems and construct measurement factors, interviews with experts are conducted. Then, surveys are conducted to analyze the perception differences between the users and policy-makers. Factor analysis and ANOVA have been utilized to analyze survey results. The result shows that the perception gaps exist in the following areas: management system, cost reduction, copyright protection, customer satisfaction, leakage prevention, and awareness. To enhance the effectiveness of technology protection support systems, this paper suggests technology protection support systems should be customized in terms of the company's size and type of busines.

This paper has examined the current status of Korea's welfare policy and asserts the necessity of artist classification by types of employment, dividing them into those who have irregular jobs and those who are in permanent positions, focusing on filmmakers. Furthermore, it has looked into the certification policy for artist welfare support that is currently in action. In conclusion, this paper discusses the certification and suggests implementation methods for "Artist Welfare Card" in expectation of future activation of Artist Welfare Support Project.

Recently, the attention to the $4^{th}$ Industrial Revolution has been increasing. In the $4^{th}$ Industrial Revolution era, the boundaries between physical space, digital space, and biological space are becoming blurred because of the active convergence between various fields. There are many issues about the $4^{th}$ Industrial Revolution such as artificial intelligence, Internet of things, big data, and cyber physical system. To cope with the $4^{th}$ Industrial Revolution, an accurate analysis and technology planning need to be undertaken from a broad point of view. However, there is little research on the analysis of the major issues about the 4th Industrial Revolution. Accordingly, this study aims to analyse these major issues. Data mining such as topic modelling method is used for this analysis. This study is expected to be helpful for the researcher and policy maker of the 4th Industrial Revolution.

The guarantee funds for government policy fund, venture capital investment fund, technology guarantee debt are the core parts of the external financing system in the constant technology innovation company. However, the enterpriser's requirement to keep the technology innovation with minimized management intervention and policy maker's hope to advance technology development with clear operation of funds is enough to request for research of the project investment plan to the R&D project. This paper will analyze whether technology innovation company that creates cash flow prefers to the project investment as a financing program or not, and if prefers, what characters of company affect on this preference. The more the company that pursuit the additional R&D activity separated to on-going items becomes over the fixed size, the more prefers the project investment as future external fund-raising. Together with that, this paper suggests that we can apply the plan like special purpose vehicle, SWORD(Stock Warrant Off-Balance sheet R&D) and R&D Limited Partnership as R&D project investment policy, and improve the system itself.

In this study, a model was developed to analyze the capacity and the total price of the agricultural products marketing between nations through the estimation of the production and consumption amount of the agricultural products in each nation and the analysis of the price and transport cost to each nation. The method which can contribute to the agricultural policy decision support was devised. The main concept of the method is to compute the potential import-export amount and total cost among the nations. In the application, wheat was selected to evaluate the model. The application results showed that the model could analyzed the unit consumption and storage amount per capital of each nation and the price and transport cost per unit weight from each export nation, provided the policy decision maker with the basic data analyzed by GIS.
