GRIs in the United States: Policy Directions Old and New

  • The United States National Innovation system has many distinctive aspects and its government research institutes (GRI's) play a variety of important roles within the overall system. This paper reviews issues pertaining to U.S. GRI's but within the broader concept of US science and technology policy. After presenting an overview of the GRI's in this broader context, the paper presents a brief historical analysis of changes in the roles and deployment of U.S. GRI's. After identifying unique features of GRI's (ones that separate the U.S. GRI's from other nations) the paper concludes by identifying the ways in which the U.S. experience may be relevant to other nations such as Korea. The lessons include the competition-cooperation with large-scale and multidisciplinary university research centers, the use of GRI's to promote sharing and efficiencies in fundamental scientific equipment and resources, and the ability of GRI's to accelerate the development of science and technology.

  • Currently, major foreign countries such as Europe, the United States, Japan, and China have established policy and technology goals by 2050 to achieve the hydrogen economy. In line with this, Korea is also preparing to leap forward as a leading country in the world's best hydrogen economy by establishing a technology development target by 2050. In this paper, by examining and analyzing domestic and foreign policy and technology trends to date, implications for domestic hydrogen policy and technology trends are discussed, and major issues and future contents are summarized.

Dilemma of Data Driven Technology Regulation : Applying Principal-agent Model on Tracking and Profiling Cases in Korea (데이터 기반 기술규제의 딜레마 : 국내 트래킹·프로파일링 사례에 대한 주인-대리인 모델의 적용)

  • This study analyzes the regulatory issues of stakeholders, the firm, the government, and the individual, in the data industry using the principal-agent theory. While the importance of data driven economy is increasing rapidly, policy regulations and restrictions to use data impede the growth of data industry. We applied descriptive case analysis methodology using principal-agent theory. From our analysis, we found several meaningful results. First, key policy actors in data industry are data firms and the government among stakeholders. Second, two major concerns are that firms frequently invade personal privacy and the global companies obtain monopolistic power in data industry. This paper finally suggests policy and strategy in response to regulatory issues. The government should activate the domestic agent system for the supervision of global companies and increase data protection. Companies need to address discriminatory regulatory environments and expand legal data usage standards. Finally, individuals must embody an active behavior of consent.

Current Status and Policy Recommendations of Oriental Public Health Programs (한방 공공보건사업의 운영실태와 정책과제)

  • Oriental public health programs have been introduced for the purpose of providing comprehensive oriental health care services to community people including vulnerable classes, increasing the accessibility of oriental medicine and the public benefit, and further more elevating the health promotion and the quality of life of community people. Promoting these programs since 2002 in earnest, it is evaluated that it has made a lot of performances. In the other side, it showed many problems and policy issues also. This study is accomplished to analyze the problems made since the system was introduced and until now, 2007, and with this analysis, to examine policy issues and the reasonable recommendations for its development Major problems are as follows. First, fundamental notions and identity of oriental public health programs are not positioned accurately. Second, the infra-structure construction for effective propulsion of business is insufficient. Third, it is short of the capacity for program implementation of oriental public health doctors, related manpower, and health centers. Fourth, oriental health promotion programs that can fulfill the various health needs of community people are deficient. Fifth, active aid of the government and the oriental medical world as well as legal and systematical support for oriental public health programs is insufficient. As a result, to solve the problems and induce the successful settlement of the program, the policy recommendations such as (i) the fundamental notions of the program and establishment of approach strategies, (ii) reinforcement of the foundation of the program implementation, (iii) capacity enhancement of the manpower of the program implementation, and (iv) effective building of supportive system of the program are presented.

  • A Study on the Information Security System of Fin-Tech Business In traditional electronic commerce, there have not been severe issues of trading information through documents in paper or the closed EDI. The scale of e-commerce has increased as internet develops, however, turning to the online e-commerce, which caused a number of issues such as authentication, information forgery, and non-repudiation between the parties. To prevent conflicts from such troubles and perform the post management, security technologies are applied throughout the process of e-commerce, certificates intervening. Lately, meanwhile, FinTech has been creating a sensation around the mobile payment service. Incidents of information leakage from card corporations and hackings imply the need of securing safety of the financial service. Development and evolution of FinTech industry must be accompanied by information protection. Therefore, this research aims to inquire into the information security system of leading FinTech company in a foreign country.

  • Emerging as a strategic domain of the service industry, the drone logistics industry is evolving into a zero effort industry, which realizes smart device service ranging from corporate services to daily customer services. The role of the drone industry is becoming increasingly important in strengthening national competitiveness, as well as corporate competitiveness, beyond the strengthening of product competitiveness. Although drones have various strengths and weaknesses for industries, there are plenty of possibilities for diverse disputes and conflicts due to lack of related laws, regulations, and institutional norms, as well as unsolved problems related to technologies and operations; that is, there are still policy tasks and problems to be solved such as unauthorized seizure of drones, hacking, protection of personal privacy, safety concerns, regulation and limitation of flying areas, damage relief, and dispute settlements. Thus, in order to vitalize the drone industry as a future growth engine while responding to the changes in the environment of the drone industry in Korea and overseas and to strengthen national and corporate competitiveness by harmonizing with advanced management innovations, it is necessary to conduct in-depth discussions and review policy issues related to the vitalization of the drone industry. Therefore, the purpose of this study is to review the domestic and overseas realities and statuses of the drone logistics industry and application cases, analyze policies regarding the drone logistics industry of each country, review general theories on the solution of disputes arising out of the transactions in the drone logistics industry, and, as a conclusion, suggest desirable policy issues for the vitalization of the drone logistics industry in Korea.

A Study on the Improvement Strategies of Policy Information Services for National Library of Korea, Sejong (국립세종도서관 정책정보서비스 개선 전략 연구)

  • The purpose of this study is to propose the improvement strategies for policy information services of National Library of Korea, Sejong through analysis of their current status and problems. For the study, we conducted interviews with service providers and users and identified some issues in provision and use of the services. Specifically, we found problems of service provision system characterized by dualization and decentralization, and further identified specific issues with provision of individual services. Moreover, the interviews with service users suggested user types, user perception of the service, and problems in the use of individual services. Based on the findings, we proposed improvement strategies in six aspects: collection, services, organization, system, promotion, and cooperation. We hope these strategies contribute to vitalizing the policy information services of National Library of Korea, Sejong.

A revisit to policy agenda concerned with the distortion of functional differentiation among health care providers (의료전달체계에 관한 정책의제의 재조명)

  • Much policy attention has been directed to the concentration of patients in large hospitals, especially in tertiary care hospitals. In order to address the problem, the government has enforced referral requirement for accessing care in tertiary care hospitals by denying insurance benefits to the patients who do not observe the requirement. This approach somehow has failed to produce expected effects although it still exists in theory. The concentration of patients in a certain type of providers results in the distortion of functional differentiation among various types of providers and vice versa. Thus the approaches for the alleviation of the problem should be directed to both patients and providers. However, policy approaches has so far focused on ways of directly affecting patients' choice of a provider neglecting the effects of providers. Based upon the observation, this paper has reviewed selected issues that should be considered in agenda setting for policies concerned with the concentration of patients in large hospitals or the distortion of functional differentiation among health care providers. A brief discussion of each of the issues suggests three general guidelines for the formulation and implementation of policies intended to address the problem. First, attention should be directed to both patients and providers. Secondly, it is necessary to employ diverse measures including regulation, incentives and administrative supports. Thirdly, some of the approaches should be planned from a long range perspective, for it often takes a long time to change some aspects of health care utilization and provision.

A Study on Key Issues of Vitalizing the Governance of Rural Area Development and Policy Improvement Plans: Focusing on the Case of Regions in Chungcheongnam-do with Privately Entrusted Intermediary Support Organizations for the Community building Established (농촌 마을만들기 거버넌스의 활성화를 위한 주요 쟁점 및 정책 개선방안에 관한 연구: 충남지역 내 민간위탁형 마을만들기 중간지원조직 설치 지역을 사례로)

  • This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.

A Study on Research Trends and Development Process of Health Policy for the Elderly (노인보건정책의 발전과정 및 연구동향에 대한 일고찰)

  • This paper is to suggest policy issues to be done in the future health policy for the elderly, analyzing contents of results suggested in academic papers published in Journal of the Korean Gerontological Society. Number of Papers published in the Journal is 61, occupying most of papers related with chronic disease, medical expenditures and health delivery system except dental and psychiatric health. Method used to be analyzed is mostly random sampling among community inhabitants or hospital patients. Policy issues are as follows in case of being based in the above analysis results. Firstly, it is necessary that the development of health promotion specialized for the elderly be developed and activated. Secondly, it is necessary that the primary health care system specialized for the elderly be constructed. Thirdly, it is necessary that the subacute care system specialized for the elderly be constructed after acute care services. Finally, it is necessary that the health care system specialized for the elderly in need of long-term care be constructed also.
