A Study on Review of the Current Noise Impact Assessment for the Power Plant (발전소 플랜트 소음영향평가 현황 및 민원사례를 통한 개선방향 연구)

  • The various plants including power plants have been increased near downtown in accordance with the policy objective of rising the power feed rate and development projects. As a result of these various plants near residential area, noise damage complaints has been raised very often. The power plant is included with the range of environmental impact assessment project. Nevertheless, environmental noise issues regarding construction of these power plants have arisen. Accordingly it is time to consider the environmental and social issues of plants noise in accordance with the government's policy objectives of increased power production. In this study, we reviewed the current noise impact assessment and we also sought solutions to these issues. In order to minimize the problem of noise impact on neighborhood and residents, we intended to propose alternative method of 3D simulation in dealing with these issues.

  • This paper intends to raise some of urban policy issues of managing and planning Seoul for the twenty first century. As one of the world's most dynamic megacities, Seoul is faced with at least two trends: one is globalization of the economy, and the other is humanization of urban development in relation to people's quality of life. Given this context, there are emerging issues in a time of transition as the following; pedestrianization, decline of city master plan, micro land use control, citizen involvement, metro-wide management, infrastructure provisions and maintenance, sustainable development, urban information sustaniable development, urban information system, and public-private partnership.

Perspective on Maritime Boundary Delimitation through Oil and Gas Development Dispute between China and Japan in the East China Sea (동중국해 중.일 유전 개발 분쟁을 통해 본 양국의 해양경계획정에 대한 입장 연구)

  • There are disputes for oil and gas development between China and Japan in the East China Sea. These involve the area where China is already carrying out activities of oil and gas development and where Japan is proclaiming its EEZ. China insists that the Chinese activities on oil and gas development area are being carried out within the Chinese jurisdictional waters even if the median line principle of Japanese proclamation is applied in delimitation. Indeed, the permit for Japanese development is causing disputes between China and Japan because its permit allows development in the waters adjacent to Chinese development area. h the event, the core of this dispute around the oil and gas field in the East China Sea relates to issues of maritime boundary delimitation and issues of resources acquisition with both states. Chinese policy on oil and gas development is to first consider development issues in accordance with a median line principle where waters toward to China from the median line should be developed by China and the area toward Japan from the median line within the Chinese continental shelf should be jointly developed. However, the Japanese position is that the East China Sea should be jointly developed, and Japan hopes to eventually convince China to accept its median line delimitation. With on-going development of such issues, Korea should establish a strategy of negotiation based on analyses of resource distributional conditions and other strategic factors in the Korean delimitation area. In particular, Korea should prepare and make the best use of joint development zone established in an agreement between the ROK and Japan concerning the development of the southern part of continental shelf adjacent to both states.

  • In the data economy era, various policies are being implemented to create an active data distribution environment. In South Korea, the formation of a big data distribution platform and data trading began with the launch of the Financial Data Exchange under public data governance. In the case of major advanced countries in the data field, they have built a data distribution environment based on the data broker industry for decades and have strengthened national data competitiveness through added values generated from the industry. However, behind the active data distribution through data brokers, there are numerous information security issues, which have resulted in various privacy issues and national security threats. These problems can occur sufficiently in the process of domestic financial data exchange. In our study, we analyzed various information security issues of data trading caused by data brokers and derived information security requirements to be considered when trading data. We verified whether information security requirements are well reflected in the information security policy for each transaction stage of the domestic financial data exchange. Based on the verification, measurements to strengthen information security for financial data exchange are presented in our paper.

  • Artificial intelligence (AI) technology is rapidly spreading across various industries. Accordingly, interest in ethical issues arising from the use of AI is also increasing. This is particularly true in the healthcare sector, where AI-related ethical issues are a significant topic due to its focus on health and life. Hence, this issue aims to examine the ethical concerns when using AI tools during research and publication processes. One of the key concerns is the potential for unintended plagiarism when researchers use AI tools for tasks such as translation, citation, and editing. Currently, as AI is not given authorship, the researcher is held accountable for any ethical problems arising from using AI tools. Researchers are advised to specify which AI tools were used and how they were employed in their research papers. As more cases of ethical issues related to AI tools accumulate, it is expected that various guidelines will be developed. Therefore, researchers should stay informed about global consensus and guidelines regarding the use of AI tools in the research and publication process.

  • Recently, national energy policy tends to be approached with the long-term perspective because it became harder to cope with various energy issues fundamentally only through the short-term and piecemeal approaches. To deal with energy policy from a long-term perspective, we need new governing approach that differs from established short-term perspective. In this context, research efforts to apply transition management theory to long-term energy policy are receiving attention. In this paper, we suggest extended transition management model based on case study of Dutch energy transition model and review the transition management traits of long-term energy policy of Korea. We conclude that transition thinking and approaches are diffusing widely in the long-term energy policy formation processes, but also can find various issues that are needed to be addressed for effective transition management especially in the energy policy implementation processes.

  • The introduction of the BIM into the architectural service industry is currently not being conducted smoothly. The purpose of this research is to, considering the current state of the market, establish long-term strategies that will enable the BIM to successfully settle. The survey has been conducted in target of architects in order to understand pending issues. Additionally, the articles regarding BIM have been researched for the purpose of better understanding the current societal demands. Indicated by survey results, the architects agree to a certain extent upon the need of BIM for architectural designs, yet also express concerns that the BIM introduction does not guarantee betterment in efficiency. The problematic aspects of BIM introduction that have already been discussed in some policy-related studies include a multitude of complicated issues that are unable to be resolved within a short period of time: underdeveloped BIM infra, the limit of BIM software itself, political issues regarding licensing and lack of social awareness. Based on the issues mentioned above, three main areas of focus along with their respective practical strategies and tasks have been designated. Finally, this research has analyzed the current situation and its issues along with the political solutions of 12 projects, amongst which include the standard for plan drawings, licensing system improvement, cost standard and BIM introduction support.   • These days the number of copyright issues concerning libraries is increasing. The reason is a library is the place that collects and uses copyrighted materials. The copyright issues that libraries face will be more radical, because of the growing number of digital media especially appearance of a digital library. To make the current situation better, this study suggests the standard of copyright compliance policy for university libraries in order to serve within the range of copyright law. Copyright compliance policy is a reasonable guideline meeting user's intellectual needs and protecting a copyright holder's right.

  • Since domestic terrestrial DTV transition introduces the need for a multi-channel service as raised again to multi-channel service is being promoted. Current terrestrial broadcasters to realize multi-channel services are provided jointly countermeasures. Multi-channel services also active in policy-making of Korea Communications Commission. Therefore, in this article, terrestrial technical issues that arise in multi-channel services and services for the implementation of policy measures were proposed. News, Public Policy, and Social Justice

  • In this paper, we look at mediation of public policies in different areas of governance. Editorials appearing in an Indian English language newspaper during the period of an intense public debate on the issue of affirmative action in favor of a section of the population, the Other Backward Classes (OBC) - a popular reference to the socially and educationally backward classes of citizens under India's constitution constitute the sample for the study. Apart from editorials on the public policy of reservation of seats in admission to higher education institutions for the OBC, editorials on three other areas of governance, namely, development, economy, and public administration appearing in the same newspaper, are also consulted to understand media framing of social issues and more specifically, issues of social justice. Inductively identifying the various frames used in its editorials by the newspaper, I detect predominant use of 'personalized' frame in respect of editorials pertaining to the policy area of social justice; and distinguish it from the 'generic' frame of 'characterization' found in theory. The study concludes that the sample editorials in respect of other public policies did not use the personalized frame found in editorials on social justice.
