학술정보 웹 서비스 만족도 향상을 위한 영향 요인에 관한 연구 (A Study on Factors Affecting Web Academic Information Service Quality)

  • To determine factors affecting scholarly web database service quality, this research is to investigate factors of web academic information service quality, and analyze how these factors influencing on web academic information service quality satisfactions. As a results, three dimensions were identified namely, information retrieval, ease of use and interaction. The scholarly web database service management has more critical problems than information service in these days. It indicates that the qualitative aspect is becoming more important than quantitative in web academic information service management.

국립세종도서관 직무개발 및 조직개편 전략 연구 (A Study on the Job Development and Reorganization Strategy of the National Library of Korea, Sejong)

  • 2013년 12월 출범한 국립세종도서관은 한국 정책정보 특화도서관과 세종시 복합문화시설로 각광받아 왔다. 그럼에도 본질적 정체성, 조직적 위상, 사무분장과 핵심역량, 정책자료 수집과 서비스 등은 여전히 취약하고 부실하다. 이에 본 연구는 정체성 정립 및 고품질 정책정보서비스의 전국적 제공을 위한 직무모형을 개발하고, 전략적 조직개편 방안을 제시하였다. 직무모형은 기존 72개에 38개를 추가하여 총 110개로 제안하였다. 이를 기반으로 단기 조직개편 모형(2023-2024)은 관장 직급을 현재 4급(서기관)에서 고위공무원단(직무등급은 나급)으로, 과장을 5급(사무관)에서 4급으로 상향 조정하였다. 하부조직은 현재 3과(기획관리과, 정책자료과, 서비스이용과)를 4과(기획행정과, 자료수집개발과, 정책정보서비스과, 대중서비스문화과)로 개칭·확대하고 인력은 총 51명으로 구성하였다. 중장기 모형(2025-2032)은 하부조직을 4과 1실(기획행정과, 자료수집개발과, 정책정보서비스과, 대중서비스문화과, 정책정보연구실)로 확대하고, 소요인력을 총 61명으로 제시하였다. 이를 위해서는 거시적·전략적 목표인 '한국 정책정보센터'를 표방한다는 논지로 이해집단을 설득시키고, 전략적 조직개편 및 직제개정에 모든 역량을 집중해야 한다.

선전과 이탈이 있는 복수 서비스 대기행렬모형에 대한 시뮬레이션 분석 (Simulation Analysis for Multiple-Server Queueing Model with Advertising and Balking)

  • The purpose of this paper is to analyse the manager's policy to maximize the profit in a multiple-server queueing facility with a limited queue capacity. We assume that the level of advertizing effects on the arrival rate of customers to the facility. The model without ‘word of mouth effect’ is assumed that the arrival rate is independent on the qualify of service level. We estimate the service quality by the balking rate of customers from system. We extend this to the model with ‘word of mouth effect’. To achieve the maximum profit, the most important factor is the considerably high utilization of facility for both models. Given service rate, we should maintain an effective arrival rate to some extent. To this end, among the available options, an increase of advertizing effort is more desirable than reducing the fee if the service value of customers remains unchanged. We also investigate whether the variability of service time has a significant impact on determining the optimal policy. The cost of service variability is not so expensive as that in a single server model due to the reduced variability of service times in a multiple-server model.

국회기록 인터넷 정보서비스 개선 방안 (Improvement Plan for Internet Reference Services of National Assembly Records)

  • 이 글은 한국 국회기록의 인터넷 정보서비스의 개선 방안을 고찰함으로써 공공기록의 인터넷 정보서비스 정책 수립에 필요한 기본적인 요건을 제시해 보려는 것이다. 이를 위해 기록관리학에서의 정보서비스 이론과 외국의회의 사례를 분석하였다. 분석의 결과, 국회기록 인터넷 정보서비스의 개선방안으로서, 접근정책의 수립, 정보서비스 프로그램의 개선, 이용자와의 의사소통의 활성화라고 하는 세 가지 과제를 제시하였다.

A Study on the Policy Direction according to the Perception Change of the Welfare Service of the Aged

  • This study is about establishing the policy direction according to the perception change of the welfare service of the aged. To achieve this goal, this study analyzed the reprocessed result of the survey related to the welfare of the aged among the second and third community social welfare plans of D county, Southern Jeolla Province. The result shows the recipients of the welfare service of the aged have higher perception about spreading the hardware side such as the welfare facility of the aged than about practicing the software policy such as elder care services. It suggests significant implication in deciding the priority of the welfare policy of the aged from now on. But this result is confined in D county, so getting the generalized conclusion needs the comprehensive review toward more broad regions hereafter.

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

의료서비스에서의 인터넷 에이전트 활용에 대한 고찰 (A Review on Application of Internet Agent in Healthcare Service)

  • The purpose of this study is to examine internet agent of IT(Information Technology) in health care industry Since IT is essential for corporate strategy in service management, this section examines IT in health care service, especially from the view of 'Agent Technology' that has been recently issued. Intelligent agent is a new paradigm for developing software applications. More than this, agent-based computing has been hailed as 'the next significant break-through in software development' and 'the new revolution in software'. And health care service is a non-mechanic, human-based service. This paper reviewed what possible suggestions or advices can be made to the health care service. Since many health care services using internet have been attempted over the recent years, this study will hopefully be able to come up with good suggestions from many aspects. Thus, information inequality between producer(physician) and consumer(patient) in health care service will be decreased through the introduction of agent technology.

건강보험 현지조사제도에서 일반적 억제이론에 대한 경험적 연구 (An Empirical Study on General Deterrence Effects of the On-site Investigation System in the Korean National Health Insurance)

  • Background: This study aimed to examine whether cases of punishing false claimants threat general physicians to check their medical cost claims with care to avoid being suspected, and identify empirically general deterrence effects of the on-site investigation system in the Korean National Health Insurance. Methods: 800 clinics were selected among a total of 15,443 clinics that had no experience of on-site investigation until June 2007 using a stratified proportional systematic sampling method. We conducted logistic multiple regression to examine the association between factors related to provider's perception of on-site investigation and high level of perceived deterrence referring to fear of punishment after adjusting provider's service experiences and general characteristics. Results: The probability of high perceived deterrence was higher 1.7 times (CI: 1.13-2.56), 2.73 times (CI: 1.68-4.45) each among clinics exchanging the information once or more per year or once or more for 2-3 months than among clinics no exchanging the information about on-site investigation. Also, the probability of high perceived deterrence was higher 2.27 times (CI: 1.28-4.45) among clinics that knows more than 3 health care institutions having experienced an on-site investigation than among clinics knowing no case. Conclusion: A clinic knowing more punishment cases by onsite investigation and exchanging more frequently information about on-site investigation is likely to present high perceived deterrence. This result will provide important information to enlarge preventive effects of on-site investigation on fraud and abuse claims.

상호보완적인 이변수 운영정책이 교대로 적용되는 정비서비스센터 모형분석 (Analysis of a Maintenance·Repair Service Center Model Operating under Alternating Complementary Dyadic Policies)

  • Different from general operating policies applied for various waiting line situations, two complementary dyadic operating policies are applied alternatingly to a single server maintenance service center model. That is, either of the two dyadic Min (N, T) or Max (N, T) policy is applied to operate such center first and the other operating policy should be applied later, and then the same sequence of both operating policies is followed repeatedly. This operating policy is denoted by the Minimax (N, T) policy. Purpose: Because of the newly introduced operating policy, important system characteristics of the considered service center model such as the expected busy and idle periods, the expected number of customers in the service center and so on should be derived to provide necessary information for determination of the optimal operating policy. Methods: Based on concepts of the newly introduced Minimax (N, T) policy, all necessary system characteristics should be redefined and then derived by constructing appropriate relations between complementary two dyadic operating policies. Results: Desired system characteristics are obtained successfully using simple procedures developed by utilizing peculiar structure of the Minimax (N, T) policy. Conclusion: Applying Minimax (N, T) operating policy is equivalent to applying the simple N and T operating policies alternatingly.

U-Healcare 서비스를 위한 보안정책에 관한 연구 (A Study of Security Policy for U-Healthcare Service)

  • IT기술과 의료정보기술을 융합한 U-Healthcare서비스의 연구가 활발히 진행되고 있다. 차세대 의료 서비스의 새로운 패러다임인 U-Healthcare 서비스는 많은 이용자에게 편의성을 보장하기 때문에 사회에서 그 중요성이 인식되고 있으며, 다양한 사업화 모델을 통한 상용화 시도가 이루어지고 있다. 다양한 U-Healthcare 서비스 시장이 안전하게 형성되기 위해서는 정부주도의 의료정보에 대한 체계화를 위한 표준과 의료법을 통한 다양한 사회 구조적 정책의 수립이 필요하다. 본 논문에서는 첫째, U-Healthcare 서비스와 정책가이드에 대한 연구를 살펴본다. 둘째, 안전한 U-Healthcare 서비스의 보안위협 요소를 분석한다. 분석된 보안 위협요소를 보안의 중요 3대 요소인 기밀성, 무결성, 가용성을 기준으로 분류하여 각 요소별 보안정책을 제안한다.
