  • Much policy attention has been directed to the concentration of patients in large hospitals, especially in tertiary care hospitals. In order to address the problem, the government has enforced referral requirement for accessing care in tertiary care hospitals by denying insurance benefits to the patients who do not observe the requirement. This approach somehow has failed to produce expected effects although it still exists in theory. The concentration of patients in a certain type of providers results in the distortion of functional differentiation among various types of providers and vice versa. Thus the approaches for the alleviation of the problem should be directed to both patients and providers. However, policy approaches has so far focused on ways of directly affecting patients' choice of a provider neglecting the effects of providers. Based upon the observation, this paper has reviewed selected issues that should be considered in agenda setting for policies concerned with the concentration of patients in large hospitals or the distortion of functional differentiation among health care providers. A brief discussion of each of the issues suggests three general guidelines for the formulation and implementation of policies intended to address the problem. First, attention should be directed to both patients and providers. Secondly, it is necessary to employ diverse measures including regulation, incentives and administrative supports. Thirdly, some of the approaches should be planned from a long range perspective, for it often takes a long time to change some aspects of health care utilization and provision.

  • The purpose of this paper is to highlight the importance of conflict management by local government by explaining a peculiar case of Namyangju city's construction project of landfill site for incineration remnants. Policy stage and internal dynamics of conflict between city and opposition group of local residents are used as major tools of case observation. From this analysis, this study finds that the conflict management effort of local government is critical to bring a success of a public policy. The local government needs to assess possible sources of conflict, and to prepare reasonable solutions through sincere communication with local residents. Also we need to reconsider the concept of administrative efficiency. Sometimes "slow" is better than "fast". Authoritative and hasty policy process may face unexpected obstacles, then consume more time to fulfill the policy goals. It means that the local government needs to spend more time for policy formulation. It also shows the importance of democratic process in reaching a public policy decision. In conclusion, this study confirms that the cooperative relationship between local government and residents, so-called governance, is the key to the success of public policy.

  • A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

  • The Long-Term Biodiversity Research Programme (LTBRP) for Mindanao is envisioned to be a collaborative programme of the Philippines. It will be a programmatic research on biodiversity - its status, threats. and conservation and management. The chosen research site is Mt. Malindang in Misamis Occidental of Mindanao. The BRP will support a set of research projects that will generate knowledge on biological and ecological, socio-economic. cultural and policy aspects of biodiversity conservation. It will also enable researchers to develop and try new methods for research on these aspects, separately or crossing boundaries of academic disciplines. Moreover. the BRP will implement support programmes which will provide the linkages of research activities to development issues and needs in the research site. The support programmes will also draw from the research projects, the knowledge that can be lent or immediately available to policy and programme formulation. The support programmes will comprise: human resource development or capability-building; information, education and communication; database; networking; community organizing: and development action. The BRP will be undertaken by a group of academie and research institutions from the Philippines, in partnership with their respective government entities and local government units in Mindanao. The Biodiversity Research Programme (BRP) will comprise a set of research projects to be undertaken by small research teams in the site. Researchable areas have been identified initially through the National Biodiversity Research Agenda. and later enriched in the Participatory Rural Appraisal (PRA) Analysis workshops by the Mindanao researchers and Philippine resource persons. • This empirical research aims to identify the relationship between fiscal and financial macroeconomic fundamentals and the volatility of government bonds' borrowing cost in an emerging country - Vietnam. The study covers the period from July 2006 to December 2019 and it is based on a sample of 1-year, 3-year, and 5-year government bonds, which represent short-term, medium-term and long-term sovereign bonds in Vietnam, respectively. The Generalized AutoRegressive Conditional Heteroskedasticity (GARCH) model and its derivatives such as EGARCH and TGARCH are applied on monthly dataset to examine and suggest a significant effect of fiscal and financial determinants of bond yield volatility. The findings of this study indicate that the variation of Vietnam government bond yields is in compliance with the theories of term structure of interest rate. The results also show that a proportion of the variation in the yields on Vietnam government bonds is attributed to the interest rate itself in the previous period, base rate, foreign interest rate, return of the stock market, fiscal deficit, public debt, and current account balance. Our results could be helpful in the macroeconomic policy formulation for policy-makers and in the investment practice for investors regarding the prediction of bond yield volatility.

  • Objectives: This study aimed to identify the relationship between thoughts and psychological anxiety about nuclear power among Busan residents. Methods: Convenience sampling was used for this cross-sectional survey conducted from February 13 to 14, 2016. A total of 520 residents participated in the study and completed a self-administered questionnaire. Results: We found a significant association between negative thoughts and psychological anxiety about nuclear power. People older than 60 years (odds ratio (OR) 2.53, 95% confidence interval (CI) 1.41-4.54), who feared the possibility of radiation accidents (OR 1.75, 95% CI 1.17-2.62), considered nuclear power plants unsafe (OR 1.94, 95% CI 1.10-3.40), and believed the Gori nuclear power plant in Busan must be shut down (OR 1.84, 95% CI 1.22-2.79), had the highest anxiety about radiation exposure. Conclusions: The authors suggest the need for the formulation of a policy to provide people with precise information on nuclear power to increase their understanding and help eliminate unfounded negative thoughts. Furthermore, policy decisions about nuclear power must be based on social consensus.
