This paper introduces the Korea Citation Index (KCI) and also some macro statistics of KCI. KCI started service since 2008 by the National Research Foundation of Korea (NRF), but the data has been gathered from 1998. Our findings are as follows: heavy reliance on books in humanities, but papers as the main reference in all other disciplines. Impact factor is an increasing trend in all disciplines. Social science has the highest impact factor among all fields. In some fields even in science and engineering areas, there are more KCI papers than Korean JCR papers and impact factors of the KCI are higher than JCR. As for the distinction between nationally and internationally fields or journals, some disciplines in social science are clearly nationally oriented. NSE journals listed in both KCI and JCR, however, are not clear in terms of impact factor, but clear in terms of the numbers of papers.
The smart media (SM) industry has demonstrated that it has the characteristics to increase user innovative activities, enhance open innovativeness, and increase the segmentation of innovation value. This study introduces and evaluates an innovation system that reflects the characteristics of the SM industry. We categorize the SM industry into hardware, network, platform, and content industries and perform an AHP analysis (based on a survey of 96 experts) to evaluate the relative importance of the factors/factor groups affecting the creation of innovation. The results show that 'collaboration activity" is a more important factor than other innovation factor groups (financial support, R&D, policy environment, human resources) in the SM industry. The results also show that the important factors/factor groups differ by industry.
There has been a pronounced increase in research and development (R&D) expenditure in Singapore over the last two decades, with government spending accounting for a sizeable share. This increase has been spurred by public policy emphasis on research and innovation as engines of economic growth. This paper analyses the impact of R&D on economic performance in Singapore from 1978 to 2012 through the use of time series analysis. The Cobb-Douglas based analysis shows a long-run equilibrium relationship between Total Factor Productivity (TFP) and R&D investments. We found that the short-run productivity of R&D in Singapore is comparable to smaller advanced economies in the Organisation for Economic Co-operation and Development (OECD). However, in terms of long-run R&D productivity, Singapore lags slightly behind the smaller OECD nations and far behind the G7 countries. This suggests leakage of value capture and low absorptive capacity in local firms. Possibility of productivity improvements induced by policy changes in the 1990s was considered, but no evidence of significant structural breaks was found. Lastly, Granger causality analysis reveals that public sector R&D augments private sector R&D capital, thus playing an important role in generating externalities and spillover effects. Policy implications and lessons for other middle-income countries are discussed.
Although organizations are providing information security policy, education and support to guide their employees in security policy compliance, accidents by non-compliance is still a never ending problem to organizations. This study investigates the factors that influence employees' information security policy compliance behavior using elements of Triandis model. We analyzed the relationships among Triandis model's factors using PLS(Partial Least Squares). The result of the hypothesis tests shows that organization can induce individual's information security policy compliance intention and behavior by information security policy and facilitating conditions that support it, and proves the importance of members' expected value, habit and affect about information security compliance. This study is significant in a way that it applies Triandis model in the field of information security, and presents direction for members' information security behavior, and will be able to provide measures to establish organization's information security policy and increase members' compliance behavior.
The purpose of this study was to investigate perceived service qualities in cosmetics purchasing and, those difference and consumer satisfaction among cosmetics store types. Data were collected from 276 adult females and analyzed by using frequencies, factor analysis, reliability analysis, ANOVA and duncan test utilizing SPSS WIN 10.0. The results showed that consumers perceived service quality such as reliability and responsiveness, product policy, tangibles, store atmosphere policy, business policy, sales policy to cosmetics store. There were significant differences on service quality among cosmetics store types. Consumers using department stores highly perceived factors such as reliability and responsiveness, product policy, tangibles, store and atmosphere policy, but consumers using common cosmetics store lowly perceived these factors. There were significant differences with regard to use effect and pleasure in using to satisfaction among cosmetics store types. This paper tried to develop differentiation strategies of policy process in governance. Firstly, we reviewed model of policy making(output-oriented model and process-oriented model, normative or idealistic approach and realistic or empirical approach, rational model and cognitive model etc). Now gumi city is making the policy based on the process-oriented model, realistic or empirical approach, cognitive model. So gumi city was winner the test of provinces innovation in 2005. Therefore, when we make the policy, consider these factor: citizen and public service personnel participate policy making process and control policy quality.

This paper aims to investigate FDI attractive factors, which are important to formulate policies to attract Korean direct investment into Vietnam. Based on the literature review and the results of interview with 27 Korean investors in Vietnam, we determined the model of variables attracting Korea's FDI into Vietnam. It is used to assess the impact of attractive factors belonging to three groups of variables to support investment decision; they are macroeconomics variables (including market size factor, labor cost factor, and market openness factor), policies variables (including monetary policy factor and tax rate gap factor), and microeconomics variables (geographic advantage factor representative by location). This research also utilized a relatively new quantitative research method based on the Autoregressive Distributed Lag model (ARDL) with the time data chain from 1995 to 2017 of Korean FDI into Vietnam. It analyzes long-term relationships between dependent variables and independent variables. The result of this study indicates that there are three positive factors (low wages, trade openness and government policy) explaining the FDI flows in the long term. The result also shows that incentive tax policy has had a positive impact on Korean FDI, which has satisfied the aim of seeking efficiency of Korean investors.

Background: Price control alone may not successfully restrain growth in health expenditures. This study aimed to propose fee adjustment model suitable for Korea reflecting health service volume and to clarify applicability of the model by comparing actual conversion factor with estimated conversion factor from simulation of this model. Methods: Fee adjustment model was developed based on Alberta's fee adjustment formula in Canada and 7 alternatives were assessed according to diversely applied parameters of the model. Results: Estimated conversion factors of the tertiary care hospital and the hospital were lower than actual conversion factors, since the utilization of heath service has been increased. However, there was no big difference between estimated conversion factors and actual conversion factors of the general hospital and the clinic. Eventually this fee adjustment model could estimate proper conversion factor reflecting health service volume. Conclusion: This model may be applicable to the mechanism as determining conversion factor between insurer and provider via negotiation and controling growth in health expenditures.
This study analyzed policy implementation factors focusing on how Donuimun, a demolished cultural heritage, was digitally restored and the policy implementation process of Donuimun Gate restoration. Through this, the characteristics of the implementation process of the digital Donuimun Gate restoration policy promoted by public-private multilateral collaboration were examined and implications were sought for how institutions with different interests solved problems and collaborated in the implementation process. The research method was focused on policy implementation factors including policy executive factors, policy content factors, policy resource factors, and policy environment factors, and the process was analyzed for each detailed component. Along with literature analysis, in-depth interviews were conducted with participants in policy implementation. As a result of the study, first, it was found in the policy executive factor that the quick decision-making leadership of the policy manager and the flexible attitude of the person in charge of the government agency had a positive effect on preventing conflicts between different interest groups. Second, in terms of policy content, establishing a common goal that everyone can accept and moving forward consistently gave trust and created synergy. Third, in the policy implementation resource factor, the importance of the budget was emphasized. Finally, as an environmental factor for policy implementation, the opening of 5G mobile communication for the first time along with the emergence of the Fourth Industrial Revolution at the time of policy implementation acted as a timely factor. The digital Donuimun Gate was the first case of restoring a lost cultural heritage with AR and VR, and received attention and support from the mass media and the public. This also shows that digital restoration can be a model case that can be a solution without conflicts with local residents where cultural heritages are located or conflicts between stakeholders in the preservation and restoration of real objects.
