Korea Government Policy Evaluation on Game Industry - Focused on Industrial Policies on Game Regulation and Promotion by the Ministry of Culture, Sports and Tourism, Korea (정부의 게임산업 정책 효과에 대한 평가 분석 - 문화체육관광부의 게임 규제와 진흥정책을 중심으로-)

  • Game industry, which has grown without government promotion policies, has been affected by the government's various industrial and social policies. Through the survey of experts from academics, media and industry on game industry, the paper attempted to evaluate and analyze the policies by the ministry of culture, tourism and sports, in charge of game industry. Result using SPSS showed that the scores on all the factors were low, especially 'policy on game image improvement ' is the lowest to 1.97. ANOVA test showed no difference except 'industrial ecosystem recovery' and 'human resources development'.

  • To reduce tobacco use and related harm in Korea, telephone based cessation services (Quitlines) began full operation to provide regular behavioral counseling for smoking cessation in 2006. After registration in the cessation program, at least 21 calls per year are given to each client to help quit and encourage maintenance. Tailored programs for males, females, and adolescent smokers have been offered taking into account smokers' characteristics and smoking behavior. Mailing self-help quit packs and e-mail and SMS services are allowable as additional services.A total of 23,201 smokers were registered on the Quitline program from 2006 to 2014. In 2014, an average of 13,343 calls per month have been received by 28 coaches, the 1 year abstinence rate of clients is 26%, and clients' satisfaction rate is 81.6%. After introduction of the call system in 2007, client convenience and effective operations have been achieved with high technology support of a computer-based telephone system. Systematic education and evaluation programs for quit coaches have contributed to quality assurance of the services. Currently, research into development of new programs and evaluation of Quitline performance is being undertaken. A Comprehensive Multi-channel Cessation Center (CMCC) has been suggested and is now planned as a next step in the national program for smoking cessation.

  • As depopulation era is coming, increasing utilization of human resource becomes one of main policy issues. Transferable skills have been highlighted as one of key factors to deal this issue. This paper surveys transferable skills of new human resource in science and technology who firstly entered labor market in recent two years. Teamwoking, problem solving and creativity have been identified as the most important transferable skills. In addition, there is no difference among industry sectors in terms of required transferable skills. Based on the survey results, we consider political implication in engineering education.

  • The purpose of this study was to evaluate the childcare support demonstration services and direct policy. The participants for the study were three childcare (IDOLBOMI), three parents who were provided with IDOLBOMI, two practitioners, and three professors related to IDOLBOMI. The data was collected by interview and a phone survey and analyzed qualitatively. The results and several suggestions were follows: First, IDOLBOMI loved to take care of children, felt proud of the job, and thought the work was worthy. The result can help future IDOLBOMI when they are recruited and trained; Second, IDOLBOMI wanted income security at least, which means that the basic activity fee for the IDOLBOMI should be compensated by government; Third, most of the parents who experienced the service were generally satisfied with that, but they wanted the quality of nutrition, hygiene and the quality of play to be developed for children. Therefore, the management of the center and maintenance of education are needed constantly for the IDOLBOMI system; Fourth, the parents who needed the service thought the cost of IDOLBOMI was expensive. Expenditure support should be sought for the parents; Finally, the group of professionals had difficulty in securing the quality of childcare support services. For the future, it is necessary to increase the educational budget, manpower resources, and PR budget for IDOLBOMI.

  • The development of manganese nodule mining technology is very important in order to secure a long-term and stable supply of rare strategic metals. In the twenty years following the R&D activities with the international consortia in the 1970s, studies on mining technologies have been carried out by several national projects in Korea. The current metal prices such as copper, nickel, cobalt, and manganese have been drastically changed since 2002. Rapid economic growth of Asian countries, especially China, have induced the situation. And the possibility of copper shortage is looming just around the comer. Because of the imbalance between production and consumption, copper is fundamentally the most threatened metal in the future in terms of potential metal shortage. Manganese nodules contain a considerable percentage of copper as the future metal resource. Therefore, it is necessary to concentrate our effects on developing these resources. This paper introduces our evaluation of R&D progress for the development of manganese nodules. The issue and role of manganese nodules during the difficult period of a potential future metal shortage period is discussed and its prospect outlined. Also, this paper tried to emphasize the necessity of continuous R&D efforts for the commercial development of such mineral resources.

An analysis of ex-post assessment on Korea-Chile Free Trade Agreement with respect to the agricultural sector

  • As the existing FTAs' implementations are being accelerated, ex-post assessments, such as tariff schedules and agricultural trade analyses results, have been emerging as important national issues for the agricultural sector. Korea-Chile FTA is the first FTA in Korea, and more than ten years have passed since April 2004. It will be necessary to measure the impacts of the agreement on the domestic agricultural industry by analyzing concessions made on traded items of farm products on prices, agricultural trade, and so on. The purpose of this study is to prepare for the request for ex-post assessments on the agricultural sector by trade negotiation procedural law. Additionally, by providing policy direction for agricultural policy segments requiring amendments and supplements through an ex-post assessment, we can more objectively evaluate the conflicting arguments between the agricultural and non-agricultural sectors. Current evaluation methods about ex-post impact assessment of FTA are generally comparison analysis on the change of trade balance before and after FTA implementation. However, this simple comparison analysis cannot be said to pure FTA effects and objective, tightening economic impact assessment of the FTA because of all combined situations such as effects of exchange rates, international macroeconomic changes, climate change, and the occurrence of pests. This research attempts to use dynamic analysis as its ex-post assessment methodology and is expected to contribute to future policy evaluation.

  • In real software development fields, software is unified by several modules that are developed before the software testing period. For the evaluation of software task processing performance, this paper considers the software imperfect debugging model that is proposed by Lee and Park (2003) and presents the measures of a unified software, such as the completion probability of a task which is completed in a time interval and the expected number of the completed tasks. In addition, we suggest a software release policy that satisfies the required level of the expected perfect debugging, completion probability, and availability.

The First Comprehensive Plan of National Health Insurance (제1차 국민건강보험 종합계획)

  • On May 1, 2019, the Minister of Health and Welfare announced publicly the first Comprehensive Plan of National Health Insurance (NHI). The Comprehensive Plan which is the 5-year plan including expenditure and revenue aspect of NHI, is desirable in 42 years of introduction of NHI and 30 years of universal coverage of NHI, though the Plan was late and had some conflict process. The Comprehensive Plan was established without evaluation of Moon's Care Plan, did not included to relationship with NHI and other health security systems, and did not have the blue print of NHI. The Plan was not sufficient in content of adequate health care utilization and relationship with service benefit and cash benefit. The Comprehensive Plan should be modified in considering the blue print of NHI and national healthcare system with participating stakeholder in turbulent environment-low fertility, rapid ageing, low economic growth rate, era of non-communicable diseases, unification of the Korean Peninsula, and 4th industrial revolution. Therefore, I suggest to establish the President's Committee of Improving Healthcare System for the blue print of health care and NHI.

The Relative Importance and Priority of Game Contents Industry Policy (게임콘텐츠산업정책의 우선순위에 대한 연구)

  • This research studied how game contents related experts recognize the transition of contents industries in intellectual information era. This study also studied experts' priorities of evaluation elements in contents industry policies. For this, Analytic Hierarchy Process was utilized to analyze the relative importance and priorities of evaluation elements in contents industry policies. According to the analysis, the order of priorities was 'strengthening content technology', 'training content experts', 'improving the contents-related system' and 'strengthening content usage and consumer safety'. Also, in complex importance analysis, 'strengthening R&D system for content' was gauge as the most important element. In the analysis about each related group's thinking, industries and policy institutes considered 'strengthening content technology' important and academia evaluated 'training content experts' as the most important one.

Investigating Factors of Transitioned-Online Courses on Satisfaction and Learning Effectiveness in Higher Education during the Era of the COVID-19

  • Purpose - This study explored factors of online education that affect student dissatisfaction and learning effectiveness in higher education during the COVID-19 pandemic. Research design, data, and methodology - This study combined qualitative and quantitative designs. The qualitative part of this study involved in-depth interviews using a criteria-based purposive sampling technique. The quantitative part of this study consisted of an online survey. Results - The qualitative results revealed that students faced significant problems related to online learning, including a lack of learning environment, interaction, and support from the school. The quantitative results indicated that the effects of transitioned-online courses on student dissatisfaction were higher with student support, the interaction between students and instructors, online learning environment, and course organization and evaluation based on the order, while the effects on learning effectiveness were higher with the online learning environment, interaction between students and instructors, course organization and evaluation, and student support based on the order. Conclusion - The results implied that online learning in the era of the COVID 19 pandemic negatively affects student satisfaction and learning effectiveness. Policymakers and school leaders should improve students' satisfaction and learning effectiveness when confronted with the pandemic. Better policies should be adopted to improve better way of teaching in the era of COVID19.
