A Study to Revitalize of the Honorary Industrial Safety Inspector System - In Construction Industry - (명예산업안전감독관제도 활성화 방안 연구 -건설업 중심으로-)

  • The purpose of this study is to put forward revitalization of the Honorary Industrial Safety Inspector System by using the survey(2006.05) of the Honorary Industrial Safety Inspector in the Construction Industry. It can be summarized to develop the system as the following: 1) If there are neither labor union nor representative of workers in a company, workers must elect the representative of workers at first and then recommendation of the honorary industrial safety inspector by the representative of workers, 2) It should regulated in the industrial safety and health act about the tenure of the representative of workers and the process of election, 3) Prohibition the honorary industrial safety inspector as the employer members in the Industrial Safety and Health Committee and exclusion of both main office supervisor and subcontract-company supervisor from the appointment of the honorary industrial safety inspector, 4) Measures to realize the prohibitive regulation of unfavorable treatment on the grounds that the inspector has performed legitimate activities as an Honorary Industrial Safety Inspector, 5) Statutory regulation of the educations' hours(primary education & professional education), 6) Specification of the professional education and increase of the frequency, 7) Support of the government(the Ministry of Labor) to revitalize the honorary industrial safety inspector system, 8) Put in a statutory form the regular hours to carry out the work of the honorary industrial safety inspector in the workplace.

A comparative study of news media coverage on the presidential candidate's commitments: applying Content Analysis method (대통령후보 공약에 대한 언론보도 비교연구: 보수적 언론과 진보적 언론의 내용분석을 중심으로)

  • The news media report the pledges of presidential candidates, which have important implications for political communication. This study is to investigate the difference between news coverage on the presidential candidate' s pledge and to discuss its implications. The sampled news from the two newspapers were analyzed for content analysis. Frequency analysis and Chi-square analysis are utilized with SPSS. As results, there was no difference in the tone of the article's headlines, but the difference of the tone between the article content was statistically significant. The results means that the media framing affect on the reader's perception. Follow - up study can be suggested a comparative study of past election candidates 'pledge reports, a network analysis for the news language, and a comparative analysis of newspaper coverage and broadcast coverage.

A Study on Use Behavior and Demand Forecasting of Legislative Information Service for the Member of the National Assembly (국회의원의 입법정보 이용행태와 수요예측에 관한 연구)

  • The purpose of this study is to find a policy and to predict the needs of legislative information service of the 20th National Assembly. For this purpose, It is critical to understand the use behavior of legislative information service according to the attribute for the member of the 19th National Assembly. Thus, this study examined the results of reference service of National Assembly Library of Korea using the politics attribute and the relation attribute as independent variables for the member of the National Assembly in the First Half of the 19th National Assembly. Consequently, there were meaningful differences in the use of legislative information service between users by party affiliation, method of an election and introversion. Also, the increased demand of legislative information service was predicted in that the 20th National Assembly is the status of the opposition majority and the three major parties.

An Exploratory Study of the Influence of Cultural Capital on the Political Information Acquisition (문화자본이 정치정보 획득에 미치는 영향에 대한 탐색적 연구)

  • This research has been performed in order to investigate the probability that cultural factors in everyday life affect individuals' political behaviors. Using the data collected from 2014 Seoul mayoral election, it analyzes how the degree to which individuals have various cultural capital influences their types of political information acquisition through media. The outcomes suggest following three. First, the more cultural capital individuals have, the more active they are in obtaining political information using diverse media. Second, those who mark high score in the self-cognitive area of cultural capital, such as cultural preferences and cultural tastes, tend to gather political information throughout formal news-oriented media such as on-line news, TV, and newspapers. Third, when types of media are classified into old and new, those who have a variety of cultural capital are likely to prefer new media as their major source of political information acquisition.

Reorganization of Central Office Group in Korea from the Perspective of Politicians and Bureaucrats (정치가와 관료측면에서 한국 중앙부처의 조직재편에 관한 연구 -이명박 정부의 관료조직 재편성 사례를 중심으로-)

  • This study reviewed reorganization of bureaucrats in the beginning of Lee Myung bak's government from the perspective of the relationship between politicians and bureaucrats. In other words, it analyzed the reorganization of central office group of Korean government in 2008 as the relationship between calling to account by politicians and avoiding calling to account by bureaucrats. Conclusively, first, separation or abolition of a certain organization was resulted from calling to account by president (the ruling party). Second, merging organizations was done because president wanted strong control on that agency or he wanted to realize presidential election pledge (policy) through the agency. Third, if an organization was not changed even though it was selected as the target of abolition, it meant that the organization succeeded in defense. As seen from the above cases, it was found that politicians and bureaucrats played a kind of game for reorganization of government organizations. First of all, if politicians succeeded in calling to account, the bureaucratic organization was separated or abolished. If bureaucrats succeeded in self defense, the organization became expanded. Finally, if both parties were even, corresponding organizations would not have changes.

  • This study explores how the advanced data analysis capabilities of intelligent information technology are being utilized in politics. In particular, we focus on the fact that voter behavioral targeting in election campaigns comes into conflict with the democratic process in various ways. For this purpose, this study examines political micro-targeting and political bots. It is aimed at showing that these technology-based campaign techniques work as a factor preventing free expression of opinions and discussions, which are the core of democracy itself. Then we identify the attributes of the algorithm that affects them. As a result, this study suggests that the following issues might arise regarding intelligent information technology-based politics and democracy. First, inequality in political participation becomes more severe. Second, the public debate between voters gets more difficult. Third, superficial politics is prevalent. Fourth, single-issue politics and the exclusion of political representation is likely to increase. Fifth, political privacy might also be invaded. Based on our discussions, this study concludes that it is our role to find ways by which intelligent information technology and democracy can coexist.

  • The political dynamics of Malaysia in 2016 should be seen as a process of losing an political opportunity mainly due to the split in opposition parties. The opportunity for political development was triggered by the ruling party in crisis. The ongoing 1Malaysia Development Berhad (1MDB) scandal involving the Prime Minister Najib Razak would have provided a favorable condition for the transfer of power. The opposition parties have however failed to utilize the chance that has arisen since the general elections in 2008 and 2013 due to the chronic problem of disunity. It can be seen as distortions of political development referring to a phenomenon in which a chance for regime change formed by the crisis in authoritarian regime is distorted by internal conflicts among opposition parties. Malaysia's political turmoil seemed to paralyze its economy while foreign policy was used as a tool for domestic politics. It was reported that the key economic indicator have worsen including exports and budget deficit. The ringgit had dropped to its lowest level since the economic crisis in 1997-98 which was mainly attributed to diminishing credibility on the Najib's administration. Najib's political struggle has also impeded Malaysia's foreign policy which has attempt to embrace China and the Rohingya issue. The chance to manage key risks would be diminished if oppositions' disunity continues as there is speculation that the general election could be held in 2017.

Unification Policies of Major Parties in South Korea (정당 통일정책 비교)

  • Several criticisms notwithstanding, the major political parties in South Korea seem to have developed relatively coherent 'collective identities' with regard to the unification question between South and North Korea. A comparative analysis in this paper reveals a certain pattern of convergence and divergence in unification policies among major parties. First, diachronically, the two major political parties in the history of South Korea, which I call for simplicity "conservative parties" and "democratic parties" respectively, have converged into allelosubjective attitudes towards North Korea since President Park Chung-hee's proclamation of peaceful unification plan in 1970. The governments of conservative parties since then promoted allelosubjective relations between South and North Korea, which the governments of democratic parties succeeded and developed into a partial integration policy. Though the succeeding governments of conservative parties of Lee Myung-bak and Park Geun-hye seem to have stepped back from the allelosubjective attitudes, seemingly they have not yet withdrawn to the monosubjective stance before 1970. Next, synchronically, an analysis of the platforms of major parties and their campaign promises in the 20th general election in 2016 reveals converging and diverging points in their unification policies. All the major parties show relatively allelosubjective attitudes towards North Korea, with significant differences. "Saenuri Party," the current conservative party, maintains quite bit of monosubjective attitudes towards North Korea and requires unilateral changes of North Korea in the process of unification. "Justice Party," the minor progressive party, is the most allelosubjective in that it presupposes the co-existence and mutual survival of the two Koreas in unification. In between lie "The Minjoo Party of Korea" and "The People's Party", the two parties separated in the democratic party bloc.

Future Direction of National Health Insurance (국민건강보험 발전방향)

  • It has been forty years since the implementation of National Health Insurance (NHI) in South Korea. Following the 1977 legislature mandating medical insurance for employees and dependents in firms with more than 500 employees, South Korea expanded its health insurance to urban residents in 1989. Resultantly, total expenses of the National Health Insurance Service (NHIS) have greatly increased from 4.5 billion won in 1977 to 50.89 trillion won in 2016. With multiple insurers merging into the NHI system in 2000, a single-payer healthcare system emerged, along with separation policy of prescribing and dispensing. Following such reform, an emerging financial crisis required injections from the National Health Promotion Fund. Forty years following the introduction of the NHI system, both praise and criticism have been drawn. In just 12 years, the NHI achieved the fastest health population coverage in the world. Current medical expenditure is not high relative to the rest of the Organization for Economic Cooperation and Development. The quality of acute care in Korea is one of the best in the world. There is no sign of delayed diagnosis and/or treatment for most diseases. However, the NHI has been under-insured, requiring high-levels of out-of-pocket money from patients and often causing catastrophic medical expenses. Furthermore, the current environmental circumstances of the NHI are threatening its sustainability. Low birth rate decline, as well as slow economic growth, will make sustainment of the current healthcare system difficult in the near future. An aging population will increase the amount of medical expenditure required, especially with the baby-boomer generation of those born between 1955 and 1965. Meanwhile, there is always the problem of unification for the Korean Peninsula, and what role the health insurance system will have to play when it occurs. In the presidential election, health insurance is a main issue; however, there is greater focus on expansion and expenditure than revenue. Many aspects of Korea's NHI system (1977) were modeled after the German (1883) and Japanese (1922) systems. Such systems were created during an era where infections disease control was most urgent and thus, in the current non-communicable disease (NCD) era, must be redesigned. The Korean system, which is already forty years old, must be redesigned completely. Although health insurance benefit expansion is necessary, financial measures, as well as moral hazard control measures, must also be considered. Ultimately, there are three aspects that we must consider when attempting redesign of the system. First, the health security system must be reformed. NHI and Medical Aid must be amalgamated into one system for increased effectiveness and efficiency of the system. Within the single insurer system of the NHI must be an internal market for maximum efficiency. The NHIS must be separated into regions so that regional organizers have greater responsibility over their actions. Although insurance must continue to be imposed nationally, risk-adjustment must be distributed regionally and assessed by different regional systems. Second, as a solution for the decreasing flow of insurance revenue, low premium level must be increased to an appropriate level. Likewise, the national reserve fund (No. 36, National Health Insurance Act) must be enlarged for re-unification preparation. Third, there must be revolutionary reform of benefit package. The current system built a focus on communicable diseases which is inappropriate in this NCD era. Medical benefits must not be one-time events but provide chronic disease management. Chronic care models, accountable care organization, patient-centered medical homes, and other systems that introduce various benefit packages for beneficiaries must be implemented. The reimbursement system of medical costs should be introduced to various systems for different types of care, as is the case with part C (Medicare Advantage Program) of America's Medicare system that substitutes part A and part B. Pay for performance must be expanded so that there is not only improvement in quality of care but also medical costs. Moreover, beneficiaries of the NHI system must be aware of the amount of their expenditure through a deductible payment system so that spending can be profiled and monitored. The Moon Jae-in Government has announced its plans to expand the NHI system; however, it is important that a discussion forum is created so that more accurate analysis of the NHI, its environments, and current status of health care system, can take place for reforming NHI.

  • The phenomenon of international migration since the 1980s comes to be born 'multi-cultural families support law' due to the foreign workers' inflow into labor market and to a rise in married female immigrants caused by globalization and diversification. Accordingly, the purpose of this study is to examine who are participants? given being led to the enactment of 'multi-cultural families support law' by which the social issue called multi-cultural family is highlighted as the public agenda. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. The temporal scope is limited to the one from the time as saying "revise the Overseas Korean Act of opposing the banishment of migrant workers" in November 2003 to February 2008 when 'multi-cultural families support bill(alternative plan)' is legislated with agreement by the 7th plenary session for the 271th provisional session of the National Assembly.
