The Basic Study on the Ripple Effect of Industrial & Technological Policy for New & Renewable Energy (신재생에너지 산업 기술 정책의 투자효과 분석에 대한 기초 연구)

  • This study is to propose the quantitative methods instead of total results on New & Renewable energy R&D investments. To do that, this study used KETEP R&D investment profile, National R&D investment profile, and ISTANS industrial census results. From the analysis, this study firstly showed that the R&D investment on New&Renewable energy is higher than that of other industrial parts. And the investment increase ratio on New&Renewable energy is also very higher during past 10 years. And finally showed that the ripple effects(relatively the employee number, the amount of sales, and the amount of export) of the focus energy group including feul cell, photovoltaic, and wind power was higher than those of general manufacturing industry. This approach was firstly conducted using the poor census results, so other analysis methods will be developed and performed to exact;y show the investment ripple effect.

  • The purpose of this study was to explore the relationship between the food safety-oriented policy and the survey on its effect in foodservice industry. The current thesis was based on the questionnaire survey conducted between January and March 2006 for seven food service companies. 240 questionnaires were distributed to each of the selected restaurants, from which a total of 200 questionnaires were collected. The results of this study were analyzed with the frequency analysis, correlative analysis and regression analysis using the SPSS 12.0 package program. The results of the test of hypotheses can be summarized as follows. We find that, as for food safety-oriented policy factors, there is a significant relationship among the survey factors including customer satisfaction, cost reduction, customer prior occupation, accident prevention and suitable relation. The current analysis exhibits favorable results in the food safety-oriented policy and the survey factors. Thus, foodservice management needs to employ food safety-oriented policy aggressively.

  • The study has been derived through the empirical analysis so as to find the Continuous Usage of Electronic Official Document 24 System. Total of 236 questionnaires were analysis to users who used or experienced the Electronic Official Document 24 System. As a result of the analysis First Accuracy, Convenience, and Security have a positive(+) effect on Ease of Use. However, Compatibility and Innovation were not effect on Ease of Use Second, Accuracy, Convenience, Security, and Innovation have a positive(+) effect on Perceived Usefulness. However, Compatibility was not effect on Perceived Usefulness. Third, Behavioral Costs have a positive(+) effect Continuous Intention and perceived ease of use positively affects perceived usefulness and Continuous Intention. Finally, perceived usefulness also has a positive effect on the Continuous Intention.

Social Welfare Analysis of Policy-based Finance with Support for Corporate Loan Interest

  • We analyze the social welfare effect when a policy-based financial system (PFS) enters a decentralized financial market. Particularly, the PFS in this case supports the interest spread for corporate loans held by firms with heterogeneous bankruptcy decisions under an imperfect information structure. Although support for capital costs through the PFS expands the economy consistently, the optimal level of PFS out of the corporate loan market is estimated to be 8.6% by a simulation model considering social welfare adjusted by the disutility of labor. This result is much lower than the recent level of PFS in the Korean financial sector.

  • This study tries to give an insight for fisheries policy makers to prepare policy proposals for Early Voluntary Sectoral Liberalization(EVSL) in the fisheries sector of APEC. To do so, the paper assesses the impact of EVSL on the fisheries sector, especially, Korean Deep-See Fisheries in quantitative way using the partial equilibrium analysis of Feenstra(1995). For the use of simple analysis, the paper focuses on the impact on trade flows and welfare of the elimination of tariffs on Korean Deep-See Fisheries among several measures of EVSL. The results from the quantitative analysis of the impact of EVSL on the Korean Deep-Sea Fisheries indicate that the increase of export is moderately higher than that of import and the total welfare effect is positive, even though a certain Deep-Sea Fisheries confronts a reduction of domestic supply basis.

The effect of Korea's policy to support the purchase of raw materials for export of livestock products

  • The Livestock Raw Material Purchase Fund is a policy to increase the export of livestock products by providing loans to exporters of livestock products (including byproducts). The policy started in 2015 and the annual budget is about 26 billion won. However, a quantitative evaluation of policy effects has not yet been made. Therefore, in this study, the economic surplus of the policy was analyzed using the equilibrium displacement model (EDM). From the results of the welfare analysis, from 2016 to 2019, producer surplus in the chicken and duck market increased by KRW 70.9 billion, while consumer surplus decreased by KRW 70 billion. In other words, the total economic surplus of the chicken and duck market increased by about one billion won during the same period due to the increase in export demand according to the policy. Therefore, the Livestock Raw Material Purchase Fund can be viewed as a policy to maintain and increase export demand for export livestock products and to improve the economic surplus of the livestock product market. Also, since the policy is based on loans, it does not place a burden on the government's finances. Therefore, this policy should continue in the future.

The Effect of Having Usual Source of Care on the Choice among Different Types of Medical Facilities (상용치료원 보유가 의료기관 종별 선택에 미치는 영향: 대형병원 환자집중현상 완화방안을 중심으로)

  • Background: Concentration of patients to large hospitals is serious problem in Korea. The purpose of this paper is to propose appropriate policy direction to relieve concentration of patients to large hospitals. It is focused on evaluation of the possibility of family doctor system as a policy alternative to relieve concentration of patients to large hospital by empirically analyzing the effect of usual source of care (USC) on large hospitals medical care use. Methods: Korea Health Panel conducted 2009, 2012, 2013 by KIHASA (Korea Institute for Health and Social Affairs) and NHIS (National Health Insurance Service) was used for analysis. For dependent variables, first, the ratio of the amount of using large hospital to total amount of using medical care, and second, the amount of using large hospital are estimated. Independent variables are having an USC and type of USC. Panel analysis was done with above variables. Results: Main results are as follows. First, having an USC increases using large hospital. Second, having a domestic clinic type USC decreases using large hospital and ratio of using large hospital. Third, the effect of domestic clinic type USC is greater in older group, less income group, worse health status group, not having private insurance group, and having chronic disease group. Conclusion: These results show that family doctor program can be a policy alternative to relieve concentration of patients to large hospital. Nonetheless, primary care system in Korea is unsatisfied. It is recommended to reinforce primary care system and family doctor system to relieve concentration of patients to large hospitals.

The Effect of an Environmental Policy as a source of a Background Risk on Economic Decisions (환경정책에 기인한 외생적 불확실성이 경제적 의사결정에 미치는 효과)

  • This short paper considers the situation where an environmental policy could play a source of an exogenous background risk at an individual's wealth and analyzes the effect of such a background risk on the individual's decision making in a simple chance-improving model. Our analysis shows that risks at initial wealth generated by an environmental policy could be regarded as an exogenous background risk in many cases and that such a risk makes a risk averse person behave more risk aversely in some restricted decision making situations. A policy maker considering an environmental policy which would affect individuals' initial wealth should take into account that the environmental policy could affect an individual's seemingly irrelevant economics decisions via his or her wealth.

  • In this research, The impact factor based on previous studies was composed of attitudes, subjective norms, and executive organization. The purpose of this study was to analyze how these factors have affected on the behavior intention and the behavior the parking regulatory policy using The theory of reasoned action. In addition, The effect of moderate variable(residence, housing type) to be verified. Conducted a survey of the area that was subjected to the parking regulatory policy, and the survey result was analyzed. After verifying the hypothesis using structural equation modeling, Two factors (Attitude, subjective norm) were found to be on the positive effect on the behavior intention and Two factors (Attitude, executive organization) were found to be on the positive effect on the behavior. As a result of verifying the effect of moderate variable(residence, housing type), The residence variable showed a significant moderating effect on the relationship between attitudes and behavior and the housing type variable turned out a significant moderating effect on the relationship between enforcement agency and behavior. On the basis of this analysis, presented a practical way for regulatory compliance or Non compliance on the parking regulatory policy.

A Study on the Mitigation Polices for the Negative Effect of Nanotehcnology-applied Products Using Conjoint Analysis (컨조인트 분석을 이용한 나노기술 적용제품의 부정적 영향 완화 정책 효과 분석)

  • This study aims to analyze the efficiency of the government policy of Nanotechnology which is expected to minimize nanotechnology's potential risk, using the methodology of conjoint analysis and market share analysis. The attributes of conjoint analysis were divided into potential risk factor and the policy factor. It was found that the policy factor could alleviate the potential risk, subsequently increasing consumers' utility. Additionally, the government certification was more powerful than the mandatory labelling. The market share also increased in result of the nanotechnology-applied product with the certification or labeling either. The result of this study can be used as a reference to related policy makers in the fields of Nanotechnology.
