  • This essay aims to search for the reason of why, even after Fukushima nuclear disaster, Korean citizens did not try to seek out the possibility of another energy option. Firstly, we single two counter-concepts, the configuration of risk communication and scientific citizenship, out from the measure of frequency of co-occurrence key-terms and the analysis of survey on the citizens' scientific perception each. Secondly, we try to interpret the meaning of qualitative data, and finally, we draw out the result as follow. Korean government have driven out the pro-nuclear policy, and in this course have made full use of the discourse of there-is-no-alternative-option. We need to take an attention to the reason of why the discourse can circulate freely in society. From one data, we find out that the configuration of risk communication guarantee government's success. But we also should look at the another side, the scientific citizenship. From another data, we find out that the upstream scientific citizenship, the momentum of preparing alternative, has not been mature, and it is reason of why the discourse have an strong influence.

  • As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.

  • This study considered the transition of changes in social status of the film through the discourse analysis of printed media, having been published since 6th revised film policy in 1987. For the purpose, Pierre Bourdieu's cultural sociology, or 'Field theory approach' was engaged as a theoretical background. On the basis of that theory, changes in social status was divided into expert and popular field. From 1988 to 2007, doctor's and master's theses on filmologie and the representative academic journal, "Film Studies" were examined with regard to area of expertise, and movie-related books with regard to popular one. This study demonstrated that the symbolic capital had inhered in the cinematic field along with specialization and diversification of analytic aspects, and the relation between the academic approach and political consideration had performed an important role in intellectualization of film.

  • As artificial intelligence services targeting humans increase, social demands are increasing that artificial intelligence should also be made on an ethical basis. Following this trend, the government and businesses are preparing policies and norms related to artificial intelligence ethics. In order to establish reasonable policies and norms, the first step is to understand the public's perceptions. In this paper, social data and news comments were collected and analyzed to understand the public's perception related to artificial intelligence and ethics. Interest analysis, emotional analysis, and discourse analysis were performed and visualized on the collected datasets. As a result of the analysis, interest in "artificial intelligence ethics" and "artificial intelligence" favorability showed an inversely proportional correlation. As a result of discourse analysis, the biggest issue was "personal information leakage," and it also showed a discourse on contamination and deflection of learning data and whether computer-made artificial intelligence should be given a legal personality. This study can be used as data to grasp the public's perception when preparing artificial intelligence ethical norms and policies.

  • Science, technology and innovation (STI) has expanded the activity of actors from the traditional physical territory to the cyberspace. Data-driven platform services and markets advance new discussions on cross-border cooperation and cyber security, as well as discourse on sovereignty in cyberspace. These changes are also affecting the hegemony competition between the US and China. In particular, competition for aid to developing countries that are located along major resource transportation routes, such as natural gas and deep sea resources, is fierce. ASEAN is not only a geopolitical military and security point where the US and China powers collide, but its population of 600 million has great potential for the development of the digital economy due to its data resources. In this regard, this article aims to connect the discourse of liberalism and authoritarianism with data regulation and cybersecurity in international development cooperation, and derive implications for ASEAN integration through this. This study has significance as a convergence study that links international political issues related to big data in terms of global governance.

  • Referred to as a 'media war,' there is a fierce competition for media discourse between different countries. Twenty four hour global news channels like Al Jazeera, France 24, RT, NHK World, China's CCTV and teleSUR emerged to offer their own perspectives and stance in the global society, and to face the monopolization and distorted information created by the hegemony of English news channels which have swayed international public opinions for a long time. As a tool of public diplomacy, the media's role in determining the image of the nation and winning the 'Hearts and Minds' of the international community is decisive, but it cannot be said that they all have a similar influence or play a positive role in media diplomacy. A global news channel, which is both a media diplomatic subject and a journalism organization, can be in the position of acting as a public relations organization or a propaganda agency for the government depending on the regime's attitude because most of global news channels receive support from the government. Sometimes it is difficult for these media to implement quality journalism because of financial difficulties. Media discourse also has limitations in that it is dependent upon changes in foreign policy of its own government. This study examines the current status of global news channels, the dilemma these channels are facing, and suggests some potential directions that can be taken by global news channels in order to become more effective. It is becoming increasingly important for all nations to respond to distorted information about their own countries, to appropriately identify various issues and changes in the international community and to convey their views and positions to the international community. For now, there is a lack of awareness about the importance of media diplomacy in Korea: There are many English-language media, but as yet no global news channel which could have an influence on the international stage. However, there seems to be some understanding about the need for the media to present the Korean alternative discourse to the senseless dependency on Western media. We hope that this study will be an opportunity to think in depth about the attitude of the Korean global media, whether existing global media or new global news channels, in order to help them become more effective in media diplomacy.

The socialization policy illuminates the leadership of the state, yet gradually improved in promoting and practicing cultural policy. This study is expected to enhance understanding of Vietnam's cultural policy after reform to the Korean scholars, therefore it contributes to boosting the cooperation and cultural exchange between Vietnam and Korea.

  • Recently in Korean Society, risk and safety has become a central discourse in not only the social and natural science but also political decision making. The efficient organizational management contributes to controlling the risk factors in the workplace. For the management is influenced and improved by the organizational culture, the alternatives more than simply improving the work environment or enforcing the education of safety on each workers are required. This study was the status of safety culture in organizational members(managers and workers, and specialist) including the attitude on the safety atmosphere and risk perception, and experiences, knowledges, motivation etc. For this part, the method of questionnaire and statistical analysis are mobilized. The degree of safety commitment of organization members appears relatively high (3.97 in five scale estimation), but there are variations in this results according to socio-demographic characteristics. At the same time, managers and professionals actively participation in the program related to safety than workers in production/sales. The higher income level and career is the more attention to the safety is. Based on this survey, we make an rough suggestion of several tasks to the policy -makers: improvement of communication on the risk and safety is required and in particular, the workers in the relatively low level in production/sales. The education system about safety which is, with one-side, provided by government or managers turns out to be inefficient. Rather, small group performance of the organizational members which they participate in the communication with interaction in the various discourse are able to provoke the safety mood in workplace.

  • The future is complex and unpredictable. In particular, it is unlikely to occur, but once it occurs, no one knows how it will affect our society if X-event, which has a tremendous impact, is created. This study was conducted only in the climate field to offset the ripple effect of this X-event, and was conducted through in-depth interviews with experts from the Korea Army Research Center for Future & Innovation and the Army College. As a result, it was possible to explore what factors would trigger X-event from their discourse and what X-event would be newly created by spreading them to other fields. Starting with this study, if we accumulate the discourse of experts in various fields such as population, science and technology, as well as climate, and other fields other than the Army, we can predict X-event and offset the threats that may arise.
