This study deals with the regulatory policy of government on the convergence of broadcasting and telecommunication by applying rent seeking theory to Internet Protocal TV (IPTV). Existing literature has mainly focused on the negative implications of rent seeking since Tullock [1967], Krueger [1974] and Buchanan [1980]. We have investigated the regulatory policy along with the progress of the convergence of broadcasting and telecommunication. Regulatory policy on broadcasting, despite its impartial intent. has created the entry barrier in the industry, resulting in high rents. Meanwhile, regulatory policy in telecommunication is more geared by the encouragement of more competitive environments, resulting in reasonably low rents in the market. Regulatory policy in the age of convergence needs to improve the efficacy of the industry and welfare, while maintaining the rent at a reasonably low level. This research has contributed to emphasizing the positive aspect of rent seeking in policy concerned with the convergence of broadcasting and telecommunication, notably IPTV.

산림의 경제적 가치의 중요성에 따라 산림이용과 개발의 패러다임이 산림정책의 지배적 패러다임으로 등장하였다. 산림이 웰니스의 중요한 수단으로 인식되면서 이용과 보전의 융합이 모색되었고 산림정책의 패러다임도 산림을 이용한 휴양, 복지 및 웰니스(wellness) 등 새로운 정책가치들을 지향하게 되었다. 따라서 본 연구는 산림정책에 새로운 가치들이 어떻게 융합되었는지를 컨텐츠 분석과 네트워크 분석이 결합된 텍스트 네트워크 분석을 통해 분석하고자 하였다. 분석결과에 따르면, 제4차 산림기본계획에 비해 제5차 산림기본계획에서는 임산물 생산에서 벗어나 산림이용과 산림휴양기능이 강화된 것으로 분석되었다. 산림을 통한 치유, 건강, 산림의 복지적인 기능 등에 대한 정책과 산림이용과 보전이 융합된 경영기반 마련에는 미흡한 것으로 나타났으며 한국의 산림정책에서 지속가능한 융합패러다임이 보이고 있다. 정책적 함의로서 국가산림기본계획 수립에 있어 산림이용과 보전을 융합할 수 있는 정책역량의 강화가 필요하다는 점을 제시할 수 있다.

This paper analyzes the interaction between monetary and macroprudential policies mainly in the context of the non-cooperation among policy authorities. Each policy authority's optimal response is to tighten its policy measures when other authorities' policy measures are loosened. This indicates that the two policies are substitutes for each other. This result still holds when an additional financial stability mandate is assigned to the central bank. The condition for the response functions to converge to a Nash equilibrium state is analyzed along with the speed of convergence, showing that they depend on the authorities' preferences and the number of mandates assigned to policy authorities. If the financial supervisory authority (FSA) assigns greater importance to the output gap or a stronger financial stability mandate is assigned to the central bank (CB), the probability of non-convergence increases and the speed of convergence declines even when the condition of convergence is satisfied. Meanwhile, if the CB considers output stability as an important task, the probability of convergence and the speed of converging to a state of equilibrium are high. Finally, when a single mandate or small number of mandates is/are assigned to each authority, stability is more quickly restored as compared to when many mandates are assigned.

본 연구에서는 연구의 성과와 정책 결정 사이에 개입되는 영향과 사례들에 대해 살펴보았다. 복잡한 사회적 문제 해결에 있어 융합연구에 대한 기대와 더불어 융합연구가 직면한 현재의 이슈에 대해 살펴보았고 정책적, 재정적 지원 측면에서 과소평가되고 다소 부족하게 지원된다는 측면에서 이러한 영향관계에 대한 탐구를 통해 학제 간 융합연구가 정책적인 영향력을 행사하고 결과적으로 융합연구의 활성화를 이루는 방안에 대해 탐구하였다. 첫째로 융합연구의 정의에 대해 살펴보고, 둘째로 정책의 정의와 정책이 어떻게 만들어지는지를 살펴보았다. 셋째로 연구(지식)와 정책 관계를 4가지 유형으로 분류하여 연구결과가 과학적 증거로서 정책에 어떻게 영향을 미칠 수 있는지, 융합 연구에 의한 기술적 변화가 어떻게 정책으로 형성될 수 있는지를 탐구하고, 그 관계에 긍정적인 영향을 미치기 위해 어떤 난제를 해결해야 하는지에 대한 통찰력을 제공하기 위해 다양한 사례를 모색하였다.

방송통신 컨버전스의 대표 서비스인 IPTV는 21세기 국가 성장동력이 될 수 있는 무한한 잠재력을 지닌 분야이다. 미래지향적인 산업인만큼 IPTV 도입 정책은 근시안적인 시각에서 벗어나 중장기적인 관점에서 수립되는 것이 바람직하다. 이에 본 연구는 컨버전스 환경에서 미리 IPTV 서비스의 변화와 정책 이슈들을 제안하였다. 불확실한 미래의 상황을 예측, 분석하는 미래 연구이기 때문에 이러한 분석에 적합한 것으로 알려져 있는 T.A.I.D.A라는 연구 방법론을 분석에 활용하였다.

Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.

정보보안 정책은 산업융합의 흐름에 맞추어 융합보안시대가 가속화되어가고 있는 요즈음 조직의 보안을 실현하고 지속하는데 필요한 가장 중요한 도구 중 하나이다. 하지만, 지금까지도 정보보안 정책의 효과성을 측정하는 연구는 많이 부재한 실정이다. 본 연구의 목적은 정보보안 정책의 효과성을 측정할 수 있는 측정지표를 개발하는 것이다. 이를 위해 데이터 품질, 정보 품질에 관한 문헌을 기반으로 품질의 기반 요인들을 살펴보았다. 문헌 검토결과 내용 관점에서 정확성, 완전성, 해석의 용이성, 관련성 등을 그리고 형식 관점에서 이해의 용이성, 표현의 간결성, 그리고 적정성 등이 정보보안 정책의 품질을 측정하기 위해 중요한 구성요소라 판단된다.

본 논문에서는 최근 활발히 진화하고 있는 디지털 융합 관련 스마트 어플리케이션을 파악하고 디지털 정책 시사점을 제시하였다. 스마트 어플리케이션에 관한 기존의 많은 연구가 사용자 효용과 기술수용성 등을 중심으로 진행된 반면 정책 관점에 초점을 맞춘 연구는 상대적으로 미흡하였다. 본 연구에서는 이러한 연구의 갭을 메우고자 8개의 핵심 스마트 어플리케이션을 파악하고 이에 대한 삶의 질, 공공 이익, 역작용 등을 체계화하고 델파이 방법론에 기초한 실증분석을 통하여 검증하였다. 8개의 핵심 어플리케이션은 스마트워크와 스마트 상거래로 구분하여 각각 4개의 대표적 어플리케이션을 채택하였다. 본 연구 결과는 향후 관련분야의 디지털 정책 연구에 유용한 기초 결과로 사용될 수 있다.

The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

본 연구는 일반적인 현상으로서의 표준정책을 과학기술 연구를 수행하는 과학자들의 입장에서 이해하고, 과학자들의 인식 및 행태 속에 투영 된 표준정책을 질적으로 탐구한다. (1) 융합 R&D 부문에서 표준정책의 방향성과 (2) 그러한 표준화 방향성을 위해 정부의 역할과 융합 R&D 연구자들의 역할을 탐색하였다. 15명의 융합 R&D 과학자들과의 인터뷰 분석 결과, 융합 R&D에서의 표준화는 분명 일반 R&D에서의 그것과는 차이가 있었고, 융합 R&D현장에서의 표준화 고민이 복합적이고 다양하다는 점을 엿볼 수 있었다. 융합 R&D와 표준의 관계에서 융합기술결과에 대한 낮은 예측가능성으로 인해, 기술의 경쟁력 및 객관성을 확보하기 위하여 R&D를 일정기간 수행한 다음, 기술의 표준화 업무가 진행되는 것이 일반적인 융합 R&D와 표준의 관계로 해석해 볼 수 있었다. 우리나라의 국가표준정책이 취해야 할 정책 방향성은 "민간(시장) 주도의 표준 리드"로 압축된다. 정부는 공공부문에 대한 것은 정부 주도의 표준화를 진행하고 민간 부문에 대한 것은 최대한 민간 자율에 맡겨 자연스럽게 글로벌 표준을 선도하도록 환경을 조성해 주는 것이 필요하다. 이렇듯, 국가표준정책에서 정부의 역할은 "조력자"의 역할로 요약된다.
