A Study on the Status and Future Directions of IT Convergence Policy by the Ministry of Food, Agriculture, Forestry and Fisheries in Korea

  • Research and technology has been transforming the agriculture to agribusiness which encompasses all operations with all the connections from faming per se, to manufacture & distribution of production supplies and farm commodities. Further, with the revolutionary development of information technology in the last two decades, we cannot talk about agribusiness process alone without considering the information technology embedded in the artifact, process, and structure. Despite the emergence of precision agriculture (PA) which is supported by IT based innovations which can not only improve efficiency in farming operations but also contribute to environmental sustainability, the adoption of IT among farmers and in agriculture industry are rather low than expected. Thus, Korean government has been seeking to converge IT into food, agriculture, forestry and fisheries to improve the competency of the agribusiness, and much progress has been made. This paper investigated the status quo of the current IT convergence with Food, Agriculture, Forestry and Fisheries in Korea, and further proposed future policy directions.

Research to Establish Bottom-up Early Childhood Educational/Child Care Policy Plan for Preventing Low Birth Rate (저출생 현상 대책을 위한 상향식 유아교육·보육정책 방안 수립 연구)

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

  • The objective of this study is to generally check the present situation of private security industry by analyzing the current situation of private security industry in Korea so as to find which policy base is reflected to amend law by analyzing the amendment process of private security law in order to suggest policy direction of private security industry in Korea. Viewing through amendment process of private security law, enhancing publicity and enterprise are not judged to form any definite policy base. They are merely interpreted to partially reflect enterprise under the strong base of publicity. Such policy base may cause overall stagnation of private security industry. For sound development of private security industry, it is required to get out of the existing policy direction so as to change policy base to the direction of enhancing enterprise of private security industry. The power of police for instruction and supervision should be largely transferred to Korea Security Association so as to cultivate autonomous purifying function of private security industry. Police should strive to develop policy in the level of joint production of security service.

Globalization Development Plans of the Convergence Systems and Policies for Domestic Fire Industry (국내 소방산업의 글로벌화 융합형 제도와 정책의 발전방안)

  • This study is related with globalization development plans of the convergence systems and policies for domestic fire industry. The current issues are analysed from the condition of the policy enforcement of fire industry promotion and analysis results of the fire industry's environment. Consequently, advanced plans of promotion law and overseas expansion plans for fire industry is proposed, Especially, overseas expansion plans include technology policy strategies and activate plans of overseas expansion support for fire industry. Plans of overseas expansion support for fire industry are discussed in terms of three detailed plans including with diversification of foreign exhibitions support of fire industry, dispatch expansion of overseas market pioneer and expansion of the asian emerging markets. Especially, plans of expansion of the asian emerging markets will lead the strategic performances including with establishment of superiority in domestic fire system, provision of infrastructure abroad in domestic fire industry and of Induction of establishment in domestic fire inspection systems.

  • We present an approach for acceleration actor-critic algorithm for reinforcement learning with continuous action space. Actor-critic algorithm has already proved its robustness to the infinitely large action spaces in various high dimensional environments. Despite that success, the main problem of the actor-critic algorithm remains the same-speed of convergence to the optimal policy. In high dimensional state and action space, a searching for the correct action in each state takes enormously long time. Therefore, in this paper we suggest a search accelerating function that allows to leverage speed of algorithm convergence and reach optimal policy faster. In our method, we assume that actions may have their own distribution of preference, that independent on the state. Since in the beginning of learning agent act randomly in the environment, it would be more efficient if actions were taken according to the some heuristic function. We demonstrate that heuristically-accelerated actor-critic algorithm learns optimal policy faster, using Educational Process Mining dataset with records of students' course learning process and their grades.

  • Recently, the attention to the $4^{th}$ Industrial Revolution has been increasing. In the $4^{th}$ Industrial Revolution era, the boundaries between physical space, digital space, and biological space are becoming blurred because of the active convergence between various fields. There are many issues about the $4^{th}$ Industrial Revolution such as artificial intelligence, Internet of things, big data, and cyber physical system. To cope with the $4^{th}$ Industrial Revolution, an accurate analysis and technology planning need to be undertaken from a broad point of view. However, there is little research on the analysis of the major issues about the 4th Industrial Revolution. Accordingly, this study aims to analyse these major issues. Data mining such as topic modelling method is used for this analysis. This study is expected to be helpful for the researcher and policy maker of the 4th Industrial Revolution.

Buffer Policy based on High-capacity Hybrid Memories for Latency Reduction of Read/Write Operations in High-performance SSD Systems

  • Recently, an SSD with hybrid buffer memories is actively researching to reduce the overall latency in server computing systems. However, existing hybrid buffer policies caused many swapping operations in pages because it did not consider the overall latency such as read/write operations of flash chips in the SSD. This paper proposes the clock with hybrid buffer memories (CLOCK-HBM) for a new hybrid buffer policy in the SSD with server computing systems. The CLOCK-HBM constructs new policies based on unique characteristics in both DRAM buffer and NVMs buffer for reducing the number of swapping operations in the SSD. In experimental results, the CLOCK-HBM reduced the number of swapping operations in the SSD by 43.5% on average, compared with LRU, CLOCK, and CLOCK-DNV.

Busan Tourism Industry applying OECD Tourism Policy and ICT Convergence Platform (OECD 관광정책과 ICT 융합 플랫폼을 적용한 부산관광산업)

  • The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

  • Domestic digital signage industry has been growing in line with the Internet and intelligent devices like smart phones. However, policies for digital signage need to be supplemented because existing policies are only focused on regulations for outdoor advertisements. Moreover, while digital technologies have been developed, there are few contents technologies to support the digital technologies. In this context, this research aims to identify the problems in relation to the domestic digital signage industry and seek for measures to solve the problems. Various case studies and literature review were conducted to identify problems in terms of policy, technology and service, and measures for revitalizing the digital signage industry were suggested. The research is expected to help digital signage to serve as new convergence media available for customization targeting and user participation.

  • In this paper, we first summarize key components of integrated services of telecommunication and broadcasting. Definitions and typology of th e integrated services are organized th rough comprehensive analysis of recent convergence trend of telecommunications and broadcasting. Various issues on regulations, society cultures, and technical aspects of the convergence are identified. Next, we deal with the digital media broadcasting service which is one of the technical culmination of the telecommunication and broadcasting merged services. The focus of the analysis has been made on policy implications and comparative details with other similar services in the same category. Finally, we suggest the perspectives on forthcoming digital media broadcasting service developments, and implications to cope with this emerging technological breakthrough.
