Welfare Policy Visualization Analysis using Big Data -Chungcheong- (빅데이터를 활용한 복지정책 시각화분석 -충청도 중심으로-)

  • The purpose of this study is to analyze the changes and importance of welfare policies in Chungcheong Province using big data analysis technology in the era of the Fourth Industrial Revolution, and to propose stable welfare policies for all generations, including the socially underprivileged. Chungcheong-do policy-related big data is coded in Python, and stable government policies are proposed based on the results of visualization analysis. As a result of the study, the keywords of Chungcheong-do government policy were confirmed in the order of region, society, government and support, education, and women, and welfare policy should be strengthened with a focus on improving local health policy and social welfare. For future research direction, it will be necessary to compare overseas cases and make policy proposals on the stable impact of national welfare policies.

A Study of Smart Convergence Strategies for Enhancing a Creative Economy: Lessons from Korea (창조경제 활성화를 위한 스마트융합 전략방안)

  • One of the core policies recently implemented by the Korean government is the introduction of a creative economy, a concept that integrates ICT with the existing economic structure in order to create new growth factors and jobs. In June of 2013, the National Assembly passed a bill for the institutional practice of a creative economy. The concept of a creative economy is to integrate industries centered on ICT in order to form a new-concept industry paradigm that creates new values and services that exceed past industrial categories. In other words, smart convergence, which integrates ICT with various industries, is evaluated as a core factor for boosting the creative economy. Thus, based on the definition of 'smart convergence', this study predicted the economic effects and sociocultural changes that will ensue due to the future era of smart convergence. Also, this study proposes policies for enhancing the creative economy in various ways. More specifically, in-depth interviews with convergence industry experts were carried out and quantitative analyses were performed employing a Solow Model. Furthermore, as a means to revitalize the creative economy, this study underscores the significance of the preemptive institutionalization of legislations and suggests several policy proposals regarding smart convergence rooted in market supply and the demand chain, smart convergence through selective focus, and smart work. This study is differentiated from previous studies that have only focused in establishing theories in that it offers quantitative research with a consideration of the feasibility of proposed policies. The leading experience of Korea regarding smart convergence can provide important lessons to other countries that hope to promote a creative economy as a means to create new growth factors and jobs.

  • The Journal of Digital Policy & Management. This space is for the abstract of your study in English. In this paper, we propose a u-convergence Tourist Information 3.0 System using Flow Theory. It generates a sense of u-challenge and u-skills to maximize the enjoyment of tourists is u-convergence Tourist Information 3.0. This is a challenge to good sense and adjust the rating of the Convergence Contents information quality(CCIQ) analysis to maximize the enjoyment of tourists. Convergence Contents information quality(CCIQ) of the conductive continuity of the content closed antecedents u-conductive sense, the tourist synchronization adequacy may generate data that can be analyzed. Content Information Quality of rating is the leading factor in the ability of the u-skill mastery of tourists, can generate data availability. The result is to create a meta-model is referred to as content information to reach the best quality maximize enjoyment. Design a sense of u-challenge the skill of the information quality of the tourist information content has the advantage of being able to identify the data formation has the pleasure of tourists. By applying to future national competent standard it is expected to maximize the enjoyment of the job.

  • Despite the increase internet use rate, there still appears a big difference in web usage rates depending on demographic variables, web usage environment variables. This study aimed to improve our understanding of perceived usage, attitude, affected factors related Web usage for schoolwork and research. This result will facilitate further understanding of perceived usage, attitude, affected factors related Web usage, thereby enabling researchers, practitioners, and policy makers to better design appropriate strategies to promote the Web usage.

  • We have been designing human interactions for some learning support system or education system. The design is based on a symbol grounding model. The model is applicable to many learning domains using virtual reality technology. The design policy is simple and compact. In order to realize the policy we use/reuse some devices from the viewpoint of virtual reality. This paper introduces basic ideas and explains several example cases based on the idea.

  • Recently MNC's(multinational companies) Worldwide have been expanding their own territories in the wake of acceleration and open-door policy of global competition. So, In this study, the main goal is conduct an empirical research for MNC's contingency factors and entry modes. Through examining elements of success and limitations of foreign companies in the domestic market, a resulting purpose can be suggested such as developing attractive foreign investment policy.   • This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

Extended Proportional Fair Scheduling for Statistical QoS Guarantee in Wireless Networks

  • Opportunistic scheduling provides the capability of resource management in wireless networks by taking advantage of multiuser diversity and by allowing delay variation in delivering data packets. It generally aims to maximize system throughput or guarantee fairness and quality of service (QoS) requirements. In this paper, we develop an extended proportional fair (PF) scheduling policy that can statistically guarantee three kinds of QoS. The scheduling policy is derived by solving the optimization problems in an ideal system according to QoS constraints. We prove that the practical version of the scheduling policy is optimal in opportunistic scheduling systems. As each scheduling policy has some parameters, we also consider practical parameter adaptation algorithms that require low implementation complexity and show their convergences mathematically. Through simulations, we confirm that our proposed schedulers show good fairness performance in addition to guaranteeing each user's QoS requirements.

Degraded Quality Service Policy with Bitrate based Segmentation in a Transcoding Proxy

  • To support various bandwidth requirements for many kinds of devices such as PC, notebook, PDA, cellular phone, a transcoding proxy is usually necessary to provide not only adapting multimedia streams to the client by transcoding, but also caching them for later use. Due to huge size of streaming media, we proposed the 3 kinds of segmentation - PT-2, uniform, bitrate-based segmentation. And to reduce the CPU cost of transcoding video, we proposed the DQS service policy. In this paper, we simulate the combined our previous two researches that are bitrate-based segmentation and DQS(Degraded Quality Service) policy. Experimental results show that the combined policy outperforms companion schemes in terms of the byte-hit ratios and delay saving ratios.
