This article was trying to suggest an agenda and alternatives of home health care policy for the future home care growth and development and examine the significance of new health care law and regulations. In addition. It was to analyze and drive the home care system problems. of which was made an announcement on the 11th of April. that home health care project must be centered from the nationwide general hospital. As we have learned from the developed countries, the home health care have been closely related health care policy among the field of nursing area. Therefore. we need to understand our national health care policy and need to predict the future direction and goal of our home health care policy in order to enhance the growth and activation of health care system. Additionally. we also need to have a vision and ability to develop under our own health care policy with systematic and rational home care business escaping from past perspective and standpoint. We must create a master plan of home care system to fulfill one part of system of the function and an important role in order to pursue an advanced health care plan under our system. For instance. in the 21th century as we establish a master plan for the growth of our country home care plan with improving plan systematically and also we need to produce many highly qualified researching and good personal who can develop and maintain the system efficiently. Specially. based on the unique characteristics of our health care system and the direction of development of plan, we need to find and correct the problems which we have faced the present time, so that we can provide and reach the goal of advanced health care system which our government want to pursue. Finally. we have to strive our best effort to make our home health care system can be positioned and stand the right direction to have the benefit for every individual citizen in our country.

청년실업문제가 해소되지 않고 장기화되는 가운데, 정부의 청년창업 권장정책과 대학의 동조에 따라 많은 청년들이 창업을 취업의 대안으로 인식하기 시작했다. 그러나 그간의 성과를 종합해 보면, 정부의 창업교육 및 관련 프로그램을 통해 창업한 많은 청년들이 대부분 실패하고 취업전선에 뛰어들거나 신용불량자로 전락하고 있다는 분석이 지배적이다. 이에 본 연구는 청년창업의 현황과 실태 및 청년창업 지원 정책의 실태를 살펴보고 그 결과 도출된 문제점을 분석한 다음 이를 기반으로 청년창업 활성화 정책 방안을 정리하고자 한다.

본 연구에서는 개관 이래 지난 10여 년간 경기도 내 공공도서관의 발전의 중심 역할을 담당해 온 경기도사이버도서관 설립을 위한 의제설정 및 정책형성과정을 킹던(Kingdon)의 정책흐름모형을 적용하여 분석하였다. 킹던에 의하면 정책 형성은 문제의 흐름, 정책대안의 흐름 그리고 정치 흐름의 결합의 결과이며, 세 흐름이 결합될 때 열린 정책의 창을 통해 정책이슈가 정책의제로 나아간다. 이 때 정책선도자는 정책의 창에서 선호하는 대안을 제시하고 그것이 정책의 창을 통과하도록 노력한다. 본 연구에서는 경기도사이버도서관 정책의 의제설정과 대안의 선택 과정에서 문제의 흐름, 정치의 흐름, 그리고 정책의 흐름을 분석하고 정책의 창에서 정책선도자로서의 사서전문가집단이 어떤 역할을 했는지 분석하였다. 이러한 분석을 통해 정책형성과정의 메커니즘을 밝힘으로써 사서전문가집단이 앞으로의 도서관 정책형성과정에서 적용할 수 있는 시사점을 제시하였다.

SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

본 정책총설은 세계적인 에너지 수급의 불안정과 온실가스 감축에 대한 규제에 대응하여 안정적 경제성장과 환경보호를 달성할 수 있는 대안을 제시하고 있다. 이를 위해 에너지 수급전체를 최적화하는 에너지체인(energy chain) 접근방식을 채택하고 있다. 에너지체인에 걸쳐 저탄소 친환경 에너지기술의 개발 및 산업화, 주력산업의 저탄소 친환경화, 에너지 효율성의 제고, 에너지원의 확보, 그리고 이들 정책간 정책군의 형성 등을 제시하고 있다.

국토‧도시 공간 및 사회환경 변화, 기후변화로 인한 극한 기상현황, 자연재난에 따른 국가기반시설 마비 등으로 인해 초대형 재난 발생 가능성이 증가하고 있다. 본 연구에서는 미래 새로운 환경변화 상에 발생하는 미래형 재난에 대한 국토방재 전략의 체계적 수립을 지원하기 위하여, 미래형 재난에 대비한 국토방재 지능화 정책대안을 고찰하였다. 미래형 재난 관련한 국토환경 변화, 국토방재 관련 국내외 선행연구 및 정책동향, 국토 재난관리 시스템 관련 연구 등을 조사하고 제도적‧기술적 정책대안을 도출하였다. 제도적으로 미래형 재난에 대한 자기적응적 국토 조성을 체계화하고, 이를 기술적으로 지능형 의사결정 지원체계를 통해 지속적으로 지원해야 함을 정책적 대안으로 제시하였다.

Purpose: This study aimed to identify and present suitable recognition types of policy alternative for before and after response, according to the recognition types of problems in response to violence. Methods: This study investigated 36 EMT's of 17 cities and provinces nationwide. The study was approved by the Kongju National University Institute Review Board (KNU_IRB_2021-17). Data were collected from May 1, 2021 to August 30, 2021 and analyzed by Q factor analysis using the PC-QUNAL program. Results: Recognition types of the problem in 119 EMT's response to violence were described as "I type; lack of professional manpower," "II type; inadequate policy on violence," and "III type; lack of awareness on the emergency field." Recognition types of policy alternative on response to violence by 119 EMT's were described as "Itype; training and public relations oriented," "II type; work environment improvement," "III type; violence handling specialization demand," and "IV type; recovery support seeker." Conclusion: This study provides the foundation required to develop and implement the policies regarding the response to violence; therefore, contributing to EMT's provision.

Korean agricultural industry has weakened as demand for domestic agricultural products has declined due to accelerating market liberalization, aging and shrinking of rural population, and stagnating rural households' incomes. On the other hand, as the forth industrial revolution unfolds in earnest, tremendous changes are expected, and those changes won't be confined to certain industries but would shaken the world we know of entirely. Smart farm, which is one example of the fourth industrial revolution, is increasingly being recognized as a new growth engine for the future as smart farm and the science and technology behind it, not the size of arable land, will determine competitiveness of the agricultural industry and drive agricultural productivity and managerial efficiency. In consideration that John W. Kingdon's Multiple Streams Framework has recently been presented as an important theoretical model in the policy field, this study analyzed problem stream, policy stream, and political stream in the process of forming the smart farm policy, and looked into what role the government played as policy entrepreneur in policy window. The smart farm policy was put on policy agenda by the government and was approved when the government announced the Smart Farm Plan together with relevant ministries at the 5th Economy-Related Ministers' Meeting held in April 2018. This suggests that change of the government is the most critical factor in political stream, and explicitly indicates the importance of politics in formation of an agricultural policy. In addition, actual outcome of the policy and how policy alternatives that will enhance people's understanding will support it seem to be the key to success. It also shows that it is important that policy alternatives be determined based on sufficient discussion amongst stakeholders.

The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.
