Study on the Korean application of cultural accessibility and cultural arts education: focusing on French cultural policy

  • This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

연구를 위한 건강보험 청구자료 요구 및 이용 요인분석 (Assessment of Needs and Accessibility Towards Health Insurance Claims Data)

  • Objectives : This study examined the health policy researchers' needs and their accessibility towards health insurance claim datasets according to their academic capacity. Methods : An online questionnaire to capture relevant proxy variables for academic needs, accessibility, and research capacity was constructed based on previous studies. The survey was delivered to active health policy researchers through three major scholarly associations in South Korea. Seven-hundred and one scholars responded while the survey as open for 12 days (starting on December 20th, 2010). Descriptive statistics and logistic regression analysis were carried out. Results : Regardless of the definition for operational needs, the prevalent needs of survey respondents were not met with the current provision of claim data. Greater research capacity was shown to be correlated with increased demand for claim data along with a positive correlation between attempts to obtain claim datasets and research capacity. A greater research capacity, however, was not necessarily correlated with better accessibility to the claim data. Conclusions : The substantial unmet need for claim data among the healthcare policy research community calls for establishing proactive institutions which could systematically prepare and make available public datasets and provide call-in services to facilitate proper handling of data.

우리나라 웹 접근성 정책 영향요인 분석 - 16개 광역자치단체 패널데이터를 중심으로 - (An Analysis of Panel Data on the Web-accessibility Policies of Local Governments in Korea)

  • 웹(Web)의 창시자인 팀 버너스 리 경(Sir. Tim Berners-lee)은 웹의 힘은 보편성에 있으며, 장애에 구애 없이 모든 사람이 접근할 수 있는 것이 가장 중요한 요소라고 지적(W3C WAI, 2006)하였다. 또한 Lasswell(1971)과 허범(2009a;2009b)이 말하는 정책학의 이상과 가치의 핵심인 인간의 존엄성 추구라는 관점에서 볼 때에도 인터넷 상의 형평성 구현은 정보사회에서의 중요한 가치이다. 이러한 맥락에서 본 연구는 지식정보사회의 핵심인 웹 상에서의 형평성을 구현하는데 있어 중요한 웹 접근성 준수에 영향을 주는 요인을 도출하고 정책적 시사점을 제시하는데 연구 목적이 있다. 본 연구는 특히, 광역자치단체의 웹 접근성 정책에 영향을 미치는 주요 요소를 문헌 연구와 수요공급 균형 모형의 가정을 준용하여 법제도 환경 요소, 재정 기반 요소, 정책자원 투입 요소, 정책 수요 요소로 가정을 하고 이에 따라 연구 모형을 설계하였다. 이를 바탕으로 우리나라 16개 광역자치단체에 대한 전수 분석을 통해 웹 접근성 정책 결정요인 분석을 실시하였다. 연구의 정확성을 위해 본 연구는 각 광역자치단체들의 5개년 패널자료를 바탕으로 최적모형 검정을 통해 도출한 패널분석모형을 통해 분석을 실시하였다. 본 연구의 패널분석모형은 웹 접근성 지수를 종속변수로 설정하고 독립변수로는 정책수요(인터넷 이용률, 장애인 및 노인비율), 정책자원 투입(정보화 예산비율, 정보화 인력), 재정기반(재정자립도)을 설정하여 패널분석을 실시하였다. 분석 결과 정책 수요, 정책자원 투입, 정보화 역량 변수가 16개 광역자치단체의 웹 접근성 제고에 영향을 주는 것으로 나타났다. 나아가 본 연구는 패널분석 모형과 문헌연구를 통해 지방자치단체의 웹 접근성 제고를 위한 법제도 환경요소의 중요한 역할을 추론해 낼 수 있었다. 이러한 연구 결과를 바탕으로 웹 접근성 인식제고를 위한 노력, 표준 제정 및 관련 기술 개발 연구 확대, 웹 접근성 관련 인력양성 그리고 법 제도 개선을 정책제안으로 제시하였다.

Innovative Spatial Analysis of Violent Crime Hot Spots in Korea: Implications for Urban Policy

  • Empirical applications to explain criminogenic events are abundant. While much of the research in criminal studies concentrates on understanding the motivations of offenders and preventing victimization from a micro perspective, there have been recent theoretical advancements that give priority to the role of spatial factors in directly impacting crime rates. The primary purpose of this study is to investigate the empirical inference between violent crime incidence and spatial characteristics of local areas focusing particularly on spatial accessibility conditions in the areas. Applying discrete spatial econometrics models, this study reveals a significant relationship between spatial accessibility and the formation of violent crime hot spots in South Korea. Along with other variables, it is revealed that road accessibility has a clear association with violent crime hot spots. Based on the findings, this study suggests some policy implications such as effective surveillance systems, land use restrictions, and advanced street lighting.

  • 본 논문에서는 장애인들의 디지털 정보 접근성 향상에 필요한 전체적인 환경을 조명하고 새로운 발전 방안을 제안한다. 장애인들의 디지털 정보 접근성 향상은 정보의 입력부터 처리 및 출력까지에 필요한 하드웨어와 소프트웨어는 물론이고 필요한 사회적 요소까지 모두 함께 갖추어져야만 효과를 기대할 수 있다. 기존의 많은 논문에서는 웹 접근성이나 장애인을 위한 IT 기술들에 대하여 개별적 주제로 다루었으나 본 논문에서는 이들을 컴퓨터 접근성과 함께 통합적으로 기술하고, 기술적 요인과 함께 사회적 요인을 포함한 통합적 발전 방안을 제안 하였다.

공간적 접근성이 내과환자의 내원일수에 미치는 영향 분석: 대도시 일개 병원을 대상으로 (Effects of Spatial Accessibility on the Number of Outpatient Visits for an Internal Medicine of a Hospital)

  • Background: This study purposed to analyze and understand how spatial accessibility of patients influenced the number of outpatient visits for the internal medicine of a hospital. Methods: A hospital with 100 beds in Seoul, South Korea provided data from 2013 January 1 to 2013 June 30. Euclidean distance and road ares were used to represent the spatial accessibility. Patient level data and dong level data were collected and used in spatial analysis. Dong level data was converted into grid level ($500{\times}500m$) for the multivariate analysis. Hot-spot analysis and generalized linear model were applied to the data collected. Results: Hot-spots of outpatient visits were found around the study hospital, and cold-spots were not found. Number of outpatient visits was varied by the distance between patient resident and hospitals, and about 80% of total outpatient visits was occurred in within the 5 km from study hospital, and 50% was occurred in within 1.6 km. Spatial accessibility had significant influences on the outpatient visits. Conclusion: Findings provide evidences that spatial accessibility had influences on the patients' behaviors in utilizing the outpatient care of internal medicine in a hospital. Results can provide useful information to health policy makers as well as hospital managers for their decision making.

강원도 지역 가임기 여성의 분만서비스 접근성 분석 (The Spatial Accessibility of Women in Childbearing Age for Delivery Services in Gangwon-do)

  • Background: This study purposed to analyze the spatial accessibility of women in childbearing age to the healthcare organizations (HCOs) providing delivery services in Gangwon-do. Methods: Network analysis was applied to assess the spatial accessibility based on the travel time and road travel distance. Travel time and travel distance were measured between the location of HCOs and the centroid of the smallest administrative areas, eup, myeon, and dong in Gangwon-do. Korean Transport Database Center provided road network GIS (Geographic Information System) Database in 2015 and it was used to build the network dataset. Two types of network analysis, service area analysis and origin-destination (OD)-cost matrix analysis, applied to the created network dataset. Service area analysis defined all-accessible areas that are within a specified time, and OD-cost matrix analysis measured the least-cost paths from the HCOs to the centroids. The visualization of the number of the HCOs and the number of women in childbearing age on the Ganwon-do map and network analysis were performed with ArcGIS ver. 10.0 (ESRI, Redlands, CA, USA). Results: Twenty HCOs were providing delivery services in Gangwon-do in 2016. Over 50% of the women in childbearing age were aged more than 35 years. Service area analysis found that 89.56% of Gangwon-do area took less than 60 minutes to reach any types of HCOs. For tertiary hospitals, about 74.37% of Gangwon-do area took more than 60 minutes. Except Wonju-si and Hoengseong-gun, other regions took more than 60 minutes to reach the tertiary hospital. Especially, Goseong-gun, Donghae-si, Samcheok-si, Sokcho-si, Yanggu-gun, Cheorwon-gun, and Taebaek-si took more than 100 minutes to the tertiary hospital. Conclusion: This study provided that the accessibility toward the tertiary hospital was limited and it may cause problems in high-risk delivery patients such as over 35 years. Health policy makers will need to handle the obstetric accessibility issues in Gangwon-do.

시각장애인의 정부 홈페이지 접근실태 및 제고방안 (The status and improvement method of Web Accessibility on Government web sites for visually impaired people)

  • The purpose of this paper is to find the method to improve the web accessibility of Korean Government's web sites through the investigation on the evaluation result of visually impaired people and the accessibility evaluation tool. Twenty five Korean Governments' web sites are chosen for this experiment. First, all of the sites are evaluated by accessibility evaluation tool (A-Prompt) based on Priority one of the Web Contents Accessibility Guidelines (WCAG) 1.0 of W3C. Second, three visually impaired people tried to find information or resister for the sites to check the accessibility. All of the sites are failed to conform to WCAG 1.0 and most of those are not accessible to information. The last part of this paper presents the method to improve the web accessibility of the Government's web sites.

The results of the paper are as follows ; First, the awareness promotion programs, i.e seminars, campaigns, contests, etc., should be provided. Second, Korean standards and guidelines which have specific information should be made to improve web accessibility. Third, Web accessibility specialist should be trained. Finally, Law and regulation related to web accessibility should be amended as the Section 508.
