공간의 성격 구분에 있어 기존의 공적인 공간과 사적인 공간의 이분법적 구분법이 가능했을 때는 치안제도에 있어서도 공적인 치안만으로 사회질서유지가 가능하였다. 그러나 자본주의의 발달로 인해 거대 사적 재산층이 형성되면서 사적인 공간의 규모가 커지고 그에 따른 사적인 치안제도의 필요성이 대두되기 시작하였다. 거대 자본가들은 자신들의 재산과 신변보호를 위한 별도의 치안제도를 두기 시작한 것이다. 그러나 사회변화 양상이 더욱 다양화 되고, 경제규모가 커지면서 공간의 성격도 단순한 이분법적 구분으로 설명할 수 없는 공간이 형성되기 시작하였다. 즉, 공적인 공간과 사적인 공간의 중간계층인 제3의 공간이 형성된 것이다. 제3의 공간은 기존의 공적인 치안과 사적인 치안외의 추가의 치안수요를 창출하게 되었으며, 이러한 치안수요를 담당할 치안제도를 혼성적 치안이라고 한다. 혼성적 치안제도는 공적인 치안과 사적인 치안의 성격과 법적 지위가 혼합된 치안제도로서 치안수요의 다양화에서 그 원인을 찾을 수 있다. Johston에 의하면 혼성적 치안제도의 수요는 더욱 늘어날 것이며, 미래 치안제도의 모델이 될 것이라고 주장한다. 우리나라에서도 청원경찰제도나 특수경비원제도의 경우 혼성적 치안의 유형으로 분류할 수 있다. 향후 치안수요의 다양화 추세에 따라 혼성적 치안제도의 한국적 모델을 개발하여 한국 사회의 치안 지수를 향상시키는데 활용할 것을 제안한다.

This study aims to explore innovative measures for community policing activities of the Korean police in the context of the newly implemented autonomous police system and the increasing demand for community-oriented policing. By conducting an in-depth analysis of advanced community policing practices in the United States, Japan, and the United Kingdom, this research identifies key characteristics such as resident participation, communication, scientific crime analysis, and customized policing services. The study reveals the need for the Korean police to establish a collaborative governance system that actively involves residents, strengthen scientific policing capabilities utilizing advanced technologies, and provide policing services tailored to local characteristics. Organizational and personnel management reforms, including the substantiation of the local police officer system and the establishment of an institutional foundation for resident participation, are proposed. Furthermore, this study emphasizes the importance of developing a creative community policing model suitable for the Korean context, rather than directly transplanting overseas practices. Continuous research and efforts to build a new policing paradigm that reflects the changing social environment and policing demands are suggested. Ultimately, the success of community policing lies in the active participation and cooperation of all members of society, including the police, government, local communities, and residents.

현대의 경찰활동은 지역사회 경찰활동(Community Policing)으로 귀결된다. 지역사회 경찰활동에 대한 많은 논의가 있어왔지만 지역사회 경찰활동이라는 패러다임에 관한 통합적인 모색은 등한시 되어 온 것이 사실이다. 지역사회 경찰활동에서 파생된 프로그램 및 전략들은 실질적인 경찰활동과 관련이 있다. 이러한 프로그램들은 경찰조직의 이슈 혹은 특정한 문제를 해결하기 위하여 지역사회 경찰활동보다 의도적으로 좁은 범위로 한정하고 있다. 그러한 초점을 가진 대표적인 프로그램은 문제지향적 경찰활동(Problemoriented policing), 깨진 창(Broken Windows), 컴스탯(Compstat), 제3자 경찰활동(Third party policing), 우범지대(Hot spots) 경찰활동으로 볼 수 있다. 지역사회 경찰활동과 관련된 경찰개혁 프로그램이나 전략들을 통합하여 다시 한 번 의미를 재정립하는 것은 첫째, 다른 경찰활동의 개념과 구별하고 통합될 수 있는 것을 찾기 위함이고 둘째, 새로운 치안환경의 변화를 맞이하여 새로운 프로그램의 개발을 위함이며 마지막으로는 지역사회에 대한 철저한 이해를 돕기 위함이다. 결국 이러한 통합적 모색은 현장의 경찰관들이 보다 쉽게 경찰행정의 의미를 이해하고 실제로 실현해 나갈 수 있는 방법을 안내하기 위해서이다.

범죄가 다양화, 지능화 되면서 시민과 함께하는 경찰활동이 강조됨에 따라 경찰활동에서 시민의 적극적인 참여에 대한 필요성이 대두되었다. 또한 사건 지향적 경찰활동에서 사건이 발생하는 문제를 해결하자는 문제지향적 경찰활동의 효과성이 인정되면서 우리나라도 그에 대한 활성화 필요성을 인식하게 되었다. 마지막으로 외부를 통제하는 게이티드 커뮤니티의 확산에 대응하는 경찰활동의 필요성과 게이티드 커뮤니티(Gated Community)의 확산에 대응하는 경찰활동의 필요성을 인식하여 Third Party Policing(TPP)의 도입 활용을 목적으로 하고 있다. 우리나라에서의 TPP의 활용을 위해 운영과정의 매뉴얼화, TPP를 위한 전담팀 구성, 시민과 경찰조직의 의식전환, 현실적인 동기부여 방안 등을 강구는 것이 본 연구의 초점이다.

Based on data provided by the science and technology knowledge infrastructure (ScienceON, 2017-2021), this paper reviews the research trends of domestic police services and related technologies, and describes the research and development direction of policing technology. For this purpose, the research was searched using the keywords science policing, smart policing, predictive policing, and policing. Policing technology is used for crime investigation (prevention), such as crime analysis and crime prediction. The collection of related data use urban infrastructure, the processing of data collected using technologies, such as artificial intelligence, and the utilization of data in police services (system) were summarized. In future, on-site support technology and crime investigation (prevention) technology for a preemptive correspondence to social threats and effective police activities must be developed. In addition, the quality of police services should be improved, a system to use police-related data should be developed, and the capabilities of police experts need to be strengthened.

우리 경찰은 1948년 창경이래 여러 어려움을 겪으며 성장해왔고 현재 경찰조직의 분권화 및 민주화를 통하여 경찰활동 또한 다양하게 발전하고 있다. 그러나 우리의 사회통제체제는 대륙법계를 중심으로 한 국가경찰체제를 바탕으로 하고 있지만 새로운 경찰활동의 도입에 있어서 기본원칙을 충분히 고려하지 않고 각각의 경찰활동만을 중심으로 우리 경찰활동에 접목시키려는 시도를 하고 있다. 사경찰활동의 확대, 지역사회 경찰활동 개념의 도입, 경찰서비스 개념의 도입, 경찰운영에 있어서 민영화 개념의 도입 등이 그 대표적인 예이다. 따라서 본 연구에서는 경찰의 발전과 관련된 각각의 연구와 선행연구 등을 중심으로 경찰개념 및 경찰활동의 변화과정을 살펴보고 이를 바탕으로 현행 경찰활동에 있어서 개별적이고 다양한 변화추세를 어떻게 이해할 것인가를 제시하였다. 경찰의 개념 및 경찰활동 본래의 기본활동 목표인 공공의 안녕과 질서유지는 경찰활동에 있어서 어떠한 다양한 변화가 있더라고 절대 변할 수 없는 것이기 때문이다.

Proposed numerous algorithms for the policing function have mainly focused on their performances. Besides their performance evaluation, however, the VLSI-implementation of these algorithms is worth consideration as well. Although, no algorithms for the policing function have been standardized up to now, ITU-T I.371 suggests two examples of algorithms, the Virtual Scheduling Algorithm (VSA) and the Continuous State Leaky Bucket algorithm. In this paper, we suggest the architecture of a policing device implementing the VSA among various algorithms for the peak cell rate policing and discuss some issues on the implementation. We also present how to select the policing modes of the two devices used to realize various policing schemes and show the experimental results obtained under four different peak cell rate values to confirm that the device performs the policing function satisfactorily. We exploit the priority encoder to run the algorithm in parallel instead of sequentially, which reduces the operation time to a great extent.

우리나라에 방문하는 외래관광객이 증가하고 있다. 이에 따라 다양한 범죄 및 관광불편사항들이 발생되고 있다. 이를 방치하면 우리나라 관광사업 발전에 부정적 영향을 줄 수 있다. 이를 예방하기 위해 2013년도 관광경찰대를 도입하였다. 이 연구에서는 서울, 인천, 부산에서 시행 중인 관광경찰대에 대한 현황과 우리나라 관광관련 현황을 살펴보고 다음 네 가지의 문제점을 도출하였다. 첫째, 지역사회 및 유관기관과의 협력 부족, 둘째, 관광경찰 선발기준의 미비, 셋째, 부족한 인력, 마지막으로 대응의 획일화이다. 이를 개선하기 위한 방안으로는 지역사회 경찰활동의 적용을 제시하였다, 세부적으로 들어가 지역사회 경찰활동의 구성요소인 문제지향적 경찰활동, 이웃지향적 경찰활동, 전략지향적 경찰활동을 적용하여 개선방안을 제안하였다.

The final aim of South Korean policies on North Korea and reunification of Korean peninsula is to reflect the direction and the form which South Korean authority has been pursuing. To achieve this aim, we must establish the forms of reunification and continue to prepare for contingency plans while focusing our effort to those policies. In pursuing peaceful reunification, the national security should not be neglected. Moreover, the policing policy is one of the important national security policies. In order to draw up more effective policing policies in a reunified state, this dissertation establishes some preparing measures on policing conditions and expected problems resultion from the reunification of Korean peninsula after studying similar problems in formerly divided countries. The chapter one shows the direction of reunification policy. The chapter two looks some policing problems in formerly divided countries The chapter three studys the expected policing conditions and preparing measures after the reunification of Korean peninsula The chapter four reposes some reasonal solutions for peaceful reunification.

ATM 망에서 각 통신 회선의 QoS 수준을 만족시키기 위하여 ATM 망은 통화중에 각 가상 회선별 트래픽 폴리싱을 수행한다. 이 때 회선 호수락 제어 할당시의 약속을 잘 지키는 트래픽에 대해서는 폴리싱을 하지 않는 것처럼 보이게 하고, 반면에 약속을 위반한 트래픽 흐름은 빨리 찾아내어 적절한 제어를 하여야 한다. 이 논문에서는 이러한 폴리싱의 기본 원칙을 만족시킬 수 있도록 폴리싱 장치내에서의 추가 지연시간을 최소화 할 수 있는 CAM을 활용하는 폴리싱 정치설계를 제안한다. 이 제안된 폴리싱 장치는 ATM으로 다중화된 여러 가상 채널들의 셀도착 흐름에 대해서는 병렬처리 개념으로 동작하고 가상채널 상호간에는 서로 독립적으로 동작하여 가상회선별로 인접셀간의 간격을 일정 수준 유지시켜주는 트래픽 쉐이핑 기능도 동시 수행된다. 또, 제안한 폴리싱장치의 성능분석모델을 개발하고, 이를 이용하여 트랙픽 부하, 폴리싱 버퍼용량, 최소 셀간 간격 등의 변수에 따른 폴리싱 버퍼에서의 셀 손실, 셀 지연시간 성능을 분석한다.
