In this paper I examined economies and implications of "Net Neutrality" and Internet Freedom. It is argued that mandating Net Neutrality would be likely to reduce economic welfare. Instead, the government should focus on creating competition in the broadband market by liberalizing more spectrum and reducing entry barriers created by certain local regulations. In cases where a broadband provider can exercise market power the government should use its antitrust enforcement authority to police anti-competition behavior. To assure Net Neutrality, it is needed to make sure of fair competition and to facilitate flexible prices. Especially it is needed to invest consistently to the sector of Network.

양자제도는 나라마다 고유문화와 인간사회 발전의 속도에 따라 변화하는 내용이 서로 같지 않지만 자녀의 복리를 최우선하는 '자를 위한 양자제도'가 범세계적인 추세임에는 틀림이 없다. 이 양자제도는 당사자간의 합의에 의하여 혈연적인 관계가 없음에도 불구하고 자가 양친의 친생자로서의 신분을 취득하는 법정혈족관계를 말한다. 특히 오랜 기간 전통적인 가의 계승을 위한 이 양자제도는 시행하는 과정에서 여러 가지 문제가 지적되어 자녀의 복리를 위하여 친부모와 친족관계를 단절시키고 양친과 친생자관계를 발생시키는 친양자제도가 2005년 민법개정을 통해 도입되었고, 2008년 1월 1일 시행하고 있다. 그러나 이 또한 민법에서 친양자 입양조건 및 부부공동 입양에 있어서 3년간이라는 혼인기간을 요구하는 등 엄격하게 규율하고 있어 친양자제도를 실현하는데 한계가 있다는 문제점이 대두되고 있는 실정이다. 따라서 본 연구에서는 먼저 우리나라 현행 친양자제도에 대한 법률적인 내용을 검토하고, 친양자제도와 관련한 외국의 입법례를 통하여 자의 복리를 위한 최선의 합리적인 개선방안을 제시하고자 한다.

Fire investigation to examine ignition and combustion enlargement etc., to assess fire damage and to investigate a fire suspect, is used as a valuable data for better fire suppression and fire prevention police. Fire investigation is divided in to fire-cause investigation, fire-damage investigation, and fire-criminal investigation. At present, fire-cause investigation is lacking In scientific technology; specially is deficient in accurate damage assessment. And considering fore criminal investigation, since the police lacking in specialty on fire take exclusive charge of fire criminal investigation upon general investigation, it is difficult to investigate fire criminal effectively. Finally deficiency in fire investigation operates as very big blind-spot in fire safety having important axis in social safely; the loss is shifted on nation's shoulder. To solve those problems, legal, institutional, operational preparation is urgent. And so, this study tried to stabilize specialty of fire-fighting to offer more active, qualitative fire administration service, and to contribute to public peace and welfare by grasping problems after diagnosing Korean fire investigation and proposing the solutions.

Under the Welfare of Disabled Persons Act, the national qualification test allows disabled and non-disabled people to appear for the same test, and the deaf do not fall under the reason for disqualification from obtaining a license for power-driven water leisure crafts; therefore, even the deaf can obtain a license. During a risk of collision at sea, ships and power-driven water leisure crafts notify the other party of dangerous signals such as maneuvering and warning signals through sound signals to prevent accidents that may occur because surrounding ships are not visible. However, a method is required to prevent marine accidents that may occur when the deaf cannot hear danger signals through sounds from nearby ships or power-driven water leisure crafts during leisure activities owing to hearing impairment. A sound reception system is a device installed on a ship where missionary work is completely deposed to display the amplification of external sounds and the direction of sound reception on the screen. Through visual display of sound signals such as dangerous signals that cannot be heard owing to hearing impairment, improvement measures were proposed to prevent marine accidents that can occur owing to the inability of the deaf to check sound signals during leisure activities.

Recently, child abuse cases such as the "16-month death of adopted children" have occurred one after another in our society and have emerged as a serious social problem. Child abuse not only significantly violates children's human rights, but also leaves scars on the child's body and sometimes threatens their lives. As a result, laws related to child abuse have been revised several times and related systems have been reorganized to protect the affected children safely and grow healthy, but child abuse cases continue to occur. Therefore, it is urgent to come up with effective measures to prevent child abuse crimes and protect affected children. Therefore, this study examines the concept and related laws of child abuse, the current status of child abuse, and suggests countermeasures to effectively respond to child abuse compared to the US child abuse legislation and child protection system.

Since the Promotion Committee was established on March 25, 2021, urging the enactment of the Detective Business Act, many opinions and attention from all walks of life have been gathered. The Detective Business system, which is also one of the presidential pledges of the current 19th President Moon Jae In, is expected to be significant in that it can promote the development of a welfare state as well as efficient parts such as meeting the demand for security reinforcement services, improving the judicial system, and enhancing internationalization. In accordance with the consensus of the nine judges of the Constitutional Court that the lower part of Article 40 of the "Act on the Use and Protection of Credit Information" which prohibits the use of similar names such as investigating the general life of certain people does not violate the Constitution, detective work became possible regardless of the general life investigation. In particular, the detective job officially appeared on August 5, 2020, and it will be able to provide effective work services to the public by competing with prosecutors, police, and lawyers who have occupied exclusive positions in the field of a criminal investigations. However, although the role of detectives is gradually expanding and society is rapidly changing, illegal activities are prevalent throughout society, and more than 1,600 companies are currently operating suspiciously using the only name of "detectives", but the police are virtually letting go of the situation saying that they are "unauthorized.", and the damage is only going to the people, so at this point, the most worrisome thing is the absence of the law. Meanwhile, amid concerns over institutions overseeing illegal activities caused by the emergence of the detective industry, private security and detectives are similar to each other as in the United States, and it is expected to be able to gain public trust by entrusting the police in charge of managing and supervising private security companies. Therefore, at this time when most OECD countries except Korea legislate the Detective Business Act, prematurely allowing only the detective industry without enacting industry-related laws and systems can further fuel social confusion and hinder the detective industry along with the new fourth industry.

The purpose of this study is to investigate correction-level associated with the social support perceived by juvenile delinquents. To accomplish these purposes, this study used sample of 546 juvenile delinquents who are in the process of the beginning stage in the police and prosecution. Social support and correction were assessed with an instrument designed for this study. Juvenile delinquents completed instruments assessing the following variables: (1) perceived social support scale, specially social support types(esteem support, emotional support, informational support) and social support providers (parents, relatives, friends, teachers, community) (2) correction scale, specially social stigma, social deprivation, self reflection, legal consciousness, self concept. The resulting scale of the instrument had good internal reliability(Cronbach's alpha=. ) and was scored so that high scores indicated a willingness to access. To examine this purpose, One way ANOVA, multiple regression analysis were conducted. And the results are as follows: The relationship ratings of the correction factors were positively associated with their rating of the type of social support. Informational support was positively associated with self reflection and esteem support was positively associated with self concept, legal consciousness, self reflection and emotional support were positively associated with esteem. The type of support according to support providers was significant, explaining 25% of the variance in self concept scores. The significant predictor was esteem support from friends and emotional support from a community. The type of support according to support providers was significant, explaining 20% of the variance in legal consciousness scores. The significant predictor was informational support from teachers and esteem support from a community. The type of support according to support providers was significant, explaining 21% of the variance in self reflection scores. The significant predictor was esteem support and emotional one from relatives.

New 5-digit zone code (new postcode) will replace the current 6-digit postcode which has been used for postal automation in 2014. New postcode will be used for processing various works to distinguish location and area in the entire country. For example, it new postcode will be used to denote different administration areas, firefighting and police jurisdiction, weather forecast areas, emergency medical facility areas, social welfare institution areas, election districts, school districts, statistical areas, courier and delivery business areas, and etc. Therefore, the relevant authorities must be cosider for the feasibility and applicability of assigning the new postcode. In postal service, postal process will be affected a lot by new postcode because a postcode has been related with delivery area of a postman. Therefore, we propose assignment scheme for new postcode which will impact less to postal process. Then, we present how we used geographic data for efficient assignment and analysis of the results.

This study attempt to explore relation between parents-adolescent communication and family resilience objects to university students. For this, we study a difference of parents-adolescent communication and subfactors of family resilience according to demographic characteristics, and a relation between parents-adolescent communication and sub-factors of family resilience. In difference of parents-adolescent communication results of analysis are as follows. Dialogue time with father, age, and dialogue time with mother are significant. Also, in difference of between sub-factors of family resilience according to demographic characteristics, the more monthly income of family, the longer time of dialogue with parents, family resilience is high.

The author analyzed and compared the relationship mechanism among measured variables effecting to posttraumatic stress and posttraumatic stress, psychological wellbeing, and depression in the case of 360 policemen and 360 firefighters working in Korean police stations and fire stations by the structural equation modeling. The results showed that firefighters' posttraumatic stress deteriorated psychological wellbeing and depression more than policemen's posttraumatic stress did. In conclusion, systematic prevention and management program for posttraumatic stress and mental health of public servants are needed.
