It is the fact that Korean police has not focused on establishing identity but focused on establishing system due to the war under the confused situation which accepted police system of continental law in the period of Japanese Colony and then accepted the police system when being governed by USA. Afterward, as political, economic, and social atmospheres outside became stable, police identity, the philosophy of police activity through internal introspection in order to orient police activity in modern society, is needed. However, most of approaches for establishing police identity have focused on phased measurement by emphasizing to find major variables. Such identity of police organization through certain measurement study could not only carry out replication but also showed its limit to internalize ideal identity. Therefore, this study analyzed the reflectivity of police activity according to how it depends on certain means and depending means as a recognition to internalize the identity in order to discuss the formation of necessity and approach in establishing police identity, and suggested its results.
Regarding the [Government Organization Act; which is legislated on 19th November, 2014] Korea Coast Guard(KCG) has been re-organized and belong from Korea Coast Guard shall be established under the Minister of Oceans and Fisheries to Ministry of Public Safety and Security. Furthermore, National Police Agency(NPA) Commissioner has the right for administer duties concerning investigation and information by succession from Korea Coast Guard Commissioner. That means that main rule has been moved from prior KCG to Ministry of Public Safety and Security(MPSS) and NPA currently which is dual structure. Meanwhile, This kind of organization change has been effective to investigative agency which exert KCG's call of duty and causes needs of variety problems. In other words, There are quite huge changes such as KCG's reduction of their work, call of duty and re-organization regarding revised government organization act. However this change - including re-organization by government, was not able to take current MPSS's special features such as organization specialty and legal rights. It means, the current change has not been taken present law system CRIMINAL PROCEDURE LAW and there was no preparation to stable maritime police authority action as well. To sum up, this revised GOVERNMENT ORGANIZATION ACT is supposed to provide total, quick security service by establishing strong disasters and safety control tower. However they only contains few area such as organization revision regarding 'Sewol Ferry Disaster', they was not able to contain the other parts of Society. Therefore, in this article I would like to check the part of re-evaluation of current change made by KCC's organization revision. It is supposed to provide better legal stability by making clear of work area by government agencies who acts maritime police authority.
The purpose of this study is to reveal the process of enactment and revision, the contents of the police uniform system by the Government-General of Joseon, and to examine the relationship between the uniform system and the ruling policies of Imperialist Japan. The research methodology involved document research of official gazettes that published legislation on the police uniform system. Political background was referenced from various preceding studies. The research results are as follows. The Japanese invasion of Korea, in regards to the police, appeared as infiltrations through the three routes of consular police, temporary military police, and inside the Korean police. Each organization had different uniform systems, and after the installation of the Japanese police in 1907, the uniform system of high level officers of the Korea police was changed to the Japanese-style. After the installation of the Government-General of Joseon in 1910, a police uniform system was not enacted until 1918, with the exception being made for police officers due to the military police system. The 'Police Officer Uniform System of the Government-General of Joseon' enacted in 1918 stood out for its golden insignia on solidly colored fabric, which effectively indicated rank, as well as the Japanese flag pattern and the cherry blossom pattern, which symbolized imperialist Japan, on the cap badge and insignia. The 1918 uniform system had many differences from the Japanese system of the time in terms of design, perhaps due to the political autonomy of the governor-general. The 1918 uniform system was completely revised in 1932. This uniform system was modified in various ways. The system was almost identical to the Japanese system at that time. This is the result of Japan's intent to dominate Korea, which involved assimilating Korea into Japan with the purpose of conducting a full-fledged invasion of the continent after the Manchurian Incident.

In this study, various conflicts in the maritime police organization were diagnosed and police subculture, which is different from dominant mainstream maritime police culture, was concluded to cause conflicts. In addition, maritime police conflicts and conflicts due to the balance, confrontation, and contradiction between bureaucratic and democratic values in the maritime police organization itself are discussed. The results of analysis on the effects of Maritime police subculture on organizational conflict are as follows: First, the influence of cynicism on functional conflict was explored. The higher the level of lies of the persons under investigation, the more functional conflict appeared. Also, if a person showed a low level of credibility among the police, this also led to functional conflict. In addition, if an individual showed low levels of cooperation and credibility with the police, this resulted in hierarchical conflict. Second, the influence of machismo on functional conflict was also explored. It was found that female officers experienced conflicts because of poorer job performance compared to male counterparts. In hierarchical issues, female officers experienced conflict over the reduced scope of tasks assigned to them and lower job performance ability. Third, the effect of non-acceptance of change in functional conflict was not statistically significant. An aggressive attitude toward crime control and rejecting jobs unrelated to crime influenced functional conflict, and an aggressive attitude and performing jobs unrelated to crime lead to functional conflict.

The everyday life of police officers requires them to face a number of criminal acts and enter compromising crime scenes. In this case, officers may be compelled to make a personal expression of negative emotions. Negative emotions of members confidence for effective job processing and contributions duties and achievement of the job within the marine police force. Therefore, to control the emotive dissonance of organization members is a great help to the development of the organization. This study focuses on emotional dissonance among marine police officers to verify the impact of this dissonance on job burnout and consider the mediating effect of emotional intelligence. Research results are as follows: First, the relationship between emotional dissonance sub-factors and job burnout among marine police officers was studied. It was found that marine police did not feel emotionally jarred because they consciously tried to abstain from emotional engagement, but this was found to reduce emotional intelligence as related to desired emotions as well. Second, Emotional intelligence of the Marine Police was found on a significant impact on job burnout. Third, the impact of emotions in relation to emotional dissonance that job burnout of marine police intelligence officials confirmed that there is a statistically significant mediating effect. Finally, in a comparison of direct effects versus mediated effects, marine police were seen to be prone to emotional dissonance and experienced job burnout as a direct result of applying greater emotional intelligence.
Execution method of the police is mostly made of human resources (police officers). In such aspect, the recruitment of proper person should be dealt with the much significance. Related to this, recruiting all police officers by open employment is not actually possible. As the society today gets complicated, using of special recruitment gets more important and professionalism of policing also gets significant. Related to this, as in particular, modern police orients a same paradigm with community policing, special recruitment of those who graduated police administration department can be a strategy for achieving the purpose of police in a time that the understanding to policing of human resources of police is needed. Therefore, this article searched the plan to improve post-recruitment system for actively using human resources graduated police administration department. These plans are: First, to remove the restriction of opportunity by adjusting examination date of open & special recruitments; Second, to suggest the extension of examination courses through additional organization of optional courses; Finally, to suggest the increase of recruiting numbers in special recruitment graduated police administration department.
Since Korea Police Agency had established in 1948, our police have developed with many difficulty. And now, our police have diversity in policing through decentralization and democratization of police organization. But, new policing methods has introduced without our social control system which have based on national police system, without considering basic principles of our police systems. new policing methods are as follows.; enlargement private policeing, introducing community policing, introducing police service, introducing privatization of policing. Therefore, this study examined development process of police conception and policing which is based on many police studies. And this study suggested how we can understand Multilateralization of Policing in Korea. Because basic police conception, public safety and order maintenance function is never changable in spite of various changes in policing.

This study was conducted with the aim of testing the relationship between authority-giving leadership recognized by maritime police officials with organizational citizenship behavior. There are various types of leadership. Marine police officials will be able to help solve more effective problems in practice by the authority granted due to the nature of their duties. Organizational citizenship behavior is informal, though. However, as a result, it is related to organizational development. Recently, as a study for organizational development, many studies on empowerment leadership and organizational citizenship behavior are being conducted. In this study, 168 marine police officials were surveyed. As a result of the study, the authority-granting leadership and organizational citizenship behavior of marine police officials are very important factors due to the dangers and unexpectedness of the duties of marine police officials. Policy suggestions were made for the development of the maritime police organization.
Although there have been continued researches on the effect of fatigue among organization members on organizations, there has been an absence of studies on sub-factors of organizational commitment using Saito(1999)'s whole questionnaire. Therefore, this study aimed to measure the level of fatigue among police officers and empirically examine the effect of fatigue on organizational commitment. Based on the previous studies, fatigue(mental fatigue and physical fatigue) of police officers and physical disharmony were selected as independent variables, and organizational commitment(affective commitment, continuance commitment and normative commitment) was selected as a dependent variable. The meanings and the implications of this study are as follows. First, from a theoretical perspective, this study has significance as the first study, which used Saito(1999)'s whole scale and examined the relationship between sub-variables of organizational commitment in a police organization. This study also confirms the importance of fatigue management for organization managers. Second, from a perspective of organization management, this study implies that effort should be made to measure fatigue of police officers, who have 5 to 10 years of service and work as Senior patrol and sergeants and manage it actively on an organizational level, and there is a need to develop a training program for improving their attitudes towards organizations.
Attempts have also been made to locate security in the so-called 'policingdivision of labour' In order to understand this, it is necessary to identify some of the links which exist between public police organizations and the private security sector. Such links can be divided into six types : 1) Interpersonal links, 2) Joint operations, 3) Exchange of services, 4) Granting of special powers, 5) Public bodies hiring private personnel, 6) New organizational. Van Reenen provides a useful outline of the different dimensions of future Glibalization of policing. Developments, he suggests, are likely to proceed in four directions : 1) Co-operation : at this level, the nature and powers of national police systems are not required to change, co-operation occurring between self-standing forces. 2) Horizontal integration : this arises when officers obtain authority to operate in another country, or where government officials from one country get authority over the police in another country. 3) Vertical integration : this exists when a police organization is created which can operate within the area of the EC as a whole. 4) Competition : the internationalization of policing in Europe presents itself, more and more, as a market in which different policing systems trade their products.
