To enhance the completeness, this study conducted a survey on police officers in service and analyzed the survey data through statistical technique. The results for examination on how police investigation environment influence on perception toward legalization of private investigation were as follows. When the 'work burden from long-term cold case' composing the police investigation environment is high, the police officer highly evaluated the growth potential of private investigation, showed positive perception toward private investigation market, and showed intention for re-employment at private investigation agency after retirement. When the police officer experiences more difficulties from 'investigation other than criminal case', the police officer highly evaluated the growth potential of private investigation and showed intention for re-employment at private investigation agency. In addition, when the police officer thinks that there are a lot of difficulties for "Limited investigation on specialized area", the police officer showed positive perception toward growth potential of private investigation and private investigation market. In addition, police investigation environment showed significant result on legalization of private investigation. The result also verifies that as the difficulty of crime investigated by the police is getting higher quantitatively and qualitatively, it is necessary to introduce private investigation system which is specialized and able to investigate for a long time. • In Korea, all investigations of maritime crime such as murder, robbery, drug trafficking, and illegal fishing that have been committed at sea are under the jurisdiction of maritime police. As maritime crimes tend to have more unique cases, cause damage on a larger scale, and be limited to evidence that is possibly contaminated, compared to non-maritime crimes, the cases demand maritime police investigators with a higher level of expertise. However, there is currently a lack of competent investigators in the maritime police, leading to the training of maritime police investigators in training agencies. so many of maritime investigators goes to land police training agency including Korean Police Investigation Academy. Therefore, in order to improve the capabilities of maritime crime investigation we must first gather information and data in relation to maritime crimes to foster more investigation specialists, and establish specialized training agencies offering a training course more focused on maritime crimes.

  • The cyber-crime is one of the results occurring from the increased dependency toward information-telecommunication devices. Currently, the Korean National Police Agency and many other related law enforcement agencies have made efforts to respond against the cyber-crimes. However, the number of cyber-crime is increasing steadily. The worse problem is that the arresting rate for the cyber-crime has been decreased than before. The reasons of decreasing arresting rate come from many different kinds of cyber-crime methods with the developed computer and network technology, Also, the easy concealment of the cyber-crime by the violater and the difficulty of specification against the data objected to search and seizure make the crackdown difficult. The other difficulties come from the lack of professionally trained investigators, the lack of high-technological investigation devices, and the failure of the technology development for the search and seizure of evidences because of the budget deficit. That is to say, these phenomenon show the comprehensive problem of the cyber-police system. Accordingly, to respond against newly changed cyber-crime activities and to investigate effectively, the cyber-police has to take consideration into the professional reorganization of the cyber-police, the development of the investigation technology, and the adjustment of current cyber-crime laws. Most importantly, the cyber-police needs the high-technological investigation devices, the development of the investigation methods, and the training for the professional human resources with the enough budget support.J

  • The primary agent of civil investigation businesses must be a corporation to line up with public interests, and the government has to carry out the permit system on business owners. As many countries such as those of European and Japan supervise civil investigation business and the police agent supervises guarding businesses, so the police also has to supervise civil investigation business. In many cases, civil investigation businesses deal with private information, and the police has to prevent from infringing customers' basic right by clarifying private information management for punishment. In addition the police has to tighten up customers' obligations. For example the police has to deliver papers about the contents when they enter into or change contract, or after they enter into contract.

  • This study set out to analyze the perceptions of investigative police officers and division police officers regarding Police Investigation Specialization, which had been in effect for four years, identify the problems, and search for alternative policies. The results led to the following alternative policies; first, the communication among the members should be facilitated by trading the jobs between investigative policemen and division members in certain percentage regularly, integrating job education and special work, and developing diverse support programs for detective activities to provide them with opportunities to experience and understand investigation. The second suggestion concerns the investigation members' morale. There should be a range of measures to boost their moral such as allocating separate budget and personnel to support the investigation department and the treatment of major criminal and civil cases, giving each investigation team an office and investigation room to improve their working environment, readjusting the promotion ratio of Police Investigation Specialization to introduce a promotion system proper for each investigation's characteristics. The third suggestion is to secure job efficiency. It's required to reinforce the current short-term specialized education program to bring up practical and professional investigators, open the certification exam of professional investigators to all members so that every policeman can have their abilities recognized and approved as long as they have the demanded capabilities, and create a system of shedding off the members idle at work by reflecting low performance records when evaluating the members to decide who to dismiss from Police Investigation Specialization. And finally, it's important to divide duties rationally. The rationality of duties division can be guaranteed by setting the guidelines for direct handling for the team leader to help him devote himself to his duties, defining objective criteria of measuring investigation workload, and creating devoted systems and teams for simple and small accidents so that experienced investigators can deal with high-profile cases.

  • Jeju Special Self-Government Province adopted an autonomous police system for the first time since 60 years in Korean police. The purpose of autonomous police system is to offer a police service to be suitable in regional conditions. But Jeju autonomous police system for nearly one year after adoption is criticized to be established on the ground of political reason but not local decentralization. Actually Jeju autonomous police has not a clear cut jurisdiction and operation scope because of the jurisdiction duplication between national and autonomous police. The original task is confined on environment and sightseeing so on given to administration police for local self-government. So criminal investigation authority on general crimes is not to Jeuju autonomous police on account of special judicial police. First, it is the structural rationalization of Jeju autonomous police system. It speaks that Jeju provincial police bureau and police station have to be as national police institution, on the other hand, patrol district station and police box have to be as autonomous police institution. Of course, functional division has to be followed. National police performs managing all the assembly and demonstration by the management law on assembly and demonstration including the suppression against any large scale demonstration and disturbance, also the investigation on serious crimes just as international crimes and broaden area crimes including all the felony. Together national police performs the duty concerned to all the foreign affairs and national securities in along with the investigation on traffic accidents. On the other hand, autonomous police performs the function for citizen's life safety as crime prevention and the enforcement on the violation against police operation law, together the traffic management and the regulation on traffic violations. and the investigation on minor crime as simple violence or petty larceny including the management on local big events. Second, the budgetary of autonomous police is rationalized by the share of budgeting between Korean government and Jeju special self-government province. Third, urgent arrest authority on general crime and the rights of claims for the summary trial on minor crimes are given to autonomous police. Of course, this problem is resolved naturally in case of giving the investigation rights to autonomous police on minor crimes.
