Policy Advices for the Success of Digital Platform Government in South Korea

  • South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

  • Platform is considered as an alternative strategy to the traditional linear pipeline based business. Moreover, in the 4th industrial revolution period, efficiency driven pipeline business model needs to be changed to platform business. We have such success stories about platform as Apple, Google, Amazon, Uber, and so on. However, for those smaller corporations, it is not easy to find out the transformation strategy. The essence of platform business is to leverage network effect in management. Thus platform based management can be rephrased as network management across the business functions. Research on platform business is popular and related to diverse facets. But few scholars cover what the research trend of the domain is. The main purpose of this paper is to identify the research trend on platform business in Korea. To do that we first propose the analytical model for platform architecture whose components are consumers, suppliers, artifacts, and IT platform system. We conjecture that mapping of the research work on platform to the components of the model will make us understand the hidden domain of platform research. We propose three hypotheses regarding the characteristics of research and one proposition for the transitional path from pipeline to platform business model. The mapping is based on the research articles filtered from the Korea Citation Index, using keyword search. Research papers are searched through the keywords provided by authors using the word of "platform". The filtered articles are summarized in terms of the attributes such as major component of platform considered, platform type, main purpose of the research, and research method. Using the filtered data, we test the hypotheses in exploratory ways. The contribution of our research is as follows: First, based on the findings, scholars can find the areas of research on the domain: areas where research has been matured and territory where future research is actively sought. Second, the proposition provided can give business practitioners the guideline for changing their strategy from pipeline to platform oriented. This research needs to be considered as exploratory not inferential since subjective judgments are involved in data collection, classification, and interpretation of research articles.

  • The Indonesian e-commerce market has grown significantly due to sustained economic growth, middle class growth, rapid increase in Internet and SNS users, and increase in accessibility of mobile broadband services. In particular, consumers' online shopping through mobile and SNS has been increasing rapidly based on the expansion of the popularity of smart phone devices. This research suggested the strategies for expanding exports of Indonesia through e-commerce platform to the Korean firms, with deep analysis of the current status and features, problems, cases, and implications etc. of Indonesia's e-commerce market. As an export expansion strategy utilizing Indonesia's e-commerce platform, this study showed the Korean firms have to build a local online distribution network, establish a logistics & delivery and payment system, acquire Halal certification for Muslim market, carry out the in-depth market research, actively implement Hanryu marketing strategy, develop a creative product, set up market segmentation strategies, and develop SNS mobile marketing.

  • The city is experiencing various problems such as traffic congestion, environmental pollution, urban crime, and faces the limit of growth. Recently, various attempts to build a Smart City have been spreading around the world, in order to solve these problems. Smart City is attracting attention as the core platform of the future city with the $4^{th}$ industrial revolution. However, various definitions of smart city are mixed, and the methods and strategies for implementing smart city are changing or evolving due to the development of technology and the experience during that time. This study summarizes the definition of various smart city through literature review and suggests smart city building strategy that enables sustainable growth of cities as a platform of the $4^{th}$ industrial revolution era.

  • Big Hit entertainment corporation has been well known for value creation since it became the contents innovator in Korea to develop global artist musician BTS. By introducing sustainable innovations, as well as a mainstream of successive music entertainment growth, Big Hit entertainment corporation has became a global leader in highly competitive entertainment industry. To explain the Big Hit's contents innovation story, this study suggests a innovation momentum with two core elements: CEO's entrepreneurial leadership and platform strategy. Based on in-depth case study, this study proposes that CEO's entrepreneurial leadership allowed the Big Hit entertainment corporation to take advantage of its existing key resources and execute sustainable contents innovations. Also, creating diverse music and entertainment contents from the Weverse digital platform produce Big Hit's value creation. Based on these research results, both the contributions and implication to entertainment industry and academic field are presented.

The Effect of E-commerce Platform Seller Signals on Revenue: Focusing on the Moderating Effect of Keyword Specificity (e-커머스 플랫폼 판매자 신호가 수익에 미치는 영향: 키워드 구체성의 조절 효과를 중심으로)

  • One of the valid perspectives in the e-commerce platform literature is the seller signaling strategy in the information asymmetry situation. In this study, a research model was constructed based on signaling theory and shopping goal theory to systematically explore the effects of a seller's signaling strategy on consumer decision-making. Specifically, the study examined whether the signaling effects (i.e., reputation, electronic word-of-mouth, price) provided by the seller differed based on consumers' shopping goals. For the empirical analysis, the Gaussian Copula method was employed, utilizing 26,246 data collected from Amazon, a leading e-commerce platform. The analysis revealed that the signals provided by the seller positively impacted sales, and this effect was moderated by consumers' shopping goals. Drawing on shopping goal theory, this study contributes to signaling theory and e-commerce literature by discovering differences in the effectiveness of a seller's signaling strategy based on the keywords input by consumers.

  • The most presentative case would be functional evolution of webtoon as a contents business model, which has taken a initiating role in both innovated strategic experiments and outcomes. Most of all, There are the launch of PPS(Page Profit Sharing) sevice in NAVER webtoon, the paid service model implementation in KAKAOpage and potential business as an exclusive application in Lezhin entertainment This study to analyze these phenomina and results can figure out how the business model in the webtoon platform is developed in various fields diversely and what makes this model evolved and extended. Especially, the diversification of the webtoon platform has been received attention since it pursued the grouped spin off through horizontal convergence and transformational expansion among similar platforms, and also this shows that which factors enhance these phenomina to be controled and expanded. On the basis of the result of this study, we try to find the way to connect business vision of the domestic webtoon platform with affiliated business. Furthermore, it proposes the interrelationship between this and the business strategy for overseas in the globalized platform.

  • In this paper, biomechanical aspects of dynamic대학교postural responses against forward perturbations were experimentally determined simultaneous measurements of joint angles, accelerations. EMG activations, center of pressure(CoP) movements and ground reaction forces(GRF), Thirteen young healthy volunteers, stood on a flat platform, were translated into the forward direction by an AC servo-motor at two separate velocities(0.1m and 0.2m/s). In order to recover postural balance against the forward perturbation, joint motions were observed in the sequence of the ankle dorsiflexion, the knee flexion and then the hip flexion during the later acceleration phase. Both acceleration patterns at the heel and the sacrum were shown the forward acceleration pattern during the later acceleration phase and early of constant velocity phase as increasing platform velocity, respectively. Tibialis anterior(TA) for the ankle dorsiflexion and biceps femoris(BF) for the knee flexion. the primary muscle to recover the forward perturbation, was activated during the half of acceleration phase. Ankle strategy was used for slow-velocity perturbation, but mixed strategy of both ankle and hip used for the fast-velocity perturbation. In addition, parameters of perturbation such as timing and magnitude influenced the postural response against the perturbation.

  • With rapid advancement of IT and Internet technologies, online market is surely becoming a stage of the competition among various forms of platform providers. This study show the significance of the negotiation process in the platform pricing strategy and observe several external/internal factors that might affect the negotiation power of the identities surrounding the platform. Major theories used in this study are the resource-based-view and network theory. Resources resulting in a negotiation power of the content providers and platform providers turn out to be widely scattered in their business areas - from product characteristics to the size of the content provider. End-user (or buyer) group which cannot make a strategic move for the organized development and use of resources is taking advantage of network externalities to support its negotiation power.

Review of Artificial Intelligence Platform Policies and Strategies in South Korea, United States, China and the European Union Using National Innovation Capacity

  • South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea's A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.
