Gradational Risk Management in Procurement Phase for Plant Projects (플랜트 프로젝트의 구매조달 단계별 리스크 분석에 관한 연구)

  • In the plant EPC project, the procurement work can be considered as the most important part that affects the success or failure of project as it has the closest mutual influence in every execution process of the project. Procurement takes up generally 60% ~ 70% of the entire project budget and the current trend of plant EPC project becoming larger in scale and a variety of process technology being applied. So, it is needed to identify the risks that are expected to occur according to the stages of procurement work, namely, proposal stage, manufacturer selection and purchasing agreement stage, expediting the process management of manufacturer stage, inspection stage and logistics & transportation stage. The management of observation and control of the risks should be performed with the response techniques which are 'avoid',' transfer'and' mitigate'.

Host plant preference, parasitic site and risk possibility of Cuscuta pentagona Engelm, invasive plant in Korea (침입종 미국실새삼(Cuscuta pentagona Engelm.)의 기주식물 선호도, 기생부위 및 위해가능성)

  • In order to check host plant diversity and to confirm the potential risk to be invaded, we documented host plant flora and plant part of C. pentagona, an invasive parasitic plant in field survey and induced parasitic infection by them in the laboratory experiment. Parasitic interaction(12% of total tree species) was found in twig and leaf of tree such as Quercus mongolica and Abies holophylla that was not developed into ligninfication. There were most host plant species belong to Compositae, but the species parasitic rate of family was higher in Cyperaceae, Polygonaceae and Leguminoceae. Through the inducible infection experiment with C. pentagona, all species except one species show parasitic interaction between host plan and C. pentagona. These result means that the limiting stage for invading area is dispersion process for invading other area in Korea. Infection plant part by C. pentagona was dominantly both shoot and leaf, rather than only leaf or only shoot. We found newly 12 families and 45 host plant species including 33 herbacious one and 12 woody one. Crop plant such as Setaria italica and 6 endangerd one such as Scrophularia takesimensis, especially the later rare endemic plant was to death by parasitic infection of C. pentagona. These results indicate that C. pentagona is potential risk to both wild and cultivated plant in Korea.

Development of genetically modified crops based on considerations of risk assessment and management (위해성평가와 관리를 고려한 유전자변형작물 개발의 필요성)

  • Over the last five years, we have conducted research on risk assessment of domestically developed genetically modified (GM) crops and found a number of factors which could delay risk assessment process. In this review, we described such cases and discussed the problem of transgene cassette integration, the lack of information on vectors, the poor quality control in seed production and absence of bioinformatic analysis on amino acid sequence homology before GM crop development. To solve these problems, we have suggested the introduction of the screening system of elite event before risk assessment process and quality control strategies for GM seed production. In addition, we suggested that the developers of GM crops should understand the importance of risk assessment and management for the commercialization of those crops and consider the biological and ecological characteristics of host plants. Consistent communications may need to be established between GM crop developers, risk assessors and risk managers at the initial stages of GM crop development to reduce trial-and-errors.

CONSTRUCTION SCHEDULE DELAY RISK ASSESSMENT BY USING COMBINED AHP-RII METHODOLOGY FOR AN INTERNATIONAL NPP PROJECT

  • In this study, Nuclear Power Plant (NPP) construction schedule delay risk assessment methodology is developed and the construction delay risk is assessed for turnkey international NPP projects. Three levels of delay factors were selected through literature review and discussions with nuclear industry experts. A questionnaire survey was conducted on the basis of an analytic hierarchy process (AHP) and Relative Importance Index (RII) methods and the schedule delay risk is assessed qualitatively and quantitatively by severity and frequency of occurrence of delay factors. This study assigns four main delay factors to the first level: main contractor, utility, regulatory authority, and financial and country factor. The second and the third levels are designed with 12 sub-factors and 32 sub-sub-factors, respectively. This study finds the top five most important sub-sub-factors, which are as follows: policy changes, political instability and public intervention; uncompromising regulatory criteria and licensing documents conflicting with existing regulations; robust design document review procedures; redesign due to errors in design and design changes; and worldwide shortage of qualified and experienced nuclear specific equipment manufacturers. The proposed combined AHP-RII methodology is capable of assessing delay risk effectively and efficiently. Decision makers can apply risk informed decision making to avoid unexpected construction delays of NPPs.

  • Recently, the potential risks of tank lorry transportation from the petrochemical plant have been increasing, so the research was performed to build up the evaluation criterion of the transportation safety, as well as aggressive risk+assessment of a variety of chemical materials. This research was applied to the Maximum Credible Accident Analysis technique and modeled on the risk management of chemical transportation using the following four steps for risk evaluation, firstly the comparison of representative fype and standard of hand ling chemical materials transported by tank vehicles secondly, specific classification of potential hazards thirdly, grasp and recognition of virtual accident scenario at last, the risk evaluation of virtual accident scenario(qualitative/quantitative - chemical release modeling).

Investigation of Prohibited Seed-Borne Plant Pathogenic Bacteria in Korea (국내 종자전염 규제 식물병원세균 조사)

  • The goal of this manuscript is to determine seed-borne plant pathogenic bacteria and phytoplasmas among quarantine pests in Korea. Four and two prohibited bacteria and phytoplasmas, respectively, and 35 and 17 restricted bacteria and phytoplasmas, respectively, were assessed whether they are seed-borne or not based on preliminary reports. As results, two species of prohibited bacteria, eighteen species of restricted bacteria, and one species of restricted phytoplasma have been determined as being seed-borne plant pathogenic bacteria. Thus, quarantine fields must account for these lists once inspection has been conducted on imported seeds and also use of these lists can help to reduce the production of new diseases that can spread from infected imported seeds.

  • Risk management is an important element for successful management of overseas construction projects. This study reports a case study in which we proposed a risk management planning and procedure for plant construction which can be applied throughout the project life cycle. We analyzed the risk management practices of Korean construction companies by applying the concept of the PRINCE2 method developed in the UK, and proposed a risk management planning and procedure with organizational structure and working process. The suggested risk management planning and procedure was applied to an overseas plant construction project, and produced good results. It is believed that the procedure suggested here can also be aplied to other companies to enhance the competency in the global construction market.

Development of a Maryblyt-based Forecasting Model for Kiwifruit Bacterial Blossom Blight (Maryblyt 기반 참다래 꽃썩음병 예측모형 개발)

  • Bacterial blossom blight of kiwifruit (Actinidia deliciosa) caused by Pseudomonas syringae pv. syringae is known to be largely affected by weather conditions during the blooming period. While there have been many studies that investigated scientific relations between weather conditions and the epidemics of bacterial blossom blight of kiwifruit, no forecasting models have been developed thus far. In this study, we collected all the relevant information on the epidemiology of the blossom blight in relation to weather variables, and developed the Pss-KBB Risk Model that is based on the Maryblyt model for the fire blight of apple and pear. Subsequent model validation was conducted using 10 years of ground truth data from kiwifruit orchards in Haenam, Korea. As a result, it was shown that the Pss-KBB Risk Model resulted in better performance in estimating the disease severity compared with other two simple models using either temperature or precipitation information only. Overall, we concluded that by utilizing the Pss-KBB Risk Model and weather forecast information, potential infection risk of the bacterial blossom blight of kiwifruit can be accurately predicted, which will eventually lead kiwifruit growers to utilize the best practices related to spraying chemicals at the most effective time.

  • This study was carried out to apply the taxonomic characters to identify and to provide the habitat circumstances for forty one un-introduced environmentally harmful plants in the Korea which have been designated by Ministry of Environment in 2016. We investigated the dried plant specimen from several herbaria and performed field habitat survey in western coast area of United States including California, Oregon and Washington. We suggest the first result for ecological risk discussion, weed risk assessment, taxonomic characters and classification keys for 8 species with the related species - Carduus acanthoides L. (Asteraceae), Carduus tenuiflorus W. Curtis (Asteraceae), Onopordum acanthium L. (Asteraceae), Chromolaena odorata (L.) R.M. King & H. Rob. (Asteraceae), Hydrocotyle ranunculoides L.f. (Apiaceae), Oenanthe pimpinelloides L. (Apiaceae), Ehrharta erecta Lam. (Poaceae), and Paspalum conjugatum P.J. Bergius (Poaceae).

A Risk Impact Assessment According to the Reliability Improvement of the Emergency Power Supply System of a Nuclear Power Plant (원자력발전소 비상전력계통 강화 방안에 따른 리스크 영향 평가)

  • According to the results of Probabilistic Safety Assessment(PSA) for a Nuclear Power Plant(NPP), an Emergency Power Supply(EPS) system has been considered as one of the most important safety system. Especially, the interests in the reliability of the EPS system have been increased after the severe accidents of Fukushima Daiichi. Firstly, we performed the risk assessment and the importance analysis of the EPS system based on the PSA models of the reference plant, which is the Korean standard NPP type. Considering a portable Diesel Generator(DG) system as the reliability reinforcement of the EPS system, we modified the PSA models and performed the risk impact assessment and the importance analysis. Although the reliability of the potable DG could be about 20% of the reliability of the alternative AC DG, we identified that Core Damage Frequency(CDF) was decreased by at least 4.6%. In addition, the risk impacts due to the unavailability of the EPS system on CDF were decreased.
