Promoting Policy to Involve Plant EPC Companies for Package Deal to Acquisite Overseas Energy Resources (패키지 딜 방식의 해외 에너지자원 획득에 관한 플랜트EPC기업참여 촉진방안연구)

  • Promoting policy to involve plant EPC companies for package deal has been studied to acquire overseas energy resources. The effectiveness of the package deal with the plant EPC companies has not been successful because the participation of the plant EPC companies is very rare. It is difficult for the plant EPC companies to join the package deal due to the lack of the fully responsible organization to support the plant EPC companies participating in a package deal. The followings are suggested as the ways to promote the participation of the plant EPC companies for package deal in this study; 1) financial support of the government for plant EPC companies 2) political support of the government for plant EPC companies 3) specialization of the advanced countries for public-private cooperation.

  • Promoting policy to involve plant EPC companies for package deal has been studied to acquisite overseas energy resources. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support that plant EPC companies participate in package deal.   • Plant construction is being a motive power of national economic growth, because it is a higher value-added business which has enormous influence through other industry. But, plant projects management of the domestic company was poor. So, the development of EPC Business Process Management method has been encouraged. Therefore, this paper performed several researches for setting up the EPC Business Process Management Model for improving plant project management. And the details are as follows. First of all, this study collected the work procedure manuals of 12 large-sized international construction companies. Secondly, from the analyzing gathered EPC work procedure manuals, issues of work procedure manuals were analyzed and improvement plans were drawn out. Basis on this, This study presents a method to improve project management for EPC plant project. 'The Work Procedure Matrix for EPC Management' and 'Key Unit Works for EPC Management' were drawn out by using overseas construction management theories and international regulations. In addition, 'The EPC Business Process Management Models' reformed to the Business process method, that is the set of specifications, documents and procedures used to manage the EPC plant project. And it describes how the EPC work procedure manuals will be used. Finally, this study suggests the model of EPC Business Process Management System. The framework of Plant project management can be clarified by using 'The Work Procedure Matrix'. And 'Key Unit Works' are used to organize the work procedure needed to improve plant projects management. The results of this study will help to improve in project management efficiency for plant construction.

  • Gas & Oil plant construction projects are increasing recently all over oil-producing countries. An EPC (Engineering, Procurement and Construction) company, which participates in the plant projects, should possess pertinent engineering licenses and EPC management skills to create high added-value. Nonetheless, there exist various risks involved in the EPC life cycle process due to such characteristics of construction projects as long duration of construction time and complicated processes along with the procured goods or services subjected to various logistics. The objective of this paper is to analyze the overall EPC life cycle for proper process and to examine various information and document. Additionally, the principal data for the analysis of the EPC process are derived from personal interviews with experts and specialty contractors of the plant projects. The results of this study would be widely used as a guide for efficient and effective management of overseas gas plant projects.

  • Generally EPC management system was simply management concept through the normal S/W. Our LNG Plant R&D Center wanted to the excellent management system from the S/W. So We developed the R&D management S/W and EPC management S/W Built in the Microsoft Project Server. Our system made to the customer Requirements. It was just User Interface protocol. But User Interface has more Weak position, because it makes from the MS Project Servers. Ms Projector server make easy to treat the project on the WBS. EPC parts mixed WBS and normally Ms SQL Database. It has very complicated Structures. Now We planed to make the general Database and Ms Project Server, It' means to the S/W Developer and Schedule Manager ability. We will successfully integrate R&D management system and EPC system and other softwares.

  • In this paper, the present condition for localization of process pumps and the enhancement method of the localization ratio of process pumps for refinery and chemical plant market were studied. The market of plant industry in the world has grown rapidly since 2000. However, the profit of domestic plant EPC compaies cound not have been increased as much as the market scale because they procured most of equipment from overseas. To make remarkable profit of plant EPC companies in the petrochemical industry, localization of equipments is required. Suitable equipment for localization is process pump applied API 610 standard. An purchased amount of pumps from overseas by domestic plant EPC companies in the last two years were 230 billion won. If process pumps are localized then an profit of plant EPC project will increase.

  • In this work, risks in EPC project for overseas power plant projects are analyzed and risk management methods are suggested to reduce cost and to shorten time. 79% of risks occurred in the engineering phase for S project located in South-East Asia. The impact scales of risks on major project objectives which are cost, time, scope, and quality are analyzed as 3.5, 3.8, 2.7, and 3.7, respectively. The level of impact scales is very similar to each other except the impact scale of scope. The risk management methods suggested in this study have to be applied at the appropriate time to manage risks effectively. After that, risks are managed continuously by monitoring.

  • Necessity to install control towers has been studied to acquire overseas energy resources and to secure funds. At present, domestic energy companies do business independently. Institutions which support plant EPC companies as partners of package deal are separated. This causes the low records at package deal for overseas resources acquisition. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good records. This study suggests the necessities to install integrated control tower for overseas energy resources acquisition and securing funds and the following are the ways ; 1) promote a large national company by consolidation of separate energy companies, 2) install plant EPC promotion department which support private plant EPC companies, 3) make a integrated control tower in high level government office to connect between a large national company and plant EPC promotion department.

  • As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

  • As domestic construction companies, which used to be concentrated in the Middle East, have expanded their overseas orders to new markets in Asia and Latin America, they have to cope with various conditions. The EPC plant project, which undertakes construction projects such as civil engineering and construction, design, purchase, construction and commissioning, has expanded its scope. As a result, it is important to collect Lessons Learned from the previous project, systematize it, and use it to respond to changes in the environment. However, many employees do not share their skills or experiences voluntarily. To do so, it is necessary to create and systematize a culture that shares experience and technology. In order to understand and analyze the current situation, a questionnaire was conducted on the EPC project-related departments of construction companies implementing the EPC plant project. About 74% of the participants said Lessons Learned's collection and utilization helped. About 53% of the people who collected and registered actual cases and 39% of the people who had experience in preventing problems using cases were identified as employees' perception and utilization of Lessons Learned systems. Detailed analysis showed differences in workplace, duties, and rank. Through this study, the current status of Lessons Learned collection and utilization of EPC plant projects is understood, and the research on collection and utilization improvement is being carried out.
